Solicitation No. 693JF722R000013 Fulton Boiler Requirement Response to Questions/Comments

Question 1) There is concern with building the boilers in place vs one assembly due to clearance issues.

Currently, there is a large turbine and its enclosure next to the older boiler, which blocks future access.

Will this be removed prior to the start of work? If not, is it the contractor’s responsibility?

Response: The steam turbine casing and gas turbine display (on wheels) may be relocated by the contractor if desired for additional access. The contractor will be responsible for moving and later returning to the original location the steam turbine casing and/or gas turbine display if the additional access is desired. If these are to be relocated outside of the building into the parking lot, they need to be protected from the elements by means such as shrink wrapping. The steam turbine and gas turbine are part of active labs so minimizing the time they are displaced is helpful to the engineering curriculum.

Question 2) A turbine was located near or on the boiler unit. Will this turbine need to be removed or will it stay in place?

Question 3) How man gas meters, who is monitoring the CO2 and who is the manufacture for our Building Management Systems.

Response: One (1) gas meter shall be installed in the line that feeds the boilers. An individual meter for each boiler is not required. This meter will be independent of the utility and is used for internal monitoring of consumption associated with the boilers.

There is no CO2 (carbon dioxide) or CO (carbon monoxide) monitoring in the space currently. This would be a new system capability. Please provide for a local audible and visual identification inside the space as well as outside the roller door. If this is already part of the boiler control automated logic, then please connect with the BMS.

The BMS manufacturer is Alerton and Noresco LLC manages the BMS onsite. Coordination with Noresco LLC will be required to integrate the new boilers into the BMS. Use of a manufacturer approved Alerton installer is required for connecting the new boilers to the Academy’s BMS.

Question 4) Does the requirement have drawings? If so, please provide.

Response: Some PDF drawings are available from the 1992 work effort to install the current Kewanee boilers. These drawings are provided as a reference only. The contractor is ultimately responsible for verifying the existing current conditions. Refer to section 3.1.25 for drawing requirements.

Question 5) Please provide any drawings of the existing boiler room that are available.

Response: Although some drawings are available from the 1992 work effort to install the current Kewanee boilers, these drawings are provided as a reference only. The contractor is ultimately responsible for verifying the existing current conditions. Refer to section 3.1.25 for drawing requirements.

Question 6) Are design drawings required as part of this bid submission.

Response: Refer to section 3.1.25 for drawing requirements.

Question 7) Since the design drawings/specs have been completed, will this be available for contractor pricing?

Response: Although some drawings are available from the 1992 work effort to install the current Kewanee boilers, these drawings are provided as a reference only. The contractor is ultimately responsible for verifying the existing current conditions. Since the design drawings/specs have not been completed, performance specifications have been provided in the statement of work. Refer to section

3.1.25 for design drawing requirements.

Question 8) Can the drawings for the boiler replacement project at Fulton Hall be provided? Report from Dodge Construction attached for reference.

Response: Although some drawings are available from the 1992 work effort to install the current Kewanee boilers, these drawings are provided as a reference only. The contractor is ultimately responsible for verifying the existing current conditions. Since the design drawings/specs have not already been completed, performance specifications have been provided in the statement of work. Refer to section 3.1.25 for design drawing requirements.

Question 9) Please confirm that the boilers are not pre-purchased.

Response: The boilers are not pre-purchased. Potential offerors are to provide the boilers as part of their proposal.

Question 10) Is there a preferred roofing contractor?

Response: There is not a preferred roofing contractor, but all roofing penetrations should be waterproof.

See the statement of work regarding roofing requirements.

Question 11) Who is responsible for hiring the commissioning agent? If not us, then confirm that we need to provide commissioning assistance only.

Response: See section 3.1.31 for commissioning requirements.

Question 12) Once the concrete pad is extended to accommodate the new boiler, will we be allowed to remove any excess pad that remain?

Response: Excess pad that remains may be removed if it does not adversely affect the operation of the boiler plant. See section 3.1.12 for pad requirements.

Question 13) What concrete mix is required.

Response: The concrete mix required should meet New York State building code.

Question 14) Are wire mesh and rebar required for the equipment pad extensions?

Response: Wire mesh and rebar are required for equipment pad extensions that meet New York State building code.

Question 15) Are there any plumbing permits that are required?

Response: Plumbing permits are not required, but installation shall be performed by a certified plumber.

Question 16) Where are the natural gas mains located the contractor will be cutting back to?

Response: The natural gas main is adjacent to the boiler closest to the wall which had its doors removed.

Question 17) Please provide any as builds for the existing natural gas main.

Response: See the attached drawings for fuel oil and gas supply which is being provided as a reference only. The contractor is ultimately responsible for verifying the existing current conditions.

Question 18) Please confirm that removal of existing temporary natural gas connections and removal of the temporary mechanical piping is required.

Response: Refer to section 3.1.37. The temporary natural gas, hot water, and power connections will need to be removed. Please also refer to 3.1.35 for phasing of the removal of the temporary piping, hangers, and cabling.

Question 19) Please confirm removal of existing temporary electrical connections and removal of the temporary mechanical piping is required.

Response: The temporary natural gas, hot water, and power connections will need to be removed. Please also refer to sections 3.1.35 and 3.1.37.

Question 20) Who is the building Controls contractor? Is there a contact who is already working on this project?

Response: Noresco LLC is the contractor responsible for the USMMA building controls and is aware of the boiler replacement project. The contractor selected for this project is responsible for providing an Automated Logic installer for the project. The contractor’s installer will coordinate with the USMMA and Noresco LLC for hardware and software requirements.

Question 21) On the walkthrough, the manufacturer stated the boilers do not require circulating pumps.

Are the circulating pumps necessary for the boilers?

Response: Yes, circulating pumps must be provided as per the statement of work.

Question 22) Will there be enough draft for the steam generator to function when the existing boilers are removed?

Response: Yes, there will be enough draft for the steam generator to function when the existing boilers are removed. The Clayton Steam Generator has operated for labs during the summer off-heating season.

Question 23) Are there any electrical permits required?

Response: Electrical permits are not required, but all electrical work is to be performed by a certified electrician.

Question 24) The statement of work indicates, “there are (3) existing 1000 gpm primary hot water pumps that are to remain. The contractor will connect the new condensing hot water boilers to the existing primary hot water distribution pumps and associated piping. Each boiler will have an individual circulator pump and tie into the primary hot water piping header with a 6” supply and return connection.” The Cleaver Brooks CFC-E boiler does not require a circulator pump since they are high mass boilers with 285 gallons of water in each pressure vessel and are typically piped with primary pumps only. The statement of work indicates the boilers are to be provided with automatic boiler isolation valves as well which is redundant if providing individual circulator pumps.

If the boiler circulator pumps are required, please advise on the following information in order to select the proper pump: flow rate, head pressure, voltage, fluid (water only?), constant or variable speed, type (inline, base mounted end suction, etc.)?

Response: The terminology used in the statement of work for an “individual circulator pump” was for a pump sized for each boiler that provides full load flow through the boiler at 20 deg. F differential and back to the main campus constant flow heat distribution loop. Flow rate is based on the required boiler flow at 20 deg, F. differential. The heat distribution loop is 30 psi. 208 3-phase power is available in the space. The operating fluid is water. Pump to be appropriate for proposed boiler and boiler room layout.

Pump to be constant speed.

Question 25) Five (5) days of training for (Ex. Cleaver Brooks CFC-E) condensing boiler is excessive since all control is built into the Falcon controller mounted on each boiler that includes the master panel. Typically, one (1) day of training is provided which is included with our field startup services.

Response: If the number of days is less than 5, the duration of training is flexible and can be adjusted.

This must be coordinated with the USMMA POC.

Question 26) Please advise on the specifics of the gas meter mentioned in the statement of work. “Gas meter for the common gas header to meter the gas supply provided to all (4) boilers.” Previously, thermal mass flow meters were provided by Sage Metering, cutsheet attached.

Can the pipe size, pressure, temperature, approximate flow rate, and available straight run of pipe information be provided?

Response: The flow rate will need to be sized based on the boiler consumption. The main pipe size is 4” NPS. The required inlet pressure for the existing boilers is between 8 and 10 psi. 8 FT straight run of pipe.

Question 27) What is the incoming gas pressure?

Response: The incoming gas pressure is 8 and 10 psi.

Question 28) Please clarify whether General Contractors (with a qualified mechanical Subcontractor) can bid the subject solicitation or not?

Response: Yes, general contractors with qualified subcontractors that meet the requirements of the solicitation may submit proposals.

Question 29) Is the solicitation requesting offerors submit a contractors’ fee proposal?

Response: The solicitation seeks interested offeror to submit is a firm fixed price contract

Question 30) Will all abatement be completed by another company?

Response: See the attached asbestos survey for reference. If suspected asbestos containing materials are discovered during work a modification will be issued, but ultimate responsibility for testing and abatement will rest with the contractor. Suspected asbestos containing materials should be brought to the attention of the Contracting Officer and Contracting Officer’s Representative.

Question 31) Can you please provide a report on the asbestos in the pipe insulations?

Response: Please see the attached survey of Fulton lab. This is the only asbestos survey information available. If suspected asbestos containing materials are discovered during work a modification will be issued, but ultimate responsibility for testing and abatement will rest with the contractor. Suspected asbestos containing materials should be brought to the attention of the Contracting Officer and Contracting Officer’s Representative.

EXECUTIVE SUMMARY

Egan Environmental Consulting, Inc. was retained by the United States Merchant Marine Academy (USMMA) to perform an asbestos assessment and survey of their campus located at 300 Steamboat Road in Kings Point, New York. The survey was performed from September through December 2020. The survey and assessment was also used in the development of the Operations and Maintenance Program which is part of this report. The buildings that were surveyed included:

The results of the assessment and survey are presented in this report. Included are the results of sample analyses, field observations, hazard assessment, and drawings showing the location of where bulk samples were collected. Prior asbestos surveys and abatement records were also used in developing this report. The exterior of the buildings were not surveyed as part of this project.

Asbestos-containing building materials (ACBM's) included pipe insulation, pipe fitting insulation, HVAC duct insulation, tank insulation, radiator heat shields, sheetrock, transite boards, tectum ceiling tiles, vibration joint cloth, floor tile, floor tile mastic, cove base, cove base adhesive, acoustical ceiling plaster, lab countertops, lab backsplashes, ebonite, arc shields, electrical wire insulation, boiler breeching cement, joint compound, ceiling plaster/stucco, safe insulation, sheetrock, and damproofing.

Materials that tested negative for asbestos include wall plaster, ceiling plaster, sheetrock, joint compound, floor tile, mastic, ceiling tile, ceiling tile glue, floor tile, floor tile mastic, cove base, cove base adhesive, thin set adhesive, grout, fiberboard, attic insulation, linoleum, wall paper, tectum, fireproofing, popcorn ceiling, and epoxy flooring.
