QuestionAnswer
Is it okay if the contractor facility is in another state?Yes
For the other three locations, Washington 1 day, New York 4 days, and Philadelphia 4 days, is it possible to extend the visits, or filming should be done on that specific time frame? No
Are we going to have help from your office to coordinate the interviews?Yes
Is there any expert or group that will guide us through finding the important details to communicate?Yes
The final result should be: 1 Documentary (45m) 3 Minidocumentaries (15m) and 1 tour inside of an NSMV. I guess the last one is for educational purposes, wouldn't a Virtual Reality space serve for training? We can do it for you.No virtual reality space is needed/requested at this time
The document specifies a 30-45 minute documentary and three 10-15 minute episodes. Will the three episodes be based on the main documentary and are only edited versions, or do the three episodes comprise a unique storyline and a completely different edit?Yes, the three episodes will be part of the main documentary and should comprise the same storyline but focus on unique aspects of the NSMV Program (i.e. - different ships or a specific timeframe of the NSMV Program). The same footage can be re-used as all three episodes should eventually be combined to form one 30-45 minute documentary and edited as needed.
Will the selected contractor have access to previously-shot or historical MARAD footage of federal vessels from maritime academies, or will the contractor have to source/license all historical footage? In line with legal parameters and on a case-by-casis basis, MARAD can provide access to previously-shot or historical MARAD footage of federal vessels from maritime academies.
Will the selected contractor have access to previously rendered NSMV project 3D animations, or is the contractor expected to create new animations of the vessel? In line with legal parameters, MARAD can provide access to previously rendered NSMV project 3D animations. A 3-D technical model does exist of the ship for example.
Section F specifies the number of days needed for various locations. Do these days plan for some or all of the required interviews or just for tours/b-roll of installations? Additionally, will the selected contractor need to plan to visit additional cities to conduct further interviews? The tour and interviews will take place in the allocated time frame, with virtual interviews as an option as needed. However, if additional time is required for travel, it will be reimbursed accordingly.
The contract details state that the period of performance is through September 30th 2026, is that the amount of time that is given for it to be fully completed or is this service expected to be done repeatedly for the period of two years plus?Entire period of the contract. Each task order will contain a specific period of performance.
The contract states that the ceiling of the contract is $240,000, is this for the total amount for the entire period of performance stated through September 30th 2026 or is this per year? This is for the entire contract.
Is this video simply a walkthrough a standard guided tour or are designing any interactive portions/ heavy graphics? We defer to the contractor for this, but have used standard guided tours in the past which worked well.
Will all interviewees be available during days allotted at various sites?Yes
Does MARAD expect four (4) separate videos (30-45 minutes and three 10-minute videos) or one (1) 30-45 minute video and then broken into three (3) 10-minute segments?Yes, however the three episodes will be part of the main documentary and should comprise the same storyline but focus on unique aspects of the NSMV Program (i.e. - different ships or a specific timeframe of the NSMV Program). The same footage can be re-used as all three episodes should eventually be combined to form one 30-45 minute documentary and edited as needed.
Are you currently working with an incumbent vendor for video production or documentary filming projects? No
If there is an incumbent vendor, could you please provide the name and current contract number?N/A
To put together a timeline for the production could you please provide some details on where?NSMV I is currently berthed at State University of New York Maritime College in Bronx, NY where she will remain until early January 2024 when she departs for a 3-week at-sea training mission. NSMV II - V are currently being constructed at Philadelphia, PA. When NSMV II - V construction is complete, they will be delivered to State Maritime Academies in Massachusetts, Maine, Texas and California respectively. The timeline for vessel construction completion is NSMV II (1/2024), NSMV III (10/2024), NSMV IV (7/2025) and NSMV V (4/2026) with three milestone ceremonies per vessel.
The RFP states "Presentation of a project plan.. A successful project plan will include a storyboard, and outline of production, along with a timeline for producing the documentary." It is not customary to storyboard a documentary, and even on scripted projects that do storyboard that step cannot be completed until after a script has been written. Is a storyboard a requirement for this proposal?A "presentation of a project plan" has been removed as a requirement, see attached amended RFP.
The RFP states, "The Ceiling of this Contract is $240,000" Should this be considered the projected budget for this RFP? If not, what is the projected budget for this project? The Ceiling of this Contract is $240,000
The RFP states, "The production would include interviews with all professionals and industry leaders involved in decision making or who were involved in the program." Can you please provide more detail on exactly how many industry leaders and decision makers are expected to be interviewed for this project?MARAD anticipates that 5-10 people will be interviewed.
To create a timeline for the documentary, can you please provide detail on where in the construction process the ships are and when you expect principal photography to begin? How many steps in the construction process do you wish to have included in filming? When will each of these stages you wish to include be available to film?NSMV I is currently berthed at State University of New York Maritime College in Bronx, NY where she will remain until early January 2024 when she departs for a 3-week at-sea training mission.
Regarding the referenced RFQ, on page 3, in Section B3 Price of the RFQ, in the table under Units/Hours it lists the number ‘80’. Is that the number of hours we must bid, or that we are limited to?90 hours is the maximum number of hours covered under this IDIQ, see RFP amendment.
Are there different labor categories we should be bidding, depending on the personnel, or is it a blended, burdened rate, to arrive at a firm fixed price? It is one fully burdened blended rate.
The RFP states, "3.1. The contractor shall produce a 30–45-minute documentary, and three contiguous 10-15 minute episode series on the NSMV vessel program. The documentary/series will:" Can you please clarify if the same footage is to be used in both the 30-45 minute documentary and the three 10-15 minute episode series?Yes, the three episodes will be part of the main documentary and should comprise the same storyline but focus on unique aspects of the NSMV Program (i.e. - different ships or a specific timeframe of the NSMV Program). The same footage can be re-used as all three episodes should eventually be combined to form one 30-45 minute documentary and edited as needed.
Is the 3 episode 10-15 minute series intended to be the 30-45 minute documentary film broken down into 3 parts or episodes, or are the 3 episodes intended to be entirely new content not included in the 30-45 minute documentary?Yes, the three episodes will be part of the main documentary and should comprise the same storyline but focus on unique aspects of the NSMV Program (i.e. - different ships or a specific timeframe of the NSMV Program). The same footage can be re-used as all three episodes should eventually be combined to form one 30-45 minute documentary and edited as needed.
Also, I was wondering if you might consider postponing the due date of the proposal since there has not been time to review the answers to the questions yet.No, the date will not be postponed as this is a end-of-fiscal year requirement. However, the closing time will be extended to 11:59PM on Wedenesday, Sept 27, 2023.
The RFP states the deliverables are a "30–45-minute documentary, and three contiguous 10-15 minute episode series on the NSMV vessel program". Is MARAD's intention that the series should be just three parts of the documentary, or should we assume that while there will be shared video content between the documentary and the series, the three episodes will be substantially different than the documentary?Yes, the three episodes will be part of the main documentary and should comprise the same storyline but focus on unique aspects of the NSMV Program (i.e. - different ships or a specific timeframe of the NSMV Program). The same footage can be re-used as all three episodes should eventually be combined to form one 30-45 minute documentary and edited as needed.
Since questions are due September 26 and the proposals are due September 27, can you provide an extension to September 29 for proposals? No, the date will not be postponed. However, the closing time will be extended to 11:59 PM on Wedenesday, Sept 27, 2023.
Can you give a more precise period of performance? (page 9, F4)The precise Task Order period of performance will be negotiated with the selected contractor after contract award.
Will there be any interviews at the Contractor's Studio/Facility? (page 9, F1)Interviews will be conducted at one or more of the stipulated locations identified in Section F1 of the RFP.
What is the rough date we would need to be on location? (page 9, F1)The precise date on location will be contained within the Task Order.
How fast do you want the documentary, end product? (page 9, F4)The first episode should be completed on or around Spring 2024.
What if one or more of our past performances doesn't have a contract/order number? Would an invoice suffice? (page 38)An invoice is not needed, a point of contact will suffice.
Proposal format. In one place it says to email you a PDF (15MB max) and in the instructions for each volume it says use Word 2016 or compatible. Would you like a PDF or Word document? All proposal should be submitted in PDF format.
Whether PDF or Word, is it fine to put all proposal information (technical, price, past performance) into one file? All proposal information (technical, price, past performance) can be put into one file.
Pricing: What would you like to see for pricing? Just hourly rates? I see that we are not to price travel; shall we price any Other Direct Costs? (e.g., studio, professional narrator, licensed music, captioning, hard drives)We would like to the hourly rate and the total should be the hourly rate multiplied by 90. The hourly rate should include all cost including profit, travel, direct and indirect cost. See amended RFP.
