About this file
This document is Amendment No. 4 to the Request for Proposals (RFP) Solicitation No. 693JF724R000007 for an Environmental Capacity Assessment for U.S. Commercial Ship Design-Build Capabilities. The purpose of this amendment is to respond to a question regarding the 15-page limit for proposals, clarifying that the 15-page limit includes the entirety of the proposal with no additional pages allowed.
The related federal contract opportunity is a solicitation by the Maritime Administration (MARAD) for a comprehensive study on the current U.S. capabilities for designing and constructing low/zero greenhouse gas emission commercial vessels that also reduce underwater radiated noise. The study should evaluate existing standards and regulations, assess the capacity of U.S. shipyards and design firms, and analyze trends in U.S. vessel orders to identify opportunities to support the U.S. fleet. Proposals are limited to 15 pages and must be submitted within 45 days of the solicitation publication. MARAD will fund 100% of the total project cost and plans to award a cooperative agreement for this effort, which must be completed within 10 months of the award.
