The purpose of this Amendment is to:

Special Contract Requirement changes
1. Delete the first paragraph of Subsection 108.01 of the Special Contract Requirements, page
J-4, and substitute the following:
Complete all construction activities no later than November 15, 2019 for the following sites:
• All work along FS 199
• All work along FS 189
• FS 622, site # S17
• All work along FS 378
• All work along Trail 63
If all five sites listed above are not completed by November 15, 2019, Subsection 108.04 will apply.
BID SCHEDULE INSTRUCTIONS
PROJECT: WI ERFO FS 2016-1(5)
BIDDERS PLEASE NOTE: Before preparing the bid, carefully read the Instructions to
Bidders. While preparing the bid, comply with the following:
COMPLETING THE BID SCHEDULE
Complete the Bid Schedule(s) by handwriting in ink or typing. Specify a Unit Bid Price, in figures with cents to only two decimal places, for each pay item in the Unit Bid Price column for which a quantity is given. Do not enter or tender a Unit Bid Price for any pay item for which no estimated quantity appears in the Bid Schedule. Determine the products of the respective unit prices and quantities, and show them, in figures, in the Amount Bid column. If a Unit Bid Price and Amount Bid have been inserted by the Government for a pay item, do not change the Unit
Bid Price and Amount Bid for the pay item. Determine the Bid Total by adding the amounts of the listed items, and show in the block provided on Page B-6. In case of multiplication errors, the Amount Bid for the item will be based on the Unit Bid Price.
To be eligible for award, bidders must submit prices for each pay item.
Review Subsection 109.05 of the FP (standard specifications book) regarding scope of payment for direct and indirect payment work.
Fill in the Bid Total as directed on the Bid Summary page.
SCHEDULE OF WORK
The Bid Schedule is comprised of the following:

BIDDING OF CALENDAR DAYS / COMPLETION OF WORK
Determine the number of calendar days necessary to complete Schedule A work from Notice To
Proceed to contract completion. Specify the number of calendar days (NOT to exceed the maximum number of calendar days shown in Block 11 of the SF-1442) in the space provided on the Bid Summary page. If a minimum number of calendar days is provided in Block 11 of the SF-1442, do not specify a number of calendar days lower than the minimum. Failure to specify a number of calendar days for contract completion indicates the bidder accepts the maximum contract completion time provided in Block 11 of the SF-1442.
The number of calendar days specified by the successful bidder for the completion of
Schedule A work will become the performance period for the contract.
In developing a construction schedule to determine the number of calendar days included in their

bid, bidders should consider and include any work limitations shown in Sections 108 and 156 of the FP and Special Contract Requirements (SCR’s). Specific work limitations may be (but are not limited to): National legal holidays, weekends, rush hours, night work, specified no work periods, work or traffic control phasing, etc. Bidders are advised to consider those work items that are weather sensitive and when those work items will be performed. Specific work items are
(but not limited to): those that require a minimum ambient air temperature (asphalt paving and surface treatment, pavement striping, stone masonry, etc); those that require maintaining a minimum surface temperature (concrete pavement, structural concrete, painting, etc); and those that have specific planting seasons (turf establishment, sod, trees, plants, etc). Bidders are also advised to consider time required for preparing material and drawing submittals, and the allowable Government review times for those submittals (Subsection 104.03 of the FP-14 and
SCR’s). The total calendar days bid should also include any work limitations and any delay days or Contractor/supplier winter shutdowns required due to weather sensitive and/or heavy load restriction work items.
For the purposes of calculating calendar days, bidders are to assume that the award of the contract and approval of the Contractor’s Performance and Payment Bonds (see Block 12a of the SF-1442 and FAR Clause 52.228-15) may result in the start of construction activities to be no earlier than early April 2019. See Subsection 108.01 of the SCR’s for additional details.
When evaluating the bids, the Government will consider the Contract Administrative Cost for the project to be $1,500 per calendar day bid. The Contract Administrative Cost is only used to determine the Evaluation Total Price of Project.
Fill in the Bid Total and the Contract Administrative Cost as directed on the Bid Summary page. Fill in the Evaluation Total Price of Project in the space provided on the Bid Summary page.
The contract administration cost is used for evaluation and ranking purposes only. Do not include any contract administration costs when filling out Block 17 of the SF-1442. The amount in Block 17 should be completed as follows:

Questions/Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. We are wondering if there would be any possibility of extending the project completion date to November 2020? Due to the somewhat limited local resources in the Northern Wisconsin area and with the previous projects, 2016-1(2) and 2016-1(3), being performed in 2019, it could potentially be very difficult to hit the November 2019 deadline.
Response: The fixed completion date of November 15, 2019 has been removed from the solicitation. Instead, calendar days will be bid a minimum of 180 calendar days and a maximum of 540 calendar days. However, several individual sites have November 15, 2019 completion dates.
2. The bid items for the pipes do not seem to match the actual pipe sizes in the plans, i.e. the different box culvert’s lengths match a random pipe size in the bid item list and not just an item for that size of box culvert. I just find it confusing on what dollar figures should go where for the individual pipes that do not have a corresponding bid item name. Am I misinterpreting something here or should there be different bid items?
Response: The culvert and headwall pay items are generally by the equivalent pipe diameter but that equivalent pipe diameter is not listed on the plans. Please refer to amended Plan Sheets C03 and C03A for details.
3. For the roadway reconditioning and shoulder reconditioning items without gravel or borrow quantities for those segments, are you figuring there will be no need for additional material? And we will just be using the material in place to fix the road or shoulder washouts?
Response: Existing material on the site should be used to build up shoulders and roadway.
These are generally smaller washed out areas where the materials have been displaced.
4. In the special conditions under road reconditioning it states that bedrock must be removed to 6 inches below the existing surface. Are you wanting a drilling and blasting operation in these areas? Are you able to quantify how much of this there is going to be? Will you just be paid the per foot price in the roadway reconditioning item?

Response: We do not anticipate drilling and blasting to be required. Rock should be removed using conventional construction equipment. Roadway reconditioning will be paid for per the linear foot.
5. The herpetologist that is required for monitoring the wood turtles, does this have to be a firm or a biologist hired for the duration of the project to do every day inspection? That is my interpretation, just want to clarify.
Response: That is correct. Please refer to Subsection 107.01(c) of the Special Contract
Requirements for monitoring the presence of turtles.
