Questions / Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were submitted via email. The Government response or clarification is provided. All the wording of the questions have been kept to its original form.
1. Please clarify that all new signs will be replaced on the existing cantilever structures and no new cantilever structures will be required. There are no pay items for new cantilever structures.
Signs panels installed on cantilever structures will be replaced on the existing structure.
Refer to Amendment 003 for changes on the plans.
2. If so, please update the permanent sign schedule to reflect the correct quantities of concrete foundations, breakaway systems and steel posts.
Permanent sign schedule was revised, please refer to Amendment 003 for changes on the plans.
3. It is not clear whether smaller ground mounted signs require new wood posts or should be replaced on existing posts. Construction plans have simply marked them as “replace existing sign” and no pay items have been provided for these posts.
The remark on the plan was revised to remove and replace existing posts. A note was also added for the wood post indicating not to measure wood post for payment as the unit price for the sign panel replacement accounts for the posts as well.
- Item A0080 Removal of Signs - Is this to remove the sign panel only; or is it for the signs and existing supports?
The removal of signs includes the signs panel and the existing support. The unit price accounts for both. However, in some cases, only the sign panel will be removed and replaced. A remark has been added on the plans for clarifications.
- Item A0260 Sign System (Breakaway Base Support System) - Confirm that they are wanting Transpo Industries Breakaway Couplers, per MD SHA Stds. (And that the coupler unit DO NOT get painted).
The contractor will have to provide breakaway couplers that meet the requirements of the breakaway details, in this case, MDSHA details and standards. Do not paint coupler unit.
- Item A0280 Sign System (Concrete Foundations) - We will need to know what size foundations are required; (should correspond to the Steel Beam Sign Supports required).
Revisions to the plans were posted on Amendment 003 to show sign post size and sign post foundation. Refer to Detail S05X for the size of the sign post foundation.
- Item A0300 Sign System (Steel Posts) - We will need to know the beam size, and whether it is a BAW or NBW type.....confirm that the posts get painted.
The remark in sheets C05 and C08 was updated to indicate the beam size. Refer to Detail S05X for the type of beam required. Paint standard steel posts according to Section 563, table 563-1, paint system 1 or 2.
- Item A0320 Signs, Aluminum; Type 3 Sheeting – Backs of signs get painted?
The back of the sign panel and the edges must be painted as stated in Section 633.03 of the Special Contract Requirements.
- Also, are new wood supports needed for the sheet signs that are being replaced or are they going to re-use the existing supports? If re-used, do the existing supports require field painting?
Existing wood posts are to be removed and replaced. A note was added for the wood post indicating not to measure wood post for payment as the unit price for the sign panel replacement accounts for the posts as well. The posts and the sign supports are to be painted as stated in Section 633.03 of the Special Contract Requirements.
- For any new Extruded Signs going on existing sign structures, will the existing sign hanger supports suffice or will additional/new supports be required?
Furnish hardware for connecting overhead signs to the existing cantilevered structures according to the manufacturer’s recommendations. Some signs require additional/new supports as indicated in the plans.
1. Please confirm the Guardrail materials should be Galvanized Steel and not Weathering Steel. The Bid Items refer to the Guardrail as Type 4 which is the weathering steel per FP14, section 617. In order to receive the Natina color treatment, we understand that Type 2 galvanized steel is required.
The pay item was revised to show Type 2 instead of Type 4. Refer to Amendment 003 revisions to the plans and SCRs.
2. Please confirm the bid item is correct in Class B, 10-guage steel and not the Class A, 12 gauge.
The typical requirement for MGS guardrail is 12 gauge. The proposed bid item shall meet the performance and finish specs of the proposed MGS. The bid item was revised to Class A, 12 gauge.
3. Are the steel posts in bid item A0300 supposed to be galvanized or weathering steel? If not weathering steel, are they required to be painted? If painting is required, does specification 563 apply which requires it to be a QP-1 certified painter?
Standard steel posts are required in bid item A0300. Paint steel posts according to Section 563, table 563-1, paint system 1 or 2.
4. The signs on sheet D16 on Rte 0001, station 20856+85 are called to be replaced on the existing cantilever. The sign schedule on sheet C06 is calling for new foundations and posts. Please clarify.
New foundations and posts will not be required. We will only be replacing the sign panel on the existing cantilever structure. The sign schedule on sheet C06 and sheet D16 were revised on Amendment #003 for clarification.
5. The sign on Sheet D17, Rte 0001 station 20878+30, is on an existing cantilever structure and we assume we are only to replace the sign. The sign schedule on sheet C06 is calling for new foundations and posts. Please clarify.
New foundations and posts are not applicable to this sign. We will only be replacing the sign panel on the existing cantilever structure. The sign schedule on sheet C06 was revised on Amendment #003 for clarification.
6. The sign on Sheet D21, Rte 0002 station 39701+55 is called to be replaced on the existing cantilever. The sign schedule on sheet C07 is calling for new foundations and posts. Please clarify.
New foundations and posts are not applicable to this sign. We will only be replacing the sign panel on the existing cantilever structure. The sign schedule on sheet C07 and Sheet D21 were revised on Amendment #003 for clarification.
7. Please confirm Executive Order 14042 (COVID Clause) does not currently apply to the contract due to the pending court case.
Due to the pending court case concerning Executive Order 14042 (COVID Clause), the clause is not enforced at this time.
8. Reference page 63 of the IFB related to 108.04. Please clarify which is the fourth paragraph that is being deleted by the Special Contract Clauses.
Delete the following paragraph "Liquidated damages in an amount equal to 20 percent of the amount specified in Table 108-1 will be assessed for each day beyond the time allowed to complete the contract beginning with the day after substantial completion and ending with the date of final completion and acceptance."
1. The EFLHD NEPA Categorical Exclusion Form dated 4/26/21 states the new guardrail will be powder coated (Federal Standard 595C Color No. 20059 (brown)). Page J-11 of the Special Contract Requirements states posts and rails need color treatment and added specification section
725.19 (see page J-21) which calls out a manufacturer for color treatment (Natina Steel Solution). However, this manufacturer’s color treatment is not a powder coated system. Please clarify if all guardrail posts and rails need to be powder coated to color identified in referenced form or if need the color treatment identified in 725.19 which would be a “earthy, brown finish”.
NEPA was only provided as supporting information and the Plans will govern over NEPA.
Please use Natina (instead of the powder-coated system) as stated in the Special Contract Requirements and Plans.
2. The EFLHD NEPA Categorical Exclusion Form dated 4/26/21 states from the Little Pawtuxet Bridge to MD 175, capstones of the guard walls will be replaced in kind. Please clarify if this is intended to be included in the scope as there is no corresponding item no. in the bid schedule nor details provided in the plans.
The capstones replacement is not part of the scope therefore, the work was removed from the contract. The Contractor will be required to perform only work described in the contract documents. Please refer to FP 104.04.
3. Per Page J-10 of the Special Contract Requirements states rush hours Monday – Friday are 5:00 am to 9:30 am and 2:30 pm to 7:30 pm and work needs to be performed so it does not interfere with traffic during those for production work. That leaves an allowable 5-hour daytime work window inclusive of putting in a temporary lane closure (assume approx. 30 minutes) and removing lane closure (assume approx. 30 minutes) which leaves only approx. 4-hour daytime work window for production work. Can the allowable daytime work window be extended if it does not adversely impact traffic flow? If not, it is likely that all work would be scheduled at nighttime to have a full shift of production work for the crews.
Nighttime work is allowed, and the Contractor is permitted to shift all work to nighttime.
However, regardless of the traffic flow, the Contractor is not allowed to extend the work beyond the work restriction for daytime operations.
4. It is anticipated most of the work will be performed under temporary ramp closures and temporary single lane closures. Studies have shown that having a law enforcement presence improves work zone safety. Can the Park Police be present on-site during temporary ramp and lane closures? And if so, who is responsible for the associated cost of this service?
The US Park Police may be present for temporary ramp and lane closures. Coordinate with the CO 14 days in advance of the need for US Park Police. The National Park Service will be responsible for the cost of US Park Police presence in the work zone.
5. Please see sheet number B01 typical section for B-W Pkwy NB to MD 198 WB and MD 198 WB to B-W Pkwy NB. Is the intent to have double face guardrail where the two ramps are adjacent to each other (similar to the existing guardrail)? There might not be enough room to have two separate single face guardrails (one for each ramp). This condition also exists at B-W Pkwy NB to Route 32 WB and Route 32 WB to B-W Pkwy NB ramps.
Based on plan dimensions, there is enough room to accommodate two separate guardrails.
The work will remain as described on the Typical Sections. No modifications will be made at this time.
6. Please see sheet number B03 shows replacement of damaged section of guardrail (double face). Please confirm the limit of replacement and which bid item (s) will cover the removal and installation required? Lastly, is the intent to replace in kind or replace with color treatment identified in 725.19 (Natina Steel Solution)?
a. The plan sheets have been updated to show the limits/location of the damaged guardrails that need to be replaced. Please refer to Amendment 0003 Sheet C03 for the location.
b. Pay item 61701-1950 (Guardrail System G4, Type 4 Class B Steel Posts) will cover furnishing and installing the guardrail shown in the plans. Pay item 20302-1200 will cover for all the anticipated guardrail removal.
c. The intent is to replace the guardrail in kind.
7. Are any soil borings available at the new sign foundation locations? If so, please provide so bidders can adequately price item A0280 SIGN SYSTEM (CONCRETE FOUNDATION).
The soil borings are not available. The new sign foundation will be at the existing location
8. Is it acceptable to provide an office space under item A0440 FIELD OFFICE not on site?
The field office can be provided out of site. However, it should be within 5 miles of the project site as stated in the Special Contract Requirements.
9. Please reference 617.03 which requires a technical representative of the manufacturer be on site regarding the color treatment. Please clarify if this requirement can be waived. If not, please provide clarification as to the extent of technical representative will be on site (i.e., will it be a drive through inspection, or a detailed walk of job?).
The presence of a manufacturer representative is expected so they can address any defects in the color treatment. A simple drive-through will not be ideal for what we are expecting.
10. A0320 63304-0900, Signs, Aluminum Panels, Type 3 Sheeting, is in accordance with specification 718.03 Panels paragraph (c), which requires a 0.080-inch-thick minimum aluminum sheet. Based on experience and review of bid documents, it is our understanding that the Contract will require significant number of extruded signs due to proposed sign dimensions, which are substantially more expensive than aluminum panel type 3 sheeting (flat aluminum).
Can clarification please be provided as to which signs will be flat aluminum and which will be extruded?
All the signs over 40 Square Feet will be considered extruded as stated in the MDSHA Traffic Control Devices Design Manual. All aluminum sign panels will be paid under pay item 63304-0900 Signs, Aluminum Panels, Type 3 Sheeting measured by square foot.
Foundations, breakaway support, and steel post will be paid separately.
