About this file
This amendment provides revisions to an invitation for bid for the National Mall and Memorial Parks Project. The project involves rehabilitation work including asphalt pavement milling and overlay, joint repairs, bridge deck work, sidewalks, traffic signals, lighting, and other miscellaneous construction. Revisions include clarifying language for recycled asphalt and temperature requirements. The response date remains June 18, 2020. The amendment also provides answers to bidder questions, clarifying that no direct payment will be made for utility coordination, embedment depth will be determined during construction, and paving schedule contingencies are the contractor's responsibility.

National Mall and Memorial Parks Solicitation: 693C73-20-B-000016
The purpose of this Amendment is to:
1) Revise the Special Contract Requirements (J Pages) as follows:
a) Subsection 401.03 to clarify the use of recycled asphalt pavement (RAP).
b) Subsection 401.07 to modify the temperature requirements.
2) Provide a summary of responses to questions asked by potential bidders.
Bid Opening date remains scheduled for June 18, 2020, at 2:00 p.m. EST.
Special Contract Requirements (J Pages) changes
1. Add the following to Subsection 401.03(a) of the Special Contract Requirements, page J-17:
Do not use RAP in asphalt mixtures with PG 76E-28(HP) asphalt binder.
2. Add the following after Subsection 401.03(d)(9) of the Special Contract Requirements, page J-19:
401.07. Add the following:
Place the asphalt concrete mix with PG 76E-28(HP) asphalt binder on a completely dry surface when the pavement temperature is at least 50 °F (10.0 °C) and the air temperature in the shade is above 55 °F (12.8 °C) and rising. Conform to the asphalt binder manufacturer’s recommendations for laboratory, plant, and field mixing and compaction temperatures.
Responses to Bidder Questions:
Question 1: Special Provision on sheet J-56 states “Coordinate with PEPCO and provide payment for any fees associated with PEPCO service.” Please provide an allowance for this work.
Response: There is no direct payment for coordinating with PEPCO and paying fees associated with PEPCO service. Those costs will be paid indirectly under other pay items in the bid schedule according to Subsection 109.05(b).
Question 2: Sheet R-05 Section A-A shows the new rebar to be anchored into the existing grade beams. What is the required depth of embedment?
Response: The minimum embedment depth of the rebar anchors will be established during construction, based on the recommendations of the manufacturer of the epoxy product selected by the Contractor. See sheet R05, Note 4.
Question 3: The Asphalt Cement Binder 76E-28(HP) is a Very Stiff Binder which will prohibit any handwork or application in areas where you cannot use regular asphalt paving equipment. We will need a waiver from disincentives in the areas where regular installation won’t be possible. Please confirm this will be allowed.
Response: No waiver will be issued for disincentives. Asphalt material quality incentives are not affected by handwork. Pavement roughness incentives are for mainline paving only and are not affected by handwork.
After award, the Contractor may propose an alternate asphalt binder for the wedge and leveling course asphalt pavement only (pay item 40102-0100) for approval by the CO.
Question 4: The Specification 401.03a incorrectly indicates you can use RAP in the Asphalt mix. The use of Asphalt Binder PG76E-28(HP) will fail if RAP is used. Please amend or delete.
Response: Do not use RAP in the asphalt mixture with PG 76E-28(HP) asphalt binder. An amendment will be issued to clarify this change.
Question 5: The use of Asphalt Binder PG76E-28(HP) will limit when it can be placed which cannot extend past September with no temperature below 55-60 degrees. The weather limitations 401.07 cannot apply but resemble specification 405.07 using Asphalt Binder PG76E-28(HP). With only 103 days from the bid date, All paving work will need to be completed before the Schedule B and Schedule C work are complete. The temperature limitations will not allow placement of the asphalt for over half of the project schedule. We will need to know if the job will be extended to 2021 for any asphalt paving not completed or guarantee it can be available prior to restrictive temperatures.
Response: Temperature requirements in Subsection 401.07 have been revised, and an amendment will be issued to clarify this change.
Question 6: There is a concern with the schedule given the use of the Asphalt Binder PG76E-28(HP) being that the material has a very short usable lifespan before solidifying and will need to be used within 3-5 days upon delivery to the asphalt plant. We will need assurances that no delays will be incurred outside our control. Delays outside our control (temperature, changes in conditions, availability of material, direction to proceed) cannot be allowed due to the cost of the material. With the situation of current events, if we cannot obtain these assurances, the project may incur unforeseen delays which the owner will need to accept.
Response: Plan work and adjust bid prices to comply with the required schedule. No consideration will be given for materials not incorporated into the project works.
Question 7: The use of a Material Transfer Vehicle (MTV) (required per 401.05.b) will exceed the weight limit in the specifications (104.05). However, the placement of Asphalt Binder PG76E-28(HP) requires the Material Transfer Vehicle for placement of the proposed Asphalt mix. We will need a waiver of the weight restriction to bid and perform the proposed work.
Response: Any proposed changes to weight restriction will not be considered during the advertisement. However, after contract award, the Contractor can request a weight limit waiver for approval by the CO if the Contractor elects to use an MTV for the paving work.
Question 8: The storage area as indicated on plan sheet M13 (page 78) is not adequate to store the Asphalt Paving operation and other trades. We will need to store nine (9) pieces of equipment. Can this area be increased or additional area provided?
Response: Any proposed changes to the staging area will not be considered during advertisement. However, after contract award, the Contractor can submit a proposal to change the limits of the staging area for approval by the CO.
Question 9: Will Asphalt Cement be indexed or will we need to include any fluctuation risks?
Response: No economic price adjustments for asphalt binder are included in this contract.
