About this file

This is Amendment No. 3 to RFP 693JF725R000002, which addresses a single question regarding eligibility requirements for the Vessel Efficiency and Noise Reduction Technology Application Demonstration project for the Gulf of Mexico. The amendment clarifies that while partnerships may include non-US companies, only US companies can submit applications and enter into cooperative agreements for funding through the Meta program.

The underlying RFP solicits proposals for demonstrating enhanced energy efficiency technology applications on commercial vessels that reduce underwater radiated noise (URN), with a focus on the Gulf of Mexico region. The Maritime Administration (MARAD) is partnering with NOAA, with awards up to $500,000 for 36-month projects. Key requirements include measuring energy efficiency/GHG emissions and URN according to international standards, providing detailed technical specifications and project plans, and demonstrating relevant experience. Target vessels include workboats, harbor craft, and offshore support vessels. Technologies may include alternative fuels, engine modifications, propulsion systems, and hull designs. The deadline for proposal submission is 60 days from publication, with proposals limited to 15 pages.

Amendment No. 3

The purpose for this amendment is to respond to the following question.

Question-1.

I represent a group of partner companies in the process of applying for the above RFP. One of our partners is a US registered company, the other three are not. Does the application need to be submitted by the US company as the lead or can it be submitted as the group?

Response-1.

The Meta program can only enter into cooperative agreements for funding with US companies.

Any applications should be submitted by a US company for consideration.
