TECHNICAL EXHIBIT J.1

Labor Category Descriptions

DUTIES AND QUALIFICATIONS:

Senior Engineer (SE)

Duties This individual shall work under very broad supervision in providing management and technical direction to program personnel. The SE shall:

• Regularly exercise independent judgment, as well as a high-level of analytical skill in solving complex technical problems related to concrete materials and construction.

• Review reports and other documents prepared by the PE.

• Develop strategies and action plans to accomplish contract objectives.

• Assist the COR with the development of new projects, workshops, briefing materials, presentations, and technical publications.

• Provide technical assistance to FHWA, State agencies, and industry through presentations, phone calls, emails, and field visits.

• Travel to select projects as approved in the test plan.

Qualifications The SE:

• Must show evidence of a successful completion of a full four-year professional engineering curriculum leading to a bachelor’s degree from an accredited college or university.

• Government desires to have someone with 20 years of professional experience with at least 15 years of specialized experience in the area of Portland cement concrete and have a Professional Engineering license in Civil Engineering.

• Shall be proficient in the use of computers for data analysis.

• Shall have excellent written and oral communication skills.

• Shall be proficient at developing and presenting professional presentations at demonstrations, seminars, and workshops.

Project Manager (PM)

Duties The PM shall:

• Be responsible for managing the day to day operations of the MCTC, the SE2, the SLT, and the LT. This includes coordinating time and travel for contract personnel.

• Be responsible for preparation of all reports connected with this project.

• Manage and maintain an inventory of all equipment associated with this project.

• Be responsible for the submittal of all work plans, data analysis, and progress reports on all activities.

• Travel to all projects. Due to MCTC space limitations, the PM shall travel independently.

The PM:

• Must show evidence of a successful completion of a full four-year professional engineering curriculum leading to a bachelor’s degree from an accredited college or university.

• Government desires to have someone with 10 years of specialized experience in the area of Portland cement concrete.

• Shall be proficient in the use of computers for data analysis and management.

• Shall have excellent written and oral communication skills.

• Shall be proficient at developing and presenting professional presentations at demonstrations, seminars, and workshops.

Staff Engineer (SE2)

Duties The SE2 shall:

• Work under, and assist, the PM with day to day operations of the MCTC, the SLT, and the LT. This includes coordinating time and travel for contract personnel.

• Assist as needed with concrete mixture testing and performing the activities as listed under the scope of work and approved test plan.

• Participate in demonstrations, seminars, and workshops.

• Entering and analyzing data in the project database and maintaining up to date information on each project.

• Assist the SE and PM with the development of reports, One Pagers, technical documents, and papers.

• Travel to assigned project site visits. Due to MCTC space limitations, the SE2 shall travel independently.

The SE2:

• Must show evidence of a successful completion of a full four-year professional engineering curriculum leading to a bachelor’s degree from an accredited college or university.

• Should be familiar with Portland cement concrete, its material properties, and tests.

• Shall be proficient in the use of computers for data analysis and management.

• Shall have excellent written and oral communication skills.

• Shall be proficient at developing professional presentations for demonstrations, seminars, and workshops.

Senior Laboratory Technician (SLT):

Duties:

The SLT shall be responsible for:

• Assisting the PM in the FHWA MCTC.

• Concrete mixture testing and performing the activities as listed under the scope of work and approved test plan.

• Participate in demonstrations, seminars, and workshops.

• Entering data in the project database and maintaining up to date information on each project.

• Maintaining the general laboratory test equipment.

The SLT must:

• Government desires to have someone with 10 years of experience in concrete materials testing.

• Be capable of being certified by a nationally recognized organization certifying technicians for the indicated tests.

• Demonstrate good communication skills.

• Have a current valid commercial driver’s license (CDL) applicable to provide legal and safe transport of the MCTC.

The SLT shall travel to and from all project sites in the MCTC tractor and share tractor driving duties with the LT.

Laboratory Technician (LT)

Duties The LT shall be responsible for:

• Assisting the PM in the FHWA MCTC.

• Concrete mixture testing and performing the activities as listed under the scope of work and approved test plan.

• Participate in demonstrations, seminars, and workshops.

• Entering data in the project database and maintaining up to date information on each project.

• Maintaining the general laboratory test equipment.

The LT must:

• Government desires to have someone with 5 years of experience in concrete materials testing.

• Be capable of being certified by a nationally recognized organization certifying technicians for the indicated tests.

• Demonstrate good communication skills.

• Have a current valid commercial driver’s license (CDL) applicable to provide legal and safe transport of the MCTC.

The LT shall travel to and from all project sites in the MCTC tractor and share tractor driving duties with the SLT.

Subject Matter Experts (SME)

Recognized at the industry level in a technical field or highly specialized engineering or technology area and is proficient in relevant engineering management principles and practices.

Applies experience, skills, and expert knowledge within a highly specialized engineering sub discipline to broad, complex assignments. Generates revolutionary concepts as evidenced by synthesis of new products or processes. Creates or uses powerful tools to develop solutions for technical engineering or scientific problems. Utilizes and develops tools, techniques, processes and facilities such as state-of-the-art simulation environments, laboratories, and test facilities.

Provides leadership and technical direction for engineering activities in a specialized engineering discipline or technology subject area. Recognized at the concrete pavement community level, as a key contributor to the technical planning process and for providing technical expertise, management, and guidance with approximately 8 to 15 years of specialized experience.
