About this file
This is a combined Request for Quotation (RFQ) and Statement of Work for drydocking and repair services for the Maritime Administration (MARAD) vessel FB-682, a 110-foot cargo barge built in 1986. The solicitation number is 6933A225Q000012 with an unrestricted procurement under NAICS code 336611 (Ship Building and Repairing) with a $1,300 size standard. Quotations are due September 10, 2025 at 1:00 PM EST, with an estimated award date of September 25, 2025, and performance period from September 25 to October 26, 2025 (30 days after award).
The core work includes drydocking the barge, high-pressure water washing at minimum 3000 PSI, abrasive grit blasting to SSPC-SP6 Commercial Blast Cleaning standards for hull and deck surfaces, applying multiple coats of specified marine coatings (Intershield 300V primer, Interspeed 6400NA antifouling paint, and Interthane 990V topcoat), and replacing 54 zinc anodes with new aluminum AHC-10 anodes. Additional work involves removing and reinstalling rubber fendering, optional removal of deck hardware for smoother surfaces, and supplemental work authorization up to 200 labor hours and $30,000 in materials. All work must be performed in the San Francisco Bay area including Sacramento and Stockton due to the vessel's limited seaworthiness. A mandatory site visit is scheduled for August 12, 2025 at 10:00 AM at the Suisun Bay Reserve Fleet facility in Benicia, California. The procurement includes applicable Service Contract Labor Standards wage determinations and will be awarded on a lowest price/technically acceptable basis.
