This revised memorandum summarizes the analysis and interim repair recommendations for GWMP 1(2), 2(4) – George Washington Memorial Parkway from I-495 to Spout Run Road Bridge and Clara Barton Parkway from MacArthur Blvd to the Chain Bridge. Revisions were made to include Clara Barton Parkway interim repair recommendations. The project sites are in Montgomery County, Maryland and Arlington County, Virginia. The recommendations herein are based on a field investigation and analysis performed in October 2018 and Scoping Reports dated November 21, 2018 and December 4, 2018 by EFL Materials Group.
The field investigation performed in October 2018 consisted of utilizing inertial profiling equipment to collect road roughness (IRI) data within the wheel path of both eastbound and westbound lanes of George Washington Memorial Parkway and Clara Barton Parkway, to determine significantly distressed pavement areas needing repair. IRI data is reported in inches/mile with the larger numbers corresponding to a rougher or bumpier vehicle ride. The report discusses the analysis procedure and the values used to determine areas of needed repair. Refer to the report for analysis and recommended repair locations.
Repair areas will be approximately 6 feet wide (half lane width), and will total approximately:
George Washington Memorial Parkway – 62,550 linear feet; 375,300 square feet
Clara Barton Parkway – 39,750 linear feet; 238,500 square feet.
Partial depth patch, type 3 in accordance with FP-14 Section 418 should be performed at repair locations. At repair locations, it is recommended to mill the asphalt to a depth of 1.5 inches. After milling, repair areas as follows:

It is recommended to use a Gyratory compaction level of 50 to 65 gyrations in lieu of the FP-14 Specification recommended 75 gyrations, to ensure increased asphalt content in the mixture for reduced permeability and ease of compaction.
If project budget permits, all joints in repair areas should be sealed with a hot-applied asphalt crack sealant, in accordance with FP-14 Section 414, and Subsection 712.01(a)(1). After repair work is complete, it is recommended to treat the entire roadway with a fog seal in accordance with FP-14 Section 406, to reduce moisture intrusion, which may cause further pavement deterioration. Fog seal application with the use of an asphalt binder is recommended, in lieu of an

emulsion. This will allow the roadway to be opened for traffic shortly after the fog seal treatment.
The recommended interim repair work will provide a more stable driving surface for the next 2 to 3 years, until permanent rehabilitation work can be performed.
