Task 2

4. Could you share some examples on what the technical assistance comprises of?

Technical assistance consists of providing information on technical, outreach, and educational materials, and communication assistance directly to FHWA and States to support safety, accessibility, equity, climate resilience, and other topics related to recreational trails. It also includes program and project administration;

project development; planning, design, construction, maintenance; and other training topics related to trails.

• There are many training examples for trail planning, design, construction, and maintenance available through organizations such as American Trails, the Rails-to-Trails Conservancy, Professional Trailbuilders Association, International Mountain Bicycling Association, Tread Lightly, Leave No Trace, National Off Highway Vehicle Conservation Council, Partnership for the National Trails System, League of American Bicyclists, Safe Routes Partnership, and other organizations. The US Forest Service, National Park Service, and Bureau of Land Management also have relevant training.

• State agencies and trail project sponsors are interested in grant management and project development training.

5. Is it a requirement that the awarded vendor have a background in recreational trail projects?

The vendor and/or subcontractors will need to have a background in recreational trail programs at the State level and have a good working knowledge of trail planning, design, construction, and maintenance to be able to support trail training.

6. Is training expected to be delivered from the contractor's site and what is the # of such trainings per quarter?

Training may be online, at conferences and workshops, or at specific locations. The organizations listed above have many examples of different kinds of training. The Performance Work Statement specifies monthly webinars.

The current database is based on an Excel spreadsheet.

10. Apart from the public access to the RTP database website located at https://recreationaltrailsinfo.org/ , is there a portal or site for state users/other stakeholders to upload/manage their data.

The previous contractor developed a system to allow State users to upload information. There is no expectation for other stakeholders to need system access. The contractor will need to ensure appropriate security to keep out unauthorized users.
