Questions/Clarifications

Questions/Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 10 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bid.

The following questions and issues were asked via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised, and some questions not have been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. Please provide clarification to the following questions regarding ER Site HWY-224 PR-146

KM 14.11

a. Pag. DR-B-2: The new double inlet detail is not included.

Response: The detail of the proposed double inlet is specified as Type-1 on pages RW-B/1 (Sheet 49) and RW-B/2 (Sheet 50) of the plan sheets.

b. Pag. RW-B-2: There is a discrepancy in the spacing between bars on the detail and the Reinforcing Steel Schedule and Bar Diagram. For instance, detail bar RW401 has a spacing of 0.30 m, whereas in the table, it is listed as 0.18 m.

Response: Plan sheet RW-B-2 (sheet 50) has been revised in this Amendment to show the correct the reinforcing steel spacing.

2. Please provide clarification to the following question regarding ER Site HWY-220 PR-146

KM 16.40.

a. Pag. GR-C-4: The typical detail section indicates a concrete swale labeled as number 1, but number 1 is identified as asphalt.

Response: Plan sheet GR-C-4 (Sheet 55) has been revised in this Amendment to remove callout number 1. The concrete swale has been already labeled in the plans.

3. ER Site HWY-227 PR-149 KM 42.80, and ER HWY-228 PR-149 KM 42.90: Upon visiting the project site, we have noticed that the space available for traffic flow post-maintenance implementation will be insufficient for heavy equipment traffic. Considering this, the road will need to be closed during construction.

a. Please provide a Maintenance of Traffic (MOT) plan that addresses our concern regarding

Response: To address the MOT's concerns regarding insufficient space for construction equipment, Temporary Shoring and Bracing pay items were included for each site, HWY-227 and HWY-228. Additionally, the Special Contract Requirements (SCR) were amended to include provisions for Temporary Shoring and Bracing.

4. To ensure that we can thoroughly address these queries and incorporate the proposed addition, we kindly request an extension of 2 weeks beyond the original deadline.

Response: The bid due date has been extended to May 23, 2024.

5. Please provide clarification to the following questions:

a. ER-227 PR-149 KM 42.8, ER-228 PR-149 KM 42.9: Borrow material is defined as having a classification of A-2-4 or better and an angle of internal friction of 27 degrees, as mentioned on pages GR-A-4 and RW-A-3, respectively. However, specification 203- 2.03(b)(1) defines the borrow material with an angle of internal friction greater than 34 degrees.

i. Could you please clarify the correct specifications for the angle of internal friction required for borrow material?

Response: SCR 203-2.03(b)(1) governs over the Contract Plans as specified in Section 104.04. Therefore, the Borrow Class B material must meet 203- 2.03(b)(1) specifications.

b. ER-220 PR-146 KM 16.4: Page RW-C-2 specifies that the material for fill behind the gabion wall is to be Selected Backfill, which has an internal friction angle of 34 degrees, effective cohesion of 0, and a unit weight of 130 pcf when moist.

i. Could you please clarify the pay item for this material?

Response: The pay item for the “Fill/Backfill” material behind the gabion wall is Borrow Class B. Refer to pay item 20300-5000, Borrow Class B, in the Bid Schedule.

ii. Is it categorized as granular material or as borrow B?

Response: Plan Sheet RW-C-1, under “Fill/Backfill”, Note 2, specifies that the backfill material must be classified as A-2-4 or better. “Select Backfill” can be classified as Borrow Class B.

iii. Please consider postponing the bid for two weeks after we receive the answers to these questions.

Response: The bid due date has been extended to May 23, 2024.

6. Please provide clarification on the following questions regarding ER Site HWY-224 PR-146

KM 14.10.

a. Pag. DR-B-2: The profile specifies a 30-inch RCP Class V pipe. However, there is no 30-inch RCP Class V pipe included in the proposal.

Response: The 30-inch RCP pipe Class III is shown in the Hydraulic Structure Table on page GR-B-7 as Class III. Refer to pay item 60300-3000, 30-inch Reinforced Concrete Pipe Class III, in the Bid Schedule.

b. Pag RW-B-2: Ret. Wall Detail shows a Structural Concrete Class A-4. However, there is no Structural Concrete Class A-4 included in the proposal.

Response: According to the SCR 934, Structural Concrete A-4 (4,000 psi) is equivalent to Class IV (General Use) (4,000 psi). Refer to SCR 934-1.01(c) and the footnote of Table 934-1.

The Bid Schedule has been updated to revise the quantities of Structural Concrete for pay item 93400-3000 and to include pay item 93400-2000, Structural Concrete, Class IV (General Use). Refer to the amended Bid Schedule.
