Bridge Inspection IDIQ - To award MATOC for inspection of bridges, culverts, and tunnels throughout the U.S. and its territories.
This amendment is to provide responses to questions in reference to the request for qualifications. Due date for responses remain the same.

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .
1. For Evaluation Factor 4 – Past Performance, does the date of the CPAR also need to be within the last seven years? One of our intended Sec F projects was completed in 2015 but the CPAR rating is from 2011. The date of the CPAR/evaluation needs to be within the last 7 years.
2. If a large business is submitting as a prime, can they also be on another large business team as a subconsultant? Yes.
3. SF330 Part II – Submit for each sub by addressing a transmittal letter to the office shown. Please clarify. Does this just mean we need to state the subs we are using in the transmittal letter to you? Yes.
4. Sec E – Resumes - Resumes submitted for key personnel of outside consultants will not be considered. Does this mean resumes are only accepted from employees of the Prime consultant, none from subconsultants? No. This means resumes will not be accepted from persons who are not currently employed by the Prime consultant or the proposed subconsultants.
5. In Amendment 1, Question 17 states “For the small business set-asides, what is the minimum percent that must be completed by the small business entity.” The answer provided was “15%”.
Please confirm 15% is the intended answer and this was not a typo. The correct answer is 50%.
6. Page 9 of the solicitation states: Submit Evaluation Factor 3 information in Section H of the SF
330. Only information contained in Section H of the SF 330 will be used to evaluate Factor 3.
Narrative submitted for Evaluation Factor 3 shall not exceed three (pages) single-sided, minimum acceptable text size 12-point. Additionally, the response to question 9 in the Amendment permits additional content in Sections E, F, and H “but would count against each Section’s page limit.” The response to question 4 appears to allow additional content in Section H.
We understand the page limit for Section E to be 30 pages (15 two-page resumes) and for Section F to be 20 pages (5 four-page project descriptions). Can you clarify as to the total page limit for Section H? Currently the only page limit we see in the solicitation is that the response to Evaluation Factor 3 within Section H shall not exceed three pages. Is that the overall limit for Section H? In section H, the specific narrative response to Evaluation Factor 3 is limited to three pages. There is no overall page limit for Section H.
7. Please confirm if we are permitted to use a Section F SF 330 from one of our subconsultants for Evaluation Factor 1 or if all five examples should be from the prime firm only. All 5 examples are to be from the Prime firm only.
8. The evaluation criteria for Evaluation Factor 2 - Professional Qualifications makes reference to “… personnel identified have bridge and tunnel inspection and related inspection support experience and have performed this work for the firm for 5 or more years.” Our interpretation of this criteria is that the Sec. E forms must clearly state the number of years of experience each individual has for this type of work, but we do not need to include projects going back five years or more. Please confirm if our interpretation is correct. The Section E forms must clearly state the number of years of experience everyone has performed this type of work for the firm.
9. Page 7, Evaluation Factor 2 – “75% of the personnel identified have bridge and tunnel inspection and related inspection support experience and have performed this work for the firm for 5 or more years.” Can all personnel identify on the org chart count toward the 75% rule above? Or only those with a resume? Only those persons with a resume.
10. Will FHWA accept a two week or more NY and PA state comprehensive bridge inspection course as equivalent to NHI- Safety Inspection of In-Service Bridges #130055? Yes.
11. Per Amendment No. 1
Question # 14
The instructions for Factor 1-Specialized Experience on page 3 state: “Complete one Section F per contract/task order, up to five (5) contract/task orders completed within the last seven
(7) years. Contract/task orders outside the last seven (7) years will not be counted in the evaluation.” For this factor, may we provide an ongoing contract that is nearing completion, but is not yet complete, for which we have completed dozens of highly relevant task orders?
If the contract is not complete it may not be submitted as a single project. However, individual task orders that were a part of that contract and have been completed may be submitted as separate projects.
As a current FHWA IDIQ contract holder, the above disallows our firm from using our current IDIQ contract expiring in September 2022 as a Section F project. Due to the Government’s decision to interrupt the two-cycle procurement process, other FHWA IDIQ contract holders whose contracts were completed recently have the option of using their entire IDIQ as a Section F project.
This appears to be a disadvantage to current IDIQ contract holders as this requires current IDIQ contract holders to only use single Task Orders as a project vs. using the entire IDIQ contract (e.g. 36 task orders).
Is this the Government’s intent? The Government’s intent is to consider only those contracts or task orders that are completed, as stated in the solicitation.
