About this file
This Request for Proposal (RFP) solicits videography services to produce a documentary series highlighting the National Security Multi-Mission Vessel ship class. The Maritime Administration intends to award an indefinite-delivery, indefinite-quantity contract with a minimum value of one hour and ceiling of $240,000 to a videographer. The contractor must produce a 30-45 minute documentary and three 10-15 minute episode series by September 2026. The RFP requires the contractor to interview maritime industry leaders, obtain footage of vessel conception and construction, and provide a guided tour of a completed vessel. Pricing is to be fully burdened on a firm-fixed-price basis. Proposals are due by September 27, 2023 and will be evaluated based on technical capability and experience, past performance, and price, with technical factors being slightly more important than price.

C2. PURPOSE

It will also provide videographic insights into the newly constructed vessels with tours and demonstrations. Through this documentary/series, the contractor will provide unique media to extend MARAD’s outreach on important NSMV program facts.
C3. BACKGROUND
The NSMV is a new class of purpose-built ships designed to replace current training ships at the State Maritime Academies (SMAs). The NSMV class will help to sustain world-class, U.S.
maritime training operations at the SMAs by equipping young American mariners with the most modern and adaptable training platform. NSMVs are also highly functional national assets. They can support federal government efforts in response to national and international disasters such as hurricanes and earthquakes. NSMVs will join the National Defense Reserve Fleet (NDRF) and will be equipped to support major federal relief and response efforts, providing modern medical facilities, and berthing for up to 1,000 first responders, recovery workers, and crew. Each vessel is equipped with a helicopter landing area, roll-on/roll-off ramp, and cargo crane to facilitate vehicle and container stowage capabilities that enable NSMV to provide critical support equipment and supplies to impacted citizens. Each vessel:
- Meets or exceeds latest and future environmental standards (air emissions, ballast water, treated wastewater).
- Is designed to meet Safety of Life at Sea (SOLAS) & Public Nautical School Ship (Subchapter R) requirements, classed as a Special Purpose Ship.
- Accommodates current and future Cadet capacity demand for at-sea training as defined by SMAs.
- Was constructed using a new model of federal government shipbuilding, through a commercial company experienced with building U.S. flagged ships using commercial design standards and commercial construction practices that are consistent with the best interests of the Federal Government.
From concept to construction this a MARAD agency first emerging from the amassed experience of nautical designers, experts, shipbuilders, and educators.
