U.S. MERCHANT MARINE ACADEMY

KINGS POINT, NEW YORK

U.S. DEPARTMENT OF TRANSPORTATION

MARITIME ADMINISTRATION

U.S. MERCHANT MARINE ACADEMY

pg. 2

Background

The United States Merchant Martine Academy (USMMA) is an agency of the Maritime

Administration (MARAD) managed by the United States Department of Transportation.

The USMMA is listed on the National Register of Historic Places. Therefore, all work shall be consistent with the Secretary of the Interior's Standards for the Treatment of Historic

Properties (36 CFR part 68) http://www.nps.gov/tps/standards/four-treatments/treatment-guidelines.pdf.

All work shall meet or exceed the standards provided in the Secretary of the Interior’s

Standards for Rehabilitation and guidelines for applying the standards published by the

National Park Service, U.S. Department of the Interior 36 CFR 67.7 - Standards for rehabilitation.

Scope

The USMMA seeks a qualified and experienced contractor to provide labor, material, transportation, tools, equipment and supervision to perform all necessary work to furnish and install a high-quality audio system and provide a “hard wire” backup installation from the

Brook’s Stadium press box to the Tomb’s Field Scoreboard.

The new audio system will provide dual side coverage originating from the Scoreboard end of

Tomb’s Field. The system should deliver a full range of sound including, but not limited to, music, announcements and speeches utilized for various stadium functions and events.

Place of Performance

USMMA/Brooks Stadium

300 Steamboat Road

Kings Point, N.Y. 11024

Hours of Operation

Performance Schedule: Monday thru Friday

Hours: 0730 to 1630 (7:30am to 4:30pm)

Period of Performance: Work is to be completed within 30 calendar days after notice to proceed (NTP) is approved.

Note: The project should be performed during normal business hours unless approval is granted by the

Contracting Officer (CO).

Deliverables

The Contractor is responsible for the following

The design, fabrication, processing and installation of a complete sound system as described in this Statement of Work.

The audio system will include, but not limited to, a point source sound system, an audio control system, all cables, connectors, plates and wiring. System will provide dual sided coverage from the scoreboard ensuring no audio “dead spots.”

Audio system should deliver a full range of sound including music, announcements and speeches with the ability to overcome crowd noise.

All necessary acoustical, electrical, mechanical and structural engineering associated with this undertaking. System design and processing equipment will meet the project and manufacturer’s specifications.

Audio System to be mounted to, and be compatible with the existing stadium scoreboard.

Sizing the sound cabinet, amplifiers, patch panels, transformers, etc.…to ensure a complete and properly operating system.

All equipment will be new and in unused condition.

The audio system will consist of a main speaker cluster composed of horn loaded, three way, full range tri-amplified design with built in signal processing. The system will include a high frequency horn for sport specific events. It will also incorporate an analog back-up system in the event of digital failure, operated by a single switch to bypass all digital equipment to deliver analog audio to the amplifiers.

Speaker amplification and signal processing components will be self-contained within the speaker cabinet, properly housed, locked and protected from the elements.

The audio system will have remote diagnostic capabilities to include temperature monitoring, amplifier status and speaker coil impedance.

Trench and bury new conduit from bleachers to football scoreboard and run a new back-up data wire in conduit to hard wire scoreboard controller in press box to football scoreboard. The same conduit/trench may be used for running wiring for sound system.

pg. 4

Installation of any fiber optic cable between the press box and control enclosure and AC power feeds to the main speaker cluster and control equipment.

Speaker cabinets will be constructed in a manner to minimize structural vibrations caused by the speaker components. Cabinets will powder coated, resistant to fading, peeling and chipping. Front grilles will be acoustically transparent with the capability of being covered with custom printed graphic.

The Audio System will provide continuous output level of 122 dBA at 1 meter with sufficient headroom to allow for peaks. The frequency response of the sound system to be at least 45 Hz to 13 kHz, -10 dB at 1 meter.

Each amplifier’s digital signal processor will provide the following signal processing capability: gain control, minimum four band filtering or equalization, delay, crossover, and limiting.

The main speaker cluster will be Daktronics SS-500HD-D sound system, or equivalent with the following specifications;

A. Engineered speaker cluster consisting of self-powered three-way active devices
