Bridge Inspection IDIQ - To award MATOC for inspection of bridges, culverts, and tunnels throughout the U.S. and its territories.
This amendment is to provide responses to questions in reference to the request for qualifications. Due date for responses remain the same.

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .
1. Please confirm that large firms are allowed to submit as a prime consultant for one of the possible four open contract awards, and to be a sub consultant to a small business for one of the two possible small business contract awards. Yes, confirmed.
2. Can Section D – Organizational Chart be a 11x17 layout? No.
3. Under Evaluation Factor 1- Specialized Experience it states, “Complete one Section F per contract/task order, up to five (5) contract/task orders completed within the last seven (7) years.” Is it the Government’s intention for an IDIQ contract with all the associated task orders be submitted (and counted) as one Section F project? The firm can submit an IDIQC as one project under Section F if desired.
4. Under Factor 2 – Professional Qualifications, will the Government only be evaluating Section E for this factor, or can further information be provided in Section H? Further information may be provided in Section H if desired.
5. Under Evaluation Factor 4 – Past Performance it states, “Provide the interim or final rating/evaluation documents from up to seven (7) contract/task orders completed by the Offeror including the contract/task orders submitted under Factor 1.” If an evaluation is being provided by a client who does not have a standard evaluation form, does the Government have a particular form we should have completed and submitted with our SF330 package? No.
6. For Evaluation Factor 4 – Past Performance, can we provide the Government a summary of our ratings in Section H and include copies of the CPARS/Performance Ratings in our SF330 package? Yes.
7. Given that questions are due by close of business July 28, 2022, to guarantee a response and the SF330 submittal is due on August 11, 2022, would the Government consider changing the response date to 14 calendar days after the Government publishes the responses to questions submitted? No.
8. Does the 12-point font restriction also apply to graphics or captions? Yes.
9. Would the Government allow for additional content to be provided in a cover letter, introductions for Sections E and F, and an Executive Summary for Section H? If so, would they count towards each Section’s page limit? Additional content is permissible but would count against each Section’s page limit.
10. In the solicitation it states “…FHWA anticipates awarding a maximum of six (6) individual IDIQ contracts, up to two (2) of which will be reserved for Small Business as set-asides. The remaining four (4) contracts will be open to all sources.” Please elaborate on how FHWA will manage the task orders for the individual IDIQ contracts. Will the task orders be competed amongst the six (6) individual IDIQ contracts? Will there be task orders reserved to the two (2) small business set-aside IDIQ contract holders? Task orders will be competed amongst the 6 IDIQ contracts, in accordance with FLH policy. Some task orders will be reserved for the 2 small business set-asides.
11. Please confirm that firms are allowed to combine all task orders from a single, multi-year task order contract into one Section F example project writeup. Yes, the firms may present the requested project and personnel information in the manner described if the contract has been completed.
12. Please confirm that if an Inspector performs CADD work in Section E of the proposal, they can also serve/present as both an inspector and CADD personnel. Yes, the firms may present the requested project and personnel information in the manner described.
13. The instructions for Factor 2-Professional Qualifications on page 7 state: “Identify professional qualifications of the offeror’s key personnel … A. Professional Engineer (PE) qualified under NBIS and NTIS requirements.” While it is common for a PE to have the NBIS or NTIS certification, it is not common for a PE to have both. Is it acceptable for the listed PE to have one of these certifications? Yes.
14. The instructions for Factor 1-Specialized Experience on page 3 state: “Complete one Section F per contract/task order, up to five (5) contract/task orders completed within the last seven
(7) years. Contract/task orders outside the last seven (7) years will not be counted in the evaluation.” For this factor, may we provide an ongoing contract that is nearing completion, but is not yet complete, for which we have completed dozens of highly relevant task orders?
If the contract is not complete it may not be submitted as a single project. However, individual task orders that were a part of that contract and have been completed may be submitted as separate projects
15. Instructions for Evaluation Factor 1 on page 3 state: “Complete one Section F per contract/task order, up to five (5) contract/task orders completed within the last seven (7) years.” But on page 5, the chart for the Evaluation Criteria shows that an Outstanding rating would be awarded if the Offeror “Provided at least five (5) example contracts/task orders, of which at least four indicated experiences in routine bridge, tunnel, and culvert inspections.
“(my italics). Can you clarify whether we can include more than five projects IAW the Evaluation Criteria? A maximum of 5 projects completed within the last 7 years can be submitted.
16. Are there restrictions on contractors submitting in both prime and sub roles? No.
17. For the small business set asides, what is the minimum percent that must be completed by the small business entity? 15%
18. Will task orders be bidded individually or be awarded based on negotiated rates? Task orders will be awarded based on technical evaluation criteria provided via a Request for Proposal, with fee proposals based on negotiated rates.
19. Can we use 11x17 size pages? If so, do they count as 1 or 2 pages? No.
20. Evaluation Factor 1: Can we include “up to 5” or “at least 5” contract/task order examples?
The RFQ calls out both, so please clarify. Up to 5.
21. In Factor 2, it specifies that Section E’s are required to be submitted for key personnel C, D, and E (if applicable). ‘Key personnel E’ refers to the CADD Technician role. Does that mean that you are leaving it up the responder’s discretion as to whether a CADD Technician role is necessary to include as key personnel? Or is the CADD Technician role required? Please clarify. CADD Technician may be specified at the discretion of the responder.
22. In Factor 2 Outstanding criteria, the third point calls out “75% of the personnel identified have bridge and tunnel inspection and related inspection support experience…”. Does this mean that the personnel must have BOTH bridge and tunnel inspection AND other related inspection support experience, or is it and/or? Bridge and/or tunnel inspection and related inspection support experience.
23. In Factor 2, it says “Resumes submitted for key personnel of outside consultants will not be considered.” Does this mean that we should not be including subconsultants resumes in Section E? No. It refers to personnel that are not employed by the Prime or subconsultants.
24. Do the rating/evaluation documents request in Section F (Evaluation Factor 4 – Past
Performance) count towards a page limit? Or would they be considered an attachment to Section F? Yes.
25. The link provided on page 11 of the RFQ, Factor 4, is to a construction manual for Federal
Lands. Are the Bridge Inspection and Tunnel Inspection manuals found within there? If so, where? Or is there a different document you can provide a link to? This link will be updated with the appropriate documents.
