LABOR CATEGORYDESCRIPTION
Program Manager (Key Personnel)Minimum requirements for the project manager include the following:

1. At least a Master’s Degree in human factors/behavioral science with at a minimal of ten years of research experience. The person shall also have at least five years’ experience in managing large multi-disciplinary teams.

2. Demonstrated skill and extensive experience in:

• Achieving high quality work completed on or ahead of schedule,

• Managing a multi-disciplinary team of professionals,

• Supervising subordinate personnel,

• Analyzing research programs and needs and develop and review complex research programs,

• Interfacing with Government personnel,

• Communicating technical information to audience with diverse background,

• Providing technical and administrative support in developing Government programs and budgets,

• Providing support in Government certain procurement activities, and

• Allocating human resources to meet the requirements of this contract.

3. Ability to serve as a principal investigator and lead research studies.

Research Psychologist(s)/Human Factors Specialist(s) (Key Personnel) Minimum requirements for research psychologist/human factors specialist positions include the following:

1. Advanced degrees in experimental psychology or human factors with a minimum of five (mid-level) to ten (senior level) years demonstrated experience in research specific to the transportation field including highway safety and operations.

2. Demonstrated skill and extensive experience in:

• Managing subordinate technical personnel in a multi-disciplined environment,

• Developing complex behavioral research efforts related to transportation safety and operations,

• Designing and conducting applied behavioral research studies,

• Designing data collection procedures and assuring quality control in data collection,

• Performing statistical analyses and interpreting the results,

• Preparing research reports and summaries of research activities,

• Reviewing and evaluating complex research studies and programs,

• Performing thorough literature reviews and summarizing technical information,

• Interfacing with Government technical and business personnel,

• Communicating technical information to audience with diverse background,

• Providing support in developing Government programs.

3. Ability to serve as a principal investigator and lead research studies.

Statistician/Data Analyst Minimum requirements for statistician/data analyst include the following:

1. Advanced degree in statistics with a minimum of three (mid-level) to eight (senior level) years demonstrated experience in analyzing data related to transportation and human factors/behavior studies.

2. Demonstrated skill and extensive experience in:

• Designing experiments and data collection procedures related to various types of transportation studies,

• Performing statistical analyses and interpreting the results,

• Preparing research reports and summaries of research activities,

• Interfacing with Government technical and business personnel,

• Communicating technical information to audience with diverse background,

• Providing support in developing Government programs.

Electronics Technician Minimum requirements for the electronics technician include:

1. An associate’s degree in electronics and at least four years of demonstrated experience in setting up, operating, and maintaining laboratory equipment related to transportation and human factors/behavior studies.

2. Demonstrated skill and experience in:

• Developing, evaluating, operating, and maintaining various types of electronic and mechanical equipment,

• Interfacing with researchers and other users of the Human Factors Laboratory, or the the Highway Driving Simulator. (The Highway Driving Simulator Support contract is another on-site contract at TFHRC.)

• Assisting with setting up programs for computer control of experimental research equipment,

• Assisting with various phases of human factors/behavior experiments and data collection,

• Interfacing with Government technical and business personnel.

Transportation Engineer Minimum requirements for the transportation engineer position(s) include:

1. Advanced degrees in civil engineering with a concentration in transportation with a minimum of three (mid-level) to eight (senior level) years demonstrated experience in human factor research related to highway design and operations studies.

2. Demonstrated skill and experience in:

• Utilizing engineering terminology and theories, including but not limited to crash and safety analysis, roadway design, traffic control devices, highway operations, and driver behavior,

• Performing operational analyses of proposed changes to highway design standards,

• Managing research in the area of traffic control devices,

• Reviewing documents to assure that transportation issues are appropriately addressed,

• Applying findings to highway design standards,

• Interfacing with Government technical and business personnel.

Research Assistant(s) Minimum requirements for research assistant positions include:

1. An Associate’s to a Bachelor’s degree in psychology, human factors, engineering, or an equivalent field and demonstrated experience in behavioral research or highway transportation research.

2. Demonstrated skill and experience in:

• Independently conducting literature reviews and assisting in summarizing technical information,

• Participating in designing and conducting research studies related to transportation safety research,

• Performing data collection activities including subject procurement, scheduling, and preparation, field and laboratory data collection, and subject debriefing,

• Carrying out instructions of senior level research team members with minimal supervision,

• Maintaining logs and experimental notes,

• Setting up and operating certain experimental equipment,

• Preparing draft versions of technical research reports and summaries.

Administrative Assistant Minimum requirements for the administrative assistant include:

1. Demonstrated skill and experience participating in administrative duties of a research organization:

• Monitoring, maintaining, and tracking various types of research and administrative information,

• Preparing, organizing, and checking research and administrative documents,

• Arranging various technical and administrative activities,

• Coordinating and setting up various activities such as meetings and conference calls,

• Interacting with government personnel or others to coordinate events,

• Developing and maintaining physical and computer files to easily track past and ongoing technical and other activities.
