Baltimore Washington Parkway Pavement Rehabilitation from The Little

Patuxent River Bridge to Jessup Road (MD 175) Solicitation: 693C73-19-B-000018

The purpose of this Amendment is to provide a summary of responses to questions/clarifications asked by potential bidders.

The Bid Opening date of April 24, 2019, at 2:00 p.m. EST will remain the same.

Questions / Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 7 days of the proposal due date may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

In our previous experience with FHWA Projects, it is our understanding that the asphalt mix design process may be subject to delays of 30 days plus, best case scenario. This starts with the mix design submittals and carries through as the control strips are placed. Due to the anticipated start date of the project along with the project deadline (approx. 3 months total time); the submittal process could potentially cause the project to run past the deadline. Are there any mix designs utilized in this area that have been previously approved that could bypass this lengthy approval process? Would there be any time extensions given to allow sufficient time for submittals and approvals?

Response: Contractor is required to complete all work by the date specified in the solicitation documents and liquidated damages will be in effect for failure to complete work on time. Contractor will be required to meet all the requirements of FP-14 Section 401.

Written JMFs and associated materials must be submitted for verification and Contractor must allow for at least 21 days of mix verification by the Government before installing the control strip in accordance with FP-14 Subsection 401.03(c). Additional time may be required for mix verification for defective mixes or incomplete documentation.

If a mix is changed, rejected, or a resubmission is required, allow for up to an additional 30 days in accordance with FP-14 Subsection 401.03(e).

The verification process starts when required documentation and material are received.

When the JMF is verified, begin asphalt concrete mix production for the control strip in accordance with FP-14 Subsection 401.03(d).

Allow for adequate time for construction and testing of control strip in accordance with FP-14 Subsection 401.12 prior to start of production paving.

Contractor may submit an asphalt JMF previously approved on a past EFLHD project with comparable specification requirements. In such case, the JMF verification and control strip procedures may be waived at the discretion of the CO.
