About this file

This document is Amendment 0001 for a federal solicitation (693C73-25-R-000051) for the Rock Creek Park rehabilitation project in Washington, D.C. The amendment extends the proposal due date to Tuesday, June 3, 2025, at 2:00 p.m. EDT, and provides several key updates including a summary of questions and clarifications from potential offerors, an amended plan sheet (M-05), revisions to Special Contract Requirements, existing bridge drawings, and a blank Past Performance Questionnaire.

The project involves replacing the Edgewater Stable Access Bridge (Structure No. 3450-033P), with work including bridge deck, rail, and curb replacement, approach reconstruction, and bioretention facility repairs. Notable clarifications in the amendment address technical aspects such as: blasting is not permitted, no construction road across the waterway is allowed, existing bridge access will be on foot only, and cast-in-place substructure elements are permitted if the 160 Calendar Day closure period is maintained. The estimated project value ranges from $2-5 million, with specific subcontracting goals including 43.02% for small businesses and smaller percentages for disadvantaged, women-owned, HUBZone, and service-disabled veteran-owned small businesses.

Questions / Clarifications

The following questions and issues were submitted to EFLHD at eflhd.conracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Is an LUP Permit required? Response: Yes.

2. Do liquidated damages apply? If so, please provide amount per day. Response: See FP- 14 Subsection 108.04.

3. Does the Contractor have to pay any fee for using the SAM database requirement for payment? Response: Contractors do not use SAM.gov for contract invoice payments. The SAM.gov website is not affiliated with FHWA or Eastern Federal Lands Highway Division (EFLHD).

4. In case of Rock Excavation, is Blasting allowed as a means and method? Response:

Blasting is not permitted.

5. Does the contractor have to include any vibration monitoring or any special control measures due to the existing structures close to the new bridge? Response: The contractor is responsible for protecting existing structures in place.

6. If we encounter contaminated soil/hazardous materials during excavation, how will the contractor be compensated? Response: No contaminated soil/hazardous materials are anticipated. See FP-14 Subsection 109.05 for Scope of Payment information.

7. Are there any incentives, disincentives, or penalization fees related with lane closures or similar to VDOT regulations? Response: See Subsection 635.04(g) of the Special Contract Requirements.

8. Per the Temporary Traffic Control Narrative plan, we have to close traffic to the bridge during bridge construction. Please clarify how the Edgewater Stables will have access, and what is the planned detour for that specific access? Response: If needed, the National Park Service will access the stables on foot. No vehicle access is required.

9. It appears that Sheet M-05 of the Erosion and Sediment Control plans is missing. Sheet M-04 is duplicated. Could you please provide the missing plan sheet? Response:

Revised plan sheet is provided.

10. Please provide as built plans of the structure to be removed. Response: Existing bridge drawings are provided.

11. Can the FHWA or the project engineer offer some clarification on the testing requirements? For one, there are discrepancies within the drawings as to what is needed for testing. The specification provided calls out dynamic testing which would involve hitting the piles with an impact hammer (This is something that will damage not only the newly installed concrete set piles, but also the hammer itself.) The tabulation of quantities calls out for static load tests… Which is and of itself a challenge because Static compression testing requires four additional reactionary or “anchor piles” for the testing frame. An added challenge to that is the need to test one of the piles in the Pier which will be down inside and coffer dam in which our testing frame will not fit. I also haven’t seen load requirements for the piles anywhere in the docs. Response: Dynamic load testing is not specified in the contract documents. Design loads are provided on Sheet R05

12. Is the expectation that the pier piles will be installed from the bottom of footer elevation or that they will be installed from a higher elevation and trimmed later? It can surely be done either way bit there will be cost considerations wither way. Response: It is up to the contractor to determine the method of installation.

13. Is there a plan to access/ a construction road across the waterway during construction that is not shown on the plans? Based on what is in the drawing it seems that they only show access out to the near side of the coffer dam. I do not see how we would access the stable side abutment for. Response: No construction road across the waterway in the stream is permitted.

14. RFP page 19, Factors 2(a) and 2(b) Experience. For the Offeror and Subcontractor projects, is there an Experience Form we need to use, or should we just provide brief descriptions and point of contact information? Response: There is no specific format for the submitted information provided in Factors 2(a) and 2(b).

15. RFP page 21, Factor 3 – Past Performance, says: “Provide past performance evaluations for at least three (3) projects that are of similar type, size, and complexity to the requirements listed in the RFP within the past five (5) years.” Is there a past performance questionnaire we need to send to customers, or do we just describe the projects and provide a customer reference person, whom FHWA may decide to contact? Response:

There is no specific format for the past performance evaluations. The past performance evaluations should be complete and filled out by previous customers.

A blank Past Performance Questionnaire has been provided with Amendment No.

0001 for your convenience.

16. Does the Offeror's Qualifications Form go into the Technical Proposal? If so, do its pages count against the 40-page limit? Response: Provide the Offeror’s Qualification form separately as part of the proposal document package.

17. In addition to the Proposal Schedule, do the SF1442, Bid Bond, Fill-in Clauses, and VETS-4212 go into the Price Proposal? Response: Yes. Please be sure to acknowledge all amendments.

18. Both the Offeror Qualifications form and Technical Factor 2 call for resumes. Is it permissible to put them in Factor 2 and insert a cross-reference in the Qualifications form? Response: Include the resumes in both the Offeror Qualification and Technical Factor 2.

19. RFP p. 18. Factor 1 Planned Approach. Please clarify the difference between the narrative required in (a) and the narrative required in (b). They both talk about staging and sequencing. Response: Item (a) requires the offeror to provide an approach to meeting the overall project schedule. Item (b) requires the offeror to provide an approach to meeting the bridge closure duration requirements.

20. The timeline for projects in Factor 2 Prior Experience, Para. (a) (RFP p. 19), goes back 10 years. But the timeline for projects in Factor 3 Past Performance (RFP p. 21) goes back only 5 years. Can they both be 10 years? Response: The requirement for Factor 3 can be extended to 10 years.

21. The bridge substructure needs to be removed fully or to a certain distance from the mudline? If they need to be removed fully, would the FHWA be open to assess this as Value Engineering? Response: Value Engineering proposals will be evaluated according to FP-14 Subsection 103.03.

22. The new bridge footings are shown as precast elements. Can the new abutment footing be constructed as Cast-in-place as long as the contractor can complete the entire bridge structure within or earlier then the 160 Calander Day closure period? Response: Cast-in-place footing is allowed for the new abutment as long as the contractor can complete the entire bridge structure within or earlier than the 160 Calander Day closure period.

23. The new bridge stem and wingwalls are shown as precast elements. Can the new abutment stems and wingwalls be constructed as Cast-in-place as long as the contractor can complete the entire bridge structure within or earlier than the 160 Calander Day closure period? Response: Please see Item #22. Cast-in-place substructures are allowed as long as the contractor can complete the entire bridge structure within or earlier than the 160 Calendar Day closure period.

24. Are As-built drawings available for the existing bridge? Response: Existing bridge drawings are provided.

25. Special Provisions Section 108, Prosecution and Progress, 108.01, a and b. Notation a states that only November 15 through March 31 is available for bridge removal. When you overlap Notation B, the bridge pier removal must be complete by February 14. Is it the government’s intention that the closure period of the bridge begins in November of 2025? There is not enough time to source and fabricate materials for the new bridge and have a closure starting in November 2024. Response: The Government anticipates the bridge closure to begin in 2026.

26. Special Provisions Section 108, Prosecution and Progress, 108.01, b. Notation b states that instream work is prohibited during the period of February 15 through June 15. What is considered instream work? Specifically Installing cofferdams, working behind/inside of cofferdams, removal of cofferdams, installation and removal of access pads?

Response: Any work below the Ordinary High Water Mark (OHWM) is considered instream work. This includes work behind or inside a cofferdam.

27. Will the government allow an additional temporary access pad on the Southeast corner of the bridge? Response: Permits have been obtained based on what is shown on the plans. If the contractor wants to deviate from what is shown on the plans, the contractor is responsible for coordination with the permit agencies and obtaining approval and the required permits.

28. Special Provision page 144 of 144 has a title sheet that says “Permits Obtained for this Project but there are no permits included. Please provide the permits that have been attained for the project to the bidders so we can know any permit limitations and account for them in our bids and technical submission. Response: Permits are provided in the RFP Solicitation pdf document (pages 147 – 319) located on SAM.gov.

29. Is there a restriction on how low to the stream a debris shield can be hung under the existing bridge? Response: The contractor is responsible for determining the height restriction for the debris shield.

30. Bridge Plan sheet 11 of 32, and other sheets that reference Grouted Couplers. Is the precast fabricator permitted to use a coupler manufacturer and type of their choosing?

Response: The Contractor needs to submit the supplement materials specifications to CO and gets the approval.

31. Bridge Plan sheet 7 of 32, Detail A. There is no reference to where this detail occurs. The detail descriptors say it is a detail of the pile cap, but the pile cap only has two mats of rebar and this detail shows 8+ mats of rebar. Please clarify. Response: Detail A is showing the Cast-in-place Closure Pour at corners between the wingwall footings and the abutment footing.

32. Can the rock cores shown in the Soils and Foundation Report be made available for personal inspection should any of the drilling subcontractor desire to see them?

Response: No.

33. Bridge Plan sheet 3 of 32, shows the use of supersacks as temporary cofferdams. Detail E157-08A shows concrete barrier for three of the details and no barrier on the fourth detail. All four details have notes that point to “regular” sandbags as being supersacks.

Can the contractor propose for government acceptance what materials and methods they plan to use for the cofferdams and not be obligated to use these details referenced?

Response: Please refer to the Note #1 on Sheet S03 with Detail E157-08A.

34. Bridge Plan sheet 15 of 32, Note 1. Note 1 states to provide a minimum cover of 2’ over the new footing? Is this intended to be material excavated from the river; as part of the footing construction; stockpiled, and placed back in the river? Response: Please follow FP-14 Section 704.

35. Bridge Plan sheet 13 of 32. The section view shows 4” diameter plastic pipe and the pipe layout view shows 5” diameter plastic pipe. Please clarify which diameter is correct.

Response: 4” diameter perforated plastic pipe should be used.

36. I see that there is a scope for a coffer dam on this project. Do you have that scope covered or would you like us to submit pricing for the design, materials, and installation/extraction of the coffer dam? Response: See pay item A0380 20815-0000 Cofferdams and associated specifications for cofferdam requirements and payment.

37. Is the expectation that the pier piles will be installed from the bottom of footer elevation or that they will be installed from a higher elevation and trimmed later? Response: It is up to the contractor to determine the method of installation.

38. Please describe the extent of demolition of existing structures, including foundations or piles if they exist. Response: See FP-14 and the Special Contract Requirements Section 203 for removal requirements.

Special Contract Requirements (J Pages) changes
