RFQ 693JJ320Q000049 Questions and Answers Page 1

Revision Date 04/14/2020

1) Do you require the Price Quote in a separate file from the Technical Quote?

If so, does the page count pertain only to the Technical Quote?

The Price quote is not required to be a separate document. The price quotation pages do not count towards the page number limit.

2) Given that our Technical Quote must address approximately 12 pages of items in the Statement of Work and Appendix 1, plus the requirement to include screen shots, could the page limit be eliminated or at least expanded?

The page limit will remain 15 pages. Screenshots are not counted towards the technical quotation page number limit, see Amendment A001.

3) On p. 19, the Deliverables Schedule requires the system to be implemented and accessible within 30 days after award. Can you please provide the rationale behind your 30‐day requirement?

The Federal Highway Administration requires the system to be operational within 90 days. The Statement of Work Deliverables Schedule has been updated, see Amendment A001.

4) Can the software be locally installed on your internal servers which would not make it cloud based which would make your servers FedRamp certified but not the software. Does this meet the requirement?

The solicitation requires the product to be FEDRAMP, and hosted and maintained by the software company as part of the service.

5) The RFQ says, “Screenshots of the library system to demonstrate capabilities are required to be included in quotation.” Are you requesting screenshots for each of the 67 requirements? If so, will the screenshots count against the page limit?

Submitted screenshots will not count towards the page limit, see Amendment A001. Contractors should be addressing multiple requirements with each screenshot to show system capability.

6) For each of the 67 requirements, are you looking for a “complies/doesn’t comply” answer?

It is up to the contractor to demonstrate in their submission that the system complies with the statement of work requirements.

7) When is the contract expected to be awarded?

An evaluation will be completed after the solicitation closes. It is anticipated award will be made within a month from solicitation close date.
