This is a COMBINED SYNOPSIS/SOLICITATION (CS/S) for commercial items prepared in accordance with information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. A separate written solicitation will not be issued. This CS/S SHALL be posted to SAM.gov. The Request for Quote (RFQ) number is 6933A225Q000005. This CS/S documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-03, effective January 17, 2025. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The FAR clauses may be accessed in full text at this address:

The MARAD, James River Reserve Fleet (JRRF) is seeking to procure high-performance synthetic lines for nest-mooring ships in the National Defense Reserve. The SBRF is seeking to issue a firm fixed price contract for the purchase and delivery of:

• Qty 5 - New 2 ½” X 90’ stud-link, ABS certified, Grade 3 anchor chain

• Qty 5 - New 2 ½” ABS certified Grade 3 Kenter joining shackles

• Qty 5 - New 7/8” X 90’ stud-link, ABS certified, Grade 3 anchor chain

Deliveries are accepted Monday through Thursday 0800-1600. If the delivery driver does not have base access, contact Bill Slusher at william.slusher@dot.gov or phone 757-322- 5802(office)/757-286-4204(cell) and provide full name, date of birth, valid driver license number and state of issue. Foreign drivers require 7-day advanced notice and no guarantee of access.

Basis of Award:

The Government intends on awarding to the responsible quoter on a Lowest Price Technically Acceptable basis. The Government plans to evaluate quotes and make award without conducting discussions. Quoters may be given the opportunity to clarify certain aspects of their quote or resolve minor or clerical errors. The Government reserves the right to conduct discussions, if later determined by the Contracting Officer to be necessary.

Quotes submitted in response to this solicitation shall not contain nor be subject to the vendor’s standard commercial terms and conditions. Any quote submitted in response to this solicitation, which includes the vendor's standard commercial terms and conditions may be considered a material defect and may be rejected as being non-responsive to the solicitation.

Submission shall be received no later than February 18, 2025 at 2:00 PM ET via email. All quotations shall be delivered via email to robert.mcdermott@dot.gov and scott.j.lewis.ctr@dot.gov. The solicitation shall be identified in the subject line by the solicitation number, 6991PE25Q000005.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
