SECTION B - SUPPLIES OR SERVICES AND PRICES/PRICES
B.1 IDIQ MINIMUM AND MAXIMUM AMOUNT
During the term of this single award Indefinite-Delivery-Indefinite-Delivery (IDIQ) contract, the
Government shall place orders totaling a minimum of $10,000. The maximum amount of all task orders issued against this IDIQ as a result of this acquisition shall not exceed a ceiling of
$TBD.
The task orders placed under the IDIQ may be Firm-Fixed Price (FFP), Labor Hour (LH), Time-and-Materials (T&M), or a hybrid of those three types of contracts based on a determination by the Contracting Officer (CO) at the task order level.
B.2 SCHEDULE OF RATES
Labor category requirements and labor rate ceilings governing task orders under this contract shall conform to the descriptions found in J.2 and shall be listed in the Microsoft (MS) Excel format found at J.2 and apply for each of the described categories for each of the contract years.
The unit of issue (rates) is the fully burdened fixed price hourly rate. Please see 52.216-29(c)(2).
The maximum amount of the contract listed in Section B.1 includes travel and materials. Travel and materials will be reimbursed at cost. Inclusion of indirect burden amounts or fee on material costs, including travel expenses, is not allowable.
Note: Resulting contract award(s) will include Attachment J.2 with the accepted Contractor loaded labor rates inserted in the pricing table.
B.3 FIRM FIXED PRICE TASK ORDERS (TOs)
For FFP type TOs, the quantity of each item or labor category proposed will be multiplied against the fully loaded labor rate listed in Pricing Rate Tables Attachment 1or as negotiated for the TO, and the cumulative extended total of all items ordered will define the fixed price of the
TO.
B.4 TIME-AND-MATERIALS (T&M) / LABOR HOUR (LH) TASK ORDERS (TOs)
For T&M type TOs, the quantity of hours ordered from each labor category will be specified as deliverable hours billable at the ceiling rates specified in the Attachment J.2 Pricing Rate Table or as negotiated, if lower rates are proposed for a given TO. Materials will be estimated for each TO. Profit/fee is unallowable on materials. The cumulative extended total of all labor categories ordered plus materials will define the TO ceiling price. The government will not reimburse the Contractor for Prices incurred beyond the ceiling price, for hours not delivered, for hours delivered but in excess of the quantities ordered for a particular labor category or for
ODCs exceeding authorized amounts. For hours ordered but not delivered, the Government may issue a unilateral modification to the order that reduces the price of the order and de-obligates funds from the order in proportion to the number of hours ordered but not delivered.
SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 BACKGROUND
The Federal Highway Administration’s Office of Safety, Research and Development (R&D), Human Factors (HF) Team is the lead organization responsible for human factors activities in the
RD&T, Safety, and Operations program areas. To fully meet its research responsibilities and agency’s mission in a timely and effective way, the HF Team requires both technical and administrative support.
The HF Team is seeking support in human factors and highway engineering to provide effective program administration and the special skills needed to address complex technical program issues. This contract will provide support to the FHWA with the administration and execution of its behavioral research programs requiring human factors, experimental design and data analysis, and traffic engineering expertise. However, ultimate decision-making responsibility remains with the FHWA. Contractor staff, under Government oversight, will handle technical and administrative program activities. FHWA staff will always handle programmatic decision-making. This Request for Proposals will procure that support from a fully qualified non-Federal source. The nature of this work demands that the Contractor does not engage, nor have a potential to engage, in other activities that give rise to either perceived or real conflicts of interest.
Some FHWA research entails close cooperation with state, local and private entities. The
Contractor must be able to provide objective, independent, technical support, be free from any competitive threat to FHWA’s program partners, and adequately assure these partners that proprietary information will remain confidential.
Specific technical capabilities will be required of the Contractor. In particular, detailed knowledge of and practical experience in (1) human factors and behavioral research concerning highway safety; (2) human factors and behavioral research concerning highway operations; (3) traffic engineering; (4) Intelligent Transportation Systems/Connected and Automated Vehicles;
(5) driving simulator experiments and analysis, and (6) simulation research including virtual reality.
Availability of contract staff in the Washington, D.C. area is necessary, to facilitate the needed close working relationship with FHWA staff required by the effort. All full-time, key Contractor staff shall be located at FHWA’s Turner-Fairbank Highway Research Center in McLean, Virginia.
Organization of Human Factors Team
FHWA’s Human Factors Program cuts across many programs within the areas of safety and operations such as intersection, roadway, pedestrian/bicyclist, visibility, traffic control device, weather, work zone, and ITS/Connected and Automated Vehicles. Consequently, funding sources for human factors studies come from various FHWA offices and programs such as
Office of Operations, Office of Safety, and the Exploratory Advanced Research Program.
The work described in this RFP is primarily for support of the Human Factors Team within the
Office of Safety R&D. Most research studies will be conducted at the Human Factors
Laboratory (HFL) at the Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia or at field sites in the greater Washington D.C. metropolitan area. The Contracting
Officer’s Representative (COR) will supply the contractor with Government furnished equipment and facilities to conduct such studies, and will provide funds for payment of subjects;
or the Government will reimburse the contractor for the acquisition of any additional equipment needed.
Human Factors Research Resources Located at TFHRC
1. Highway Driving Simulator (HDS): The HDS is a fully interactive highway driving simulator utilized for a variety of behavioral studies related to safety and operations conducted for FHWA and other stakeholders. The simulator consists of a full automobile chassis surrounded by a semicircular projection screen. Three high resolution, digital projectors render a seamless 200-degree view (motorists’ field-of-view) of high-fidelity, computer-generated roadway scenes. HDS was recently upgraded to enhance the motion base, from 3 to 6 degrees of freedom. This improvement makes the motion and vestibular feedback much more realistic. Although HDS is serviced and operated by a separate contract, the Contractor under this prospective contract shall be able to perform technical and administrative support for the HDS as requested by the Contracting Officer’s Representative
(COR).
2. Field Research Vehicles (FRV): The FRVs include an instrumented 2007 Jeep® Grand Cherokee Sport Utility Vehicle and a 2014 Infiniti M37. FRV has been outfitted with equipment to record GPS position, vehicle speed, and vehicle acceleration. FRV is also equipped with an eye-tracking system that consists of two infrared (IR) light sources and three face cameras mounted on the dashboard of the vehicle.
3. Sign Design and Research Facility: This facility, known as the “Sign Lab,” consists of a 60in.
LED/LCD Hi-definition TV connected to a computer control center which enables researchers to present traffic signs to participants in a controlled environment. In the development of new traffic signs, it is important to determine the maximum distance at which the sign can be recognized as well as testing a participant’s comprehension. To this end, signs are displayed as small distant objects and are enlarged such that their appearance approximates that of driving towards the sign at a specified speed. The size of the image at the moment the sign is recognized is then used to approximate the sign's recognition sight distance. Precise control of sign display duration, image size, and the measurement of participant reaction time are achieved through computer control. Sign comprehension is generally recorded using open-ended questions relating to a participant’s understanding of a traffic sign.
4. MiniSimTM Driving Simulator: In partnership with the National Highway Traffic Safety Administration (NHTSA), the MiniSimTM is a part-task simulator consisting of a quarter cab set up that includes an adjustable driver's seat, driver controls, and meter cluster. Recently, MiniSimTM was upgraded to three 42" forward display LCD TVs, as well as software upgrades, and computers for generating driving scenes and controlling vehicle dynamics.
This tool is useful for evaluating driver performance in simpler environments.
5. Data Analysis Facility: This facility is used for the review and analysis of analog and digital imagery and data recorded during behavioral research experiments. The facility uses customized video analysis software and high-end video capture and data recording devices.
6. Virtual Reality (VR) Lab: In the VR Lab, two virtual reality headsets from different manufacturers are being tested. The two devices are very similar with respect to display resolution and field of view. The systems principally differ with respect to controllers and tracking systems. Current work has focused on creating a scenario to support V2P research.
Parts of the Turner-Fairbank Highway Research Center campus have been modeled along with the new signal installed by the Saxton Operations Research Laboratory.

Evaluation of past performance will be based on the past performance data at the time of award as supplemented by the Government and Contractor during the period of performance.
As work proceeds under this contract, it is probable that the past performance rating from each
