About this file
This document is an Amendment to a Request for Proposals (RFP) from the Maritime Administration (MARAD) for Vessel Efficiency and Noise Reduction Technology Application Demonstration for the Gulf of Mexico. The RFP (693JF725R000002) seeks proposals to demonstrate enhanced energy efficiency and underwater radiated noise reduction technologies on commercial vessels, with a preference for the Gulf of Mexico region. Eligible applicants include private entities, nonprofits, state/local governments, Indian Tribes, and institutions of higher education. Proposals must include a plan for technology integration, data collection, GHG and noise measurement, and project timeline. Award may be for one or multiple projects up to $500,000, with a 36-month period of performance. The amendment addresses a question regarding the geographic preference, clarifying that projects outside the Gulf region may be considered based on alignment with RFP priorities. Proposals are due within 60 days and will be evaluated on criteria such as technology integration plan, applicant capabilities, partnerships, and budget.

Solicitation No. 693JF725R000002 Vessel efficiency and noise reduction technology application demonstration for the Gulf of Mexico.
Amendment No. 1
The purpose for this amendment is to respond to the following question.
Question-1.
This is a marine service company in Long Beach, California. How strictly will the META program adhere to a Gulf of Mexico geographic deployment for the project? We would like to apply for grant assistance under this solicitation, but I want to make sure we won’t be shut out because of a preference for Gulf-based projects.
Response-1.
The RFP states there is a regional preference for demonstrations in the Gulf of Mexico on workboats, harbor craft, and offshore support, supply, and crew change vessels (to include offshore oil and gas as well as wind installations and survey vessels). Projects in other regions may be considered as well based on their alignment with the stated priorities and objectives in the RFP.
