About this file

This sole source justification document describes a procurement by the Federal Highway Administration to obtain a building permit fee from the Virgin Islands Department of Planning and Natural Resources Division of Permits. The procurement is for a local permit fee required for the Federal Highway Project NP VIIS 413(1), Virgin Islands National Park, Lyne House Access Rd Repairs. A building permit from the Virgin Islands DPNR is necessary to construct the project, and coordination with the DPNR Division of Permits provided the estimated permit fee based on local regulations. As the building permit is required from the specified source, the sole source acquisition is justified in accordance with FAR 13.106-1(b) for procurements not exceeding the simplified acquisition threshold.
