MARAD seeks a single-award, firm-fixed-price indefinite-delivery, indefinite-quantity (IDIQ) contract to obtain class-style inspections of MARAD vessels across East, West, and Gulf Coast ports and provide detailed material condition reports. The contract covers up to six vessels from three classes: Watson Class (located in Baltimore MD, Norfolk VA, New Orleans LA, and Vancouver WA), Bob Hope Class (Newport News VA and Portland OR), and Cape S Class (Norfolk VA and San Francisco CA). The contractor must conduct comprehensive inspections including hull condition, machinery, cargo equipment, coatings, safety systems, structural integrity, and pollution prevention systems, with inspections scheduled during monthly dock trials to observe machinery in operation. Deliverables include detailed post-inspection reports within 45 days covering executive summaries, findings and deficiencies with prioritization (Critical, High, Medium, Low), suggested improvements, maintenance and repair plans, cost estimates, and recommendations on vessel activation capability within five days and 180-day operational readiness. The contract has a ceiling value of $349,990 with a minimum guarantee of $500, a 12-month ordering period, and two contract line items: CLIN 0001 for labor and direct reimbursables (firm-fixed-price) and CLIN 0002 for travel reimbursement at actual cost not to exceed Federal Travel Regulations with no profit or fee. SECTION C – STATEMENT OF WORK

3RD PARTY VESSEL INSPECTION SERVICES

STATEMENT OF WORK

1. BACKGROUND

The U.S. Maritime Administration (MARAD) is an agency of the United States Department of Transportation. MARAD requires the services of a third-party Ship Inspection Service provider (Contractor) to provide class-style inspections of MARAD Ships, outside of the Ship Inspection requirements of US LAW (American Bureau of Shipping (ABS) (Class) and the United States Coast Guard (USCG)). MARAD requires a comprehensive analysis of each vessel’s condition, including its documentation, machinery, hull, and coatings. The material condition assessment will include a thorough structural and machinery inspection of the vessels and a comprehensive report on the conditions of the vessels. The Contractor shall assess deficiencies that have resulted in a USCG 835 or ABS Condition of Class or Finding. MARAD is seeking a third-party ship inspection, in addition to the official ABS and USCG inspections required by law, to obtain another professional opinion on the condition of its Ready Reserve Fleet vessels. Therefore, any entity, other than ABS, meeting the qualifications set forth herein may be considered for award.

2. CONTRACT INFORMATION

The Contractor shall conduct vessel inspections in two phases. The first phase of the vessel inspection that will be conducted will be the preparation phase; the second portion of the inspection will be the on-site inspection phase.

2.1 Preparation Phase

The following information will be provided at the award of a task order to kick off the inspection of a vessel. All documentation shall be reviewed before the start of the on-site inspection. The following information will be provided to determine the scope of the on-site inspection.

2.1.1. Vessel Information:

o Number of Vessels: Six (6) vessels may be selected for inspection from the three classes listed below.

o Vessel Class and Locations:

• Watson Class (6ea): Baltimore, MD, Norfolk, VA, New Orleans, LA, Vancouver, WA

• Bob Hope Class (5ea): Newport News, VA, Portland, OR

• Cape S class (5ea): Norfolk, VA, San Francisco, CA o Inspection Scope: All areas of the ship to be inspected.

o Past Reports: Obtain and review any prior class inspection and service reports

2.1.2. Required Documentation:

o Class Certificates: Verify all relevant class certificates and regulatory compliance documents.

o Vessel Maintenance Records: Review records on the last dry docking, previous inspections, and maintenance conducted on each vessel.

o Operational Logs: Ensure the operational logs for the vessel's machinery and equipment are current.

2.2. On-Site Inspection Phase

The Contractor shall apply its own professional maritime inspection methodology consistent with classification-society practices. The procedures listed in Sections 2.2.1 through 2.2.7 represent minimum expectations for inspection scope and reporting and do not prescribe the Contractor’s proprietary methods.

For each vessel, the inspections are to be scheduled during a monthly Dock Trial to allow machinery to be observed while in operation.

2.2.1. Hull Inspection:

o Visual Inspection: Thoroughly examine the vessel’s hull for any signs of damage, cracks, corrosion, or other structural weaknesses.

o Thickness Measurement: Review the most recent ultrasonic thickness gauges.

o Condition of Coatings: Inspect the condition of anti-corrosion coatings and protective paints. Check for peeling, blistering, or any signs of wear.

o Bilge Areas and Sea Chests: Ensure that these areas are free of debris, corrosion, and that the coatings are in intact.

o Tanks and Tank Coatings: Inspect the condition of anti-corrosion coatings and protective paints. Check for peeling, blistering, or any signs of wear. Material condition of the steel structure to be noted.

2.2.2. Machinery and Engine Room:

o Main Engine and Auxiliary Equipment: Inspect the condition of the main engine, auxiliary engines, and generators for any signs of excessive wear, oil leaks, or vibrations. All equipment to be observed while in operation as practicable.

o Piping and Valves: Check the condition of piping systems, including steam, fuel, lube oil, cooling water, and ballast systems, for leaks, corrosion, and proper insulation.

o Electrical Systems: Inspect the main electrical panels, circuit breakers, and safety systems to ensure they are in good order.

o HVAC Systems: Verify the air conditioning, ventilation, and heating systems in the engine room and house for proper functioning.

2.2.3. Cargo Equipment:

• Ramps, Cranes, Elevators, and Material Handling Equipment:

Observe operational test. Identify and record any anomalies in machine performance. Inspect for material condition including hydraulic hoses and condition of wires.

• Cargo Hold Ventilation: Verify all cargo hold fans are operational.

2.2.4. Coatings and Paints:

o Deck Coatings: Assess the condition of the deck paint and non-slip surfaces. Verify if there are any areas that need resurfacing or maintenance.

o Interior Coatings: Review the condition of coatings in spaces like the cargo holds, ballast tanks, stair towers, and other interior sections prone to wear.

2.2.5. Safety Equipment:

o Lifesaving Equipment: Ensure all lifeboats, life rafts, life vests, and other required lifesaving equipment are in place, operational, and compliant with regulatory requirements.

o Fire Safety Equipment: Inspect fire extinguishers, sprinklers, and alarms for operational readiness.

o Navigational Equipment: Verify the functionality and calibration of navigational systems (radars, GPS, AIS, etc.) as per regulatory requirements.

2.2.6. Structural Integrity and Stability:

o Ballast and Stability System: Inspect the vessel's ballast system and stability equipment. Verify that they are operating correctly. This is to include Ballast Treatment Systems.

o Strength of Hull Supports: Assess areas that are critical to structural integrity, such as bulkheads, frames, and support beams.

o Load Line Markings: Verify that the load line markings are intact and readable.

2.2.7. Pollution Prevention:

o Bilge Water Treatment: Inspect the system for treating and discharging bilge water. Ensure it complies with MARPOL regulations.

o Sewage Treatment: Inspect the sewage treatment system for material condition, functionality and regulatory compliance.

o Garbage Management: Confirm the presence and condition of waste management systems.
