Answer: Yes, Offerors are to use Section L.7 is 52.215-20 REQUIREMENTS FOR COST OR PRICING November 2021 ALT III DATA OR INFORMATION OTHER THAN COST OR PRICING DATA (Nov 2021) – ALTERNATE III
5) Wrt Section L.2 subparagraph (b) . . .” provide a summary sheet for each contract year and a Five (5) year summary sheet each of which includes subtotals Logistics Overhaul Services, Tiger Team Services, Configuration Change Analysis Services, Alameda & Cheatham Annex Warehouse Services” Question: Does the government want a summary sheet for each contract year and a Five (5) year summary sheet with subtotals for the New Orleans warehouse support as well?
Answer: Yes, The government wants a summary sheet for each contract year and a Five (5) year summary sheet with subtotals for the New Orleans warehouse support as well?
6) Wrt Section L.2 (c) “The Estimated travel shall take into consideration that the local area is defined as 100-mile radius from California Bay Area berth and Virginia Tidewater berth.” It appears MARAD is defining local travel differently than the Federal Travel Regulations.
Question: Will the government clarify the definition of “Local Travel” for the purpose of estimating Travel Costs?
Answer: After searching the Federal Travel Regulations with “Local Travel” and “Local Area” I found the below. I searched on “Local Commuting” and “Commuting distance” but those didn’t return any results. Does MARAD have other Contracts that stipulate a “Local Travel Area” for contractors or was the “100 Mile Radius” a construct from older contracts?
2452.251-70 Contractor employee travel.
As prescribed in 2451.7001, insert the following clause in all cost-reimbursement solicitations and contracts involving travel: Contractor Employee Travel (OCT 1999)
(a) To the maximum extent practical, the Contractor shall make use of travel discounts which are available to Federal employees while traveling in the conduct of official Government business. Such discounts may include, but are not limited to, lodging and rental car rates.
(b) The Contractor shall be responsible for obtaining and/or providing to his/her employees written evidence of their status with regard to their performance of Government contract work needed to obtain such discounts.
(End of clause) [64 FR 46101, Aug. 23, 1999]
7) Wrt Section L.2 (d) “Offerors must further submit information required in response to paragraph L.7, Evaluation of Compensation for Professional Employees, as part of the price proposal.”
Question: Will the government clarify if Offerors are to use Section L.6 vice L.7 for Compensation for Professional Employees?
Answer: Yes, Offerors are to use Section L.6, 52.222-46 EVALUATION OF COMPENSATION FOR FEBRUARY 1993 PROFESSIONAL EMPLOYEES
8) RFP §M3. Paragraph 1a) b. states that “Personnel (Subcontractors and/or Team Members)- As the Government only has privity of contract with the prime contractor, past performance of a prospective subcontractor and/or joint venture partners a separate rating.” Question: Will the government clarify if it intends to rate Joint Venture members separately, or in the case of a Joint Venture that has an approved SBA Mentor-Protégé agreement, will the government consider the Joint Venture mentor’s prime contract past performance as part of the Joint Venture’s past performance rating per 13CFR13.§125.8(e) and 13CFR§125.11, which states in part, that a procuring activity must consider work done and qualifications held individually by each partner to the Joint Venture. When considering a joint venture’s past performance, we need to look at the joint venture “in the aggregate” (or as a whole). We want a protégé venturer to bring some experience to the table. While we can’t require a protégé to individually meet all the evaluation requirements, we can require the protégé to meet some. The protégé firm should be able to gain valuable business development assistance through the joint venture relationship but it must bring something to the table other than its size or socioeconomic status. The joint venture should be a tool to enable it to win and perform a contract in an area that it has some experience but that it could not have won on its own. That said, If the protégé must have past performance, how could the protégé use the joint venture relationship to gain additional experience and build its past performance portfolio? The subject relationship should be able to help protégé venturers leverage their mentor’s past performance so that they can secure and perform work for which they wouldn’t have the relevant past performance to independently win.
9) WRT the SF1447, will the government provide the specific purpose of CLIN 00009? On the past contracts CLIN 00009 used for purchasing specific items, usually repair parts or safety gear.
10) WRT RFP C.1.10.2, will the government specify the delivery order CLINs for RRF Funded Procurements and Non-RRF Funded Procurements and Services as well as update CLIN structure on SF1447?
11) WRT L.5.a Configuration Analysts and Procurement Research Specialists (Provisioners), have tasks associated with VAM ships and non-VAM ships which appear to exceed the 4 FTE listed. Will the government please clarify if 4 FTE are expected to meet the requirements outlined in both C.3.1.1 and C.5.2? If the bidder thinks this requires more FTE I think they should say so in their proposal.
12) WRT L.5.c GOCO Warehouse Services, will the government specify if there are any particular security requirements for these positions? No known security requirements.
13) WRT L.5.e, will the government consider changing the S&R FFP CLIN 00004 to a T&M CLIN due to the inability to accurately estimate shipping and receiving requirements for 18 new ships over a five-year period? As the schedule for receiving the VAM ships has changed, it may be reasonable to change CLIN 00004 to a T&M CLIN for estimating requirements.
14) WRT L.5.i, will the government clarify Tiger Team makeup? Specifically, are special VAM Tiger teams a subset of Tiger Teams or are they in addition to non-VAM Tiger Teams? VAM Tiger Teams are in addition to the non- VAM Tiger Teams.
15) C.6.1 The Contractor will provide the warehouse support at the three MARAD Area warehouses:
Warehouse Labor. In support of the functional areas described at sections C.1 through C.8, the Contractor shall be tasked to provide warehouse labor to operate the Shipping and Receiving Facility Cheatham (SRF CAX) in Williamsburg, VA, and SRF Alameda in Alameda, CA, as Government Owned Contractor Operated Warehouses. For SRF CAX, the primary Contract Monitor is Arthur Kreider; the Alternate Contract Monitor is Martin Basham. For SRF Alameda, the Contract Monitor is Michael Streblow. The MARAD New Orleans Warehouse will be transitioning to contractor operations with the start of this contract; Darrell Butler is the Contract Monitor. A Turnover Inventory will be conducted at each facility at the beginning of this contract. Not to be shared with respondents, but Greg did Contract Monitor training with the above persons in the past, I am dusting that off and will conduct this again so both they and the winner of the contract will understand that the Warehouse Contract Monitor’s are my Eyes and Ears.
L.2.(b) In addition to the requirements of paragraph L.6, please provide a summary sheet for each contract year and a Five (5) year summary sheet each of which includes subtotals Logistics Overhaul Services, Tiger Team Services, Configuration Change Analysis Services, Alameda & Cheatham Annex Warehouse Services, Shipping & Receiving Services, Purchasing Services, Contract Management Services and System Planning Services with Estimated Annual Travel Costs. Upload PDF also with breakdown of the categories above.
L.2.b Price Proposal Submission states in part “In addition to the requirements of paragraph L.6, please provide a summary sheet for each contract year and a Five (5) year summary sheet each of which includes subtotals Logistics Overhaul Services, Tiger Team Services, Configuration Change Analysis Services, Alameda & Cheatham Annex Warehouse Services” However, C.6.1 states in part “The MARAD New Orleans Warehouse will be transitioning to contractor operations with the start of this contract”.
Question: Since RFP pricing Instructions do not include pricing the New Orleans Warehouse services, will the Government state if the Offeror should include pricing New Orleans Warehouse services in Firm Fixed Price CLIN 002? Yes, Offeror should include pricing New Orleans Warehouse services in Firm Fixed Price CLIN 002
16) Question: Since there has been no response to questions already asked, will the Government extend the proposal due date for two weeks? Is this reasonable to give them another week, can we afford to extend the RFP to 12/12?
