Question #Document ReferenceSection ReferenceDiscussion/QuestionResponse
PWSAppendix 1 & 2Based on the As-Is and To-Be diagrams, IIMS will replace the legacy system - ASPEN. What are the pain points of the current ASPEN system? What does ASPEN not do that the new system should do? Can the As-Is and To-Be be elaborated? Please refer to the PWS for the requirements and basic services of the solicitation. There is no section of the PWS that addresses or speaks of "pain points." . FMCSA is not upgrading ASPEN. ASPEN is being replaced. The pain point is ASPEN itself thus FMCSA encourages all perspective Offerors to read and familiarize itself with the entire solicitation and PWS as to understand the agencies needs and requirements. With regard to what ASPEN does not do that the new system should do, refer to Section 2.2 Tasks through 2.2.8 IIMS Functionality and the "To Be" section 2.2.9 IIMS and Emerging Technologies" of the PWS. The pain point is that ASPEN does not adequately support FMCSA's current safety mission needs in todays environment.
PWS1.4 ScopeIs there a need to have different entry points based on User Type? I.e. Internal (Federal) vs. External (State Partners).No. There is no need to have different entry points based on user type.
PWSAppendix 1 & 2Is it fair to assume that systems (SAFER, ISS, CDLIS, State Specific Data, PDQ) will have resources to help support the integration with the new IIMS during the Contract Period of Performance of IIMS development and support? If not, will the government accept this risk and allow the Contractor to work with Stakeholders to determine an interim workaround?FMCSA will work with the external application teams for successful integration.
PWS2.2.8 IIMS Functionality #15"Ability to have On-line and off-line capabilities. Queued off-line inspection capability for automatic data transmission once product is back on-line." Outside of automatic data transmission once online, which general requirements also apply for Offline capabilities?Users will need to be able to complete an inspection and have federal out of service and other federal credential tests run while off line through an updated and stored database on the users computer. That database will need to be updated period odically when the user is on line.
PWS1.4 Scope: General Requirements"The product shall provide the user with a graphical user interface (GUI) display in and operate in Microsoft Windows, Android, and iOS operating environments." - Are these devices provided by FMCSA and/or State Partners? Does FMCSA impose requirements for federal and state partners to ensure devices have a minimum operating software version for compatibility purposes?FMCSA provides devices for FMCSA personnel only. FMCSA State partners procure their own hardware and compatible IT configurations. FMCSA does require that federal and state partners devices have a Windows OS currently supported by Microsoft and that iOS updates are timely. In addition, iOS updates need security requirements.
PWS1.2 Background"Enacted on December 4, 2015, the Fixing America’s Surface Transportation (FAST) Act requires ... " Question: What are the current pain points related to 1.Security 2.Data quality 3.decrease inspection times and increase #of inspectionsPlease refer to the PWS for the requirements and basic services of the solicitation.
