140. Ref: Price Workbook. Here SCA is called out in Col H. The government only requests a Fully Loaded BillRate. There is no way for the government to assess whether that rate includes the SCA minimum Pay and separately H&W benefits required by Exec Order 13706, and separately additional Fringe required by SCA for seniority. Absent some transparency as to how the Fully Loaded Rate is computed, there is significant risk in awarding to flawed Cost/Price proposals.

Suggest asking for Other Than Certified Cost or Pricing Data.

a. Offerors shall complete the “Pricing Table for Administrative Support” as instructed in the RFP.

141. Ref: pg49 Price Evaluation and Price Workbook. Offerors are to enter Fully Burdened Rates.

The evaluation methodology on pg49 suggests the government will add factors (such as hours?) to arrive at an evaluated total (but even the factor is not stated). Why will the government not disclose the Factors or Hours to be applied for evaluation purposes only? Some transparency here may reduce misunderstandings, discussions, and disputes.
