About this file
This document contains answers to questions from contractors regarding Amendment 00002 to Solicitation Number 6933A223Q000015 for drydocking and repair work of FB-214 deck barge.
The amendment clarifies that contractors should provide pricing to replace four 20-foot tie-down chains and load binders for the barge. Wider 11'6" crane mats are required rather than multiple narrower mats. The barge displacement is estimated at 140 tons. Contractors should price 24 hours of labor and $300 in materials to remove protrusions from the barge hull. Pricing to replace zinc anode studs and fasteners if bolted should be included as a change order rather than the initial bid. Specifications and quantities are provided for new matting. Clarification is provided on void pressing and liquid capacity requirements. The solicitation is a 100% small business set-aside issued by the Department of Transportation Maritime Administration. The delivery date for work performance is 30 days after contract award.

Amendment 00002
Section 7 – Mantis Crane Mat Replacement
Question 1: Please confirm that the government wants both the tie down chains and the load binders. If so, what is the length of each of the 4 chains?
Answer 1: Yes, Gov wants both new tie-down chains and binders. Chain length is 20 feet each.
Question 2: Would the government accept six each 4’ wide mats vs two 11’6” wide mats as the cost to manufacture and ship them would be significantly less?
Answer 2: No. Wider crane mat is necessary to increase crane footprint IAW recommendations when first installed.
Question 3: What is the empty weight of the vessel?
Answer 3: Estimated 140 tons displacement, light. FB 214 is an old Navy YFN barge.
Question 4: The government answer to this question previously submitted did not answer the question so that each contractor is bidding the same quantity. This is an open-ended requirement. Contractor recommends that the government request “Pricing for 24 hours of labor and $300 in material to remove GOV identified raised and sharp protrusions."
Answer 4: see attached Pricing sheet
Question 5: The government haas indicated that they do not know if the zinc anodes installed on the hull are weld on or bolted on. The answer to Question #7 previously submitted indicates that the government wants the contractor to replace studs and fasteners if they are bolt on. Should the contractor price the replacement of studs and fasteners in our bid, or will the cost to replace studs and fasteners be the subject of a Change Order and equitable adjustment?
Answer 5: change order.
Question 6: Provide the "spec sheet", drawing or description and quantity of new matting required.
Answer 6: Attached
Question 7: This question was previously submitted and is being re-worded for clarity. Paragraph 9 states, "Press up void 2 with fresh water prior to return delivery to GOVOPTIONAL ADDITIONAL LABOR HOURS". Paragraph 9.1 requests pricing for "a fully burdened labor rate for an estimated amount of labor hours for additional work". The number of labor hours is not provided. This is TWO different pricing requirements as worded. 1. To press up void 2 with fresh water and 2. provide a fully burdened labor rate for additional work. The pricing sheet does not provide TWO separate lines for pricing Item 9. Please revise the pricing sheet with two lines, 9a to press up void 2 with fresh water at 1 Job and 9b to provide a fully burdened labor rate for 1 hour. This will allow the contractor to provide pricing for each task. Please provide the liquid load capacity of void 2 for pricing the addition of fresh water.
Answer 7: Gov version of Scope of work has void 2 pressing requirement as paragraph 8.7.3. under miscellaneous items and repairs. Liquid load of Void 2 approx 15500 gallons.
Question 8: The government answer to this question previously submitted is "Unkown, will be based upon CFRs. Question: The government did not provide the amount of materials to bid on. The pricing sheet says "1 LOT". Is the contractor to leave this item blank when submitting our proposal?
Answer 8: word "lot" removed; line items are in place in case unanticipated work is necessary. Contractor may leave item blank when submitting proposal
Question 9: The SF-1449 states "Delivery: 30 Days after award". Please clarify, is this is the delivery of the vessel to the contractor’s facility?
Answer 9: Yes, delivery is to contractors’ facility
Question 10: The heading of the solicitation indicates that this is a Small Business set aside. The SF-1449 lists the acquisition as "Unrestricted". Is this a small business set aside?
Answer 10: this is a 100% small business set aside.
Question 11: Section 3 – Para 3.6.1.3.3 states to price repairs of denting/damage in the void. Please provide more information or an amount of square footage for bidding purposes.
Answer 11: Void 5, between frames 8 and 9, port outboard approx one foot from side of hull. Suspected damage from anchor fluke, approx. area one foot in diameter.
Question 12: Section 5 – Are the zincs bolted or welded?
Answer 12: unknown
