About this file
This is a Statement of Work (SOW) for layberthing services for up to three CAPE H class RO/RO vessels (CAPE HORN, HUDSON, and/or HENRY) on the U.S. West Coast. The Maritime Administration (MARAD) requires comprehensive berthing facilities and support services at locations spanning from the southern tip of Florida westward to the southern tip of the Texas coast, including navigable waterways capable of safely supporting these vessels. For inland waterways, berth locations must not exceed 150 miles from open waters, and for the Mississippi River, berths must be located south of the Baton Rouge area. If vessels are berthed at separate facilities, they must be no more than five miles apart.
The contractor must provide extensive infrastructure and services including mooring arrangements, fendering systems, pier apron access (capable of supporting HS-20 trucks and firefighting vehicles with 425 lbs/sq ft uniform loading), shore power (1,200 amps at 480 volts), potable water connections, sewage services, telecommunications, site inspection boats, oil spill response plans, security (fencing, guards, CCTV cameras), and first responder/fire fighting capabilities. The CAPE H class vessels have specific physical characteristics detailed in Attachment 1, including a 749-foot length overall, 105-foot beam, 13-foot forward draft at layberth, and 139-foot air draft. Deliverables include a Heavy Weather Mooring Plan, Physical Security Plan, annual soundings, Plan of Action and Milestones, permits/licenses/leases documentation, Oil Spill Plan, potable water laboratory reports, mooring fitting pull test results, and proof of insurance. Contract pricing is structured on a Fixed Price (FFP) basis with separate line items for initial services and annual option years (through July 15, 2036). Award will be based on technical acceptability (acceptable/unacceptable) as the primary factor, followed by price evaluation, with option periods evaluated by adding one-half of the final option period's price to the total evaluated price.
