QUESTION ANSWER

Working Days/Hours:

As per the supplied Solicitation Documentation, working hours are listed Monday to Friday 0730 to 1630.

Q: Is the possibility for the vessel to support the attending team based on these extended hours, Monday to Sunday 0700 to 1900?

Yes, with conditions, The USTS Kennedy is operated by Massachusetts Maritime academy, and the crew are employees of the academy, normally during the regular school year the ship has students living onboard and therefore has a 24-hour watch officer assigned. During periods of with and assignee watch officer the contractor can work the hours requested. If at any time the academy does not have a watch officer assigned, the contractor will not be allowed to work on the ship, changes in working hours shall be at no additional cost to the government

CLIN 1, Para 3.6 – Please verify that the steam test is a Dock Trial and not a Sea Trial.

The final acceptance testing will be a Dock trial, the dock trial is scheduled for to commence on or about January 4th, 2021. This dock trial will be in conjunction with a Massachusetts Maritime Academy training event. During this dock trial, it is expected that the contractors will be required to adhere to enhanced COVID19 protocols and screening. Including COVID19 PCR testing if requested.

CLIN 1, Para 3.7 – Is it assumed that the cost of all measurements and readings that will be needed for the full report is to be included in the Submittal?

The offerors proposal shall include all cost related to a ABS/USCG inspection of the special machinery, including cost associated with special measurements and inspections.

CLIN 1, General – Is this a “For Credit” inspection by the regulatory bodies or just an nonobligatory inspection while units are open?

This inspection is for “credit” by ABS and USCG.

CLIN 2, Para 1.1 - Is this a “For Credit” inspection by the regulatory bodies? This inspection is for “credit” by ABS and USCG.

CLIN 2, Para 3.10 – Please verify that the intent of the relagging is to also remove the existing cast, permanent lagging on the casing, which is likely to contain asbestos, with new, permanent asbestos free lagging.
