About this file

This document contains answers to contractor questions regarding solicitation number 6933A220Q000017 for dry docking and repairs of a James River Reserve Fleet FB-211 Crane Barge. The Maritime Administration intends to deliver the barge to the contractor's facility within 30 nautical miles of the James River Reserve Fleet within three days of notice to proceed. The questions and answers clarify requirements for hull ultrasound testing, cleaning and painting, fuel tank and deck light removal, and electrical work. Specifically, ultrasound testing will require 75 readings in each of five hull belts. Painting will address the underwater hull, freeboard, and draft marks. Piping and wiring are to be removed flush with the deck and blanks installed. Deck replacement material sizes were not provided but are estimated to be 1/2 inch plate.

1. Item 2: Dry Docking – the item says that, “Docking blocks shall be arranged per Government furnished docking plan”. Please provide the vessels docking plan.

This item was included in error. We do not have a docking plan for this barge.

2. Item 5: Hull UT Survey – the item says, “Take and record seventy five (75) random UT readings as designated by MARAD COR, of shell plates in five (5) belts at even intervals along the length of the hull”. Please clarify, is this 75 reading total? Or 75 reading in each belt?

75 each belt.

3. Item 6: Hull Cleaning and Painting – the item says, “High pressure wash (3,500 psi) using a sweep nozzle the entire hull including the rudder, from the keel up to and including the bulwarks”. The barge does not have bulwarks installed. The contractor recommends removing this requirement.

Concur

4. Item 6: Hull Cleaning and Painting – the item says, “mask the rubber fendering”. The barge does not have rubber fendering that could be seen from inspection. Contractor recommends removing this requirement.

Concur

5. Item 6: Hull Cleaning and Painting – the item says, “B. Freeboard from waterline to top of rail”. As the barge does not have a bulwark, the “top of the rail” does not apply. This contractor recommends a change to, ”the main deck edge”.

Concur

6. Item 6: Hull Cleaning and Painting – This contractor would like to have the government verify that the hull cleaning and painting addresses the underwater hull to waterline, the freeboard area from waterline to main deck edge and the draft marks only. Please verify.

The items listed above and the barge name and hailing port – “JR-1”, “ James River Reserve Fleet”- as currently marked in 8” white letters on the stern and “JR-1” on each side of the bow

7. Item 8: Fuel Tank – The fuel tank has an overflow pipe that protrudes through the main deck in the containment area. What is the contractor has to disconnect his pipe to remove the fuel tank. What does the government want the contractor to do with the overflow pipe?

Cut all piping flush with deck and blank with suitable welded steel blank

8. Item 9: Deck Replacement (OPTIONAL) – The government has not specified the type of preservation system to be applied to the new and disturbed steel in way of the deck replacement. Please provide preservation requirements.

Blast and prime with primer compatible to pain schedule. apply one (2) coats @ 2.5 mil DFT, PPG Amercoat 229T, color Deck Red or acceptable equivalent

9. Item 9: Deck Replacement (OPTIONAL) – The government has not provided scantling drawings of the main deck and under deck structure to determine the size of steel plate and structural steel required to be replaced. Please provide the drawings or indicate the size and types of steel plate and structural steel required.

We do not possess drawings indicating scantlings. Believe deck plating to be ½”. Uncertain of size or condition of materials in underdeck structure.

10. Item 10: Deck Light Stanchion Removal (OPTIONAL) – The centerline deck light stanchion has electrical wire and kick pipes protruding from the deck. What does the government want the contractor to do with the wire and kick pipes?
