MARITIME ADMINISTRATION

The Maritime Administration is the agency within the U.S. Department of Transportation dealing with waterborne transportation. Its programs promote the use of waterborne transportation and its seamless integration with other segments of the transportation system, and the viability of the U.S. merchant marine. The Maritime Administration works in many areas involving ships and shipping, shipbuilding, port operations, vessel operations, national security, environment, and safety. The Maritime Administration is also charged with maintaining the health of the merchant marine, since commercial mariners, vessels, and intermodal facilities are vital for supporting national security, and so the agency provides support and information for current mariners, extensive support for educating future mariners, and programs to educate

America’s young people about the vital role the maritime industry plays in the lives of all

Americans.

The Maritime Administration also maintains a fleet of cargo ships in reserve to provide surge sea-lift during war and national emergencies, and is responsible for disposing of ships in that fleet, as well as other non-combatant Government ships, as they become obsolete.

The Maritime Administration recently realigned many of its functions, to revitalize its role as an industry facilitator, and to bring greater focus to the areas of environment and safety.

TRAINING SHIP FREEDOM STAR

The vessel serves as a back-up and supplementary training ship for the United States

Merchant Marine Academy and the six state maritime academies. The vessel is normally berthed at the Seafarers Harry Lundeberg School of Seamanship (SHLSS). Located in Piney

Point, MD, the SHLSS is a vocational school dedicated to preparing students for successful careers as U.S. merchant mariners.

Before being redesigned to serve as a training vessel for students, the Freedom Star served as a solid rocket booster recovery vessel for the National Aeronautics and Space

Administration (NASA), retrieving solid rocket boosters following space shuttle launches.

The vessel was transferred to MARAD at the end of the space shuttle program and is berthed at the SHLSS under a Memorandum of Agreement that maintains vessel readiness for

MARAD missions at a reduced cost to the government, while also supporting entry-level training for individuals who wish to begin a seafaring career.

SYNOPSIS: TV FREEDOM STAR – FY19 REPAIR PACKAGE

Intent: It is the intent of the Maritime Administration to solicit Industrial Support to accomplish repairs and purchase required equipment including calibrating critical gauges, repairing the Integrated Shipboard Information System (ISIS), repairing the OD

Box seals, installing a new collar on the fast rescue boat, acquiring parts for the

Controllable Pitch Propeller System (CPP), performing annual lifesaving and firefighting equipment services in conjunction with USCG, and performing a thermography and vibration survey.

Background: The TS FREEDOM STAR is a U.S. Government owned training ship provided to the Harry Lundeberg School of Seamanship for training young men and women for a career in the U.S. Maritime Industry. The ship is part of the National

Defense Reserve Fleet (NDRF) and maintains a U.S. Coast Guard Certificate of

Inspection (COI) and American Bureau of Shipping (ABS) Classification.

As a Public Nautical School Ship and Cargo Ship (non-tanker), the regulations of 46

CFR 167, in addition to ABS Rules and SOLAS Regulations for a Cargo Ship (non-tanker), govern all work performed aboard.

Period of Performance: The overall period of performance for this SOW shall be from

September 2, 2019 through December 31, 2019. The vessel has scheduled monthly cruises that will have to be worked around, these are three days total in duration.

Location: The TS FREEDOM STAR is moored alongside her pier at the Seafarer’s

Harry Lundeberg School of Seamanship located at 45353 Saint Georges Avenue, Piney

Point, Maryland 20674-0075. Site Inspection Scheduled for August 7th, 2019.

ITEM 01 CALIBRATION OF CRITICAL GAUGES

1 ABSTRACT:

The intent of this item is for contractor to provide all labor and material to perform calibration on the 66 (sixty-six) critical gauges onboard the vessel.

5 STATEMENT OF WORK:

Contractor to provide all labor and material to perform calibration onboard of the

66 referenced instruments. Gauges are to be calibrated using measurement standards traceable to the National Institute of Standards and Technology (NIST) or to

NIST accepted intrinsic standards of measurement, or derived by the ratio type of self-calibration techniques. This calibration is to be accomplished onboard the vessel. Any deficiencies found during the duration of this item are to be documented in electronic format and submitted to the COR in a timely manner. The Contractor is to provide a written list to the COR of all items requiring replacement which are not included in this quote and will be done under a change order.

Any growth work that is accomplished without written approval from the Contracting Officer’s Representative (COR) is done so at the Contractor’s risk.

6 PERFORMANCE CRITERIA/DELIVERABLES:

Submit one legible copy, in electronic media, of a complete record of work performed listing the results of the testing to the COR. Contractor will provide certificates of Calibration for each gauge.

ITEM 02 INTEGRATED SHIPBOARD INFORMATION SYSTEM REPAIR

1 ABSTRACT:

The intent of this work scope is to accomplish repairs to the existing I.S.I.S. 700 main propulsion automation system in the engine room, the display has repeaters in the Chief Engineer’s Office and on the bridge.

3 ITEM LOCATION / DESCRIPTION

The Data Display Unit (DDU) is at the main console of the engine room. A Remote Display Unit (RDU) is installed on the bridge on the navigation console starboard side. A second DDU is installed in the Chief Engineer’s office on the lower deck.

CHIEF ENGINEER IS AVAILABLE TO OPERATE ENGINES AND GENERATORS

AND TESTING OF ALL SYSTEMS.

5 STATEMENT OF WORK:

OEM approved contractor to provide all material and labor to accomplish repairs to the Integrated Shipboard Information System (ISIS). DDU in engine room, DDU in Chief Engineer’s Office and RDU on navigation bridge. RGM Industries Inc. is the manufacturer of the I.S.I.S. Accomplish proof testing of same.

Problems to be repaired include:

* The oil pressures are not reading the same as the gauges.

* Low oil pressure alarms when slowing down.

* Disable any unused channels to get rid of any bogus alarms, in particular; Low fire main pressure.

* Determine why DAU #3 is alarming.

* Low Main Bus Voltage alarm.

* Bilge alarms will not clear.

* Go through and make sure all the gauges are reading the same as the ISIS panel and check all operations and calibrate as needed.

6 PERFORMANCE CRITERIA/DELIVERABLES:

Any deficiencies found during the duration of this item are to be documented in electronic format and submitted to the COR in a timely manner. Upon completion of this job a full report is to be issued and emailed to the COR in electronic format documenting the work that was accomplished on this item.

ITEM 03 OIL DISTRIBUTION BOX SEALS, REPAIR

The intent of this item is to provide all labor and material to repair the Oil Distribution (OD) Box. This work scope will include to remove and inspect the Starboard LIPS Oil Distribution Box for signs of failed “O-Rings” or seals and replacing same. Ship’s Force reports Hydraulic Oil migration from the Starboard Controllable Pitch Propeller system into the Starboard Reduction Gear Box assembly. The vessel had a similar event to the Port Side CPP system during initial conversion light off preparations. The root cause for the Port side oil migration was a failed “O-Ring” in way of the installed Oil Distribution Box to the Port Reduction Gear case.

3 ITEM LOCATION

4 OWNER FURNISHED EQUIPMENT/MATERIAL/SERVICES: na

5 STATEMENT OF WORK:

a) Contractor to provide all labor material, and services of a recognized LIPS Controllable Pitch Propeller Technician to oversee all aspects of this repair.

b) Prior to commencement of work, Ships Force will accomplish a pre-operational test of the system and verify proper pitch control, pressures, and temperatures of the Control System

c) Upon completion of pre-operational test, Ships Force will accomplish lock out and tag out of components in accordance with onboard Safety procedures.

d) Under the guidance of the LIPS Service Technician, Contractor shall commence draining installed hydraulic oils in suitable containers, make necessary electrical and mechanical disconnections to allow removal of installed Oil Distribution Box from the Starboard Gear Box assembly. Prudent effort needs to be accomplished to minimize any petroleum product waste stream from entering the vessel’s bilges.

e) Convey removed assembly from Ship to Shop and dis-assemble to determine source of oil migration from hydraulic oil system into the reduction gear box lube oil system.

f) Reassemble the Oil Distribution Box assembly renewing all removed and disturbed gaskets and O-Rings. Return unit to the vessel and reinstall.

g) Accomplish cold plant pitch control verification prior energizing the System. For estimating purposes, Contractor shall assume one (1) drum of replacement SHELL TELLUS 32 hydraulic oil will be required to restore operating system normal fluid operational liquid levels prior to operation.

h) Upon completion of repairs, Ship’s Force shall accomplish an operational test of the system. Significant awareness needs to be utilized verifying Stbd propulsion shaft “wash water” when the system is at Zero Pitch.

i) Contractor shall dispose of all used oil, rags, dirt and debris associated with this repair in accordance with prevailing Local, State, and Federal regulations.

ITEM 06 ANNUAL FIRE FIGHTING EQUIP. INSPECTIONS/SERVICE

The intent of this work scope is to provide all materials and labor to accomplish Annual Fire Fighting and Safety Equipment inspections with resultant certifications as specified in accordance with USCG and ABS regulations. All inspections, servicing, repairs and tests shall be conducted by an ABS & USCG certified Fire Fighting & Safety Equipment Service Company.

3 ITEM LOCATION / DESCRIPTION

All work shall be performed aboard the Training Ship Freedom Star which is moored alongside her pier at 45353 St Georges Ave, Piney Point, MD 20674

3.1 LOCATION: Throughout the vessel’s working, cargo and habitation spaces, excluding the inside of enclosed tanks, voids cofferdams or sumps.

3.2 DESCRIPTION: Regulatory Required Inspections, servicing, tests and selected repairs for the following systems. Repairs as noted

4 OWNER FURNISHED EQUIPMENT / MATERIAL / SERVICES:

4.1 Operating Engineers to support cycling of equipment - starting and securing same as needed to support surveys. Contractor shall coordinate 24 hours in advance any operation requiring crew involvement

4.2 Crane service to upload equipment to Main Deck Aft. This will include

Crane operator and spotters only.

4.3 Free access to locations as needed throughout the vessel.

4.4 The Ship’s crew will assist contractor hydro testing of fire hoses and inspection of fire stations.

5 STATEMENT OF WORK:

1. Perform Annual Inspection, Maintenance & Testing of All Portable Fire Extinguishers

1.1. Intent & Description: It is the intent of this line item for the Contractor to provide all labor and materials necessary to accomplish all required inspections, maintenance and testing the portable extinguishers listed below. The maintenance required to be performed is determined by the manufactured (Mfg.) date and/or last 6 year hydrostatic

(Hydro) test date or recharge (rch.) date. Estimate thirty (30) fifteen pound CO2, one 9 pound halon, and one 5 pound halon. One each 2.5#, 5#, and 10# ABC dry chemical fire extinguishers.

2. Perform Annual Inspection, Maintenance & Testing of All Halon and FM 200 Systems:

2.1. Intent & Description: It is the intent of this line item for the Contractor to provide all labor and materials necessary to accomplish all required inspections, maintenance and testing of the fixed extinguishing systems. At a minimum, this testing will include the weighing and inspection of all cylinders, the testing of all pull boxes and cables, timers, shutdown switches, sirens, and the inspection of all hoses, piping and nozzles. The Contractor is responsible to demonstrate the satisfactory operation of all fixed extinguishing systems to the attending USCG inspector. One 682# Halon, One 80# FM 200 and one 45# FM 200 system.

2.1.1. The Contractor shall hydrostatically test and cylinder hoses as needed and identified by the COR.

2.1.2. The ship’s crew will be available to start and reset all ventilation fans, pumps and generators, as necessary, for the demonstration of their required shutdowns.

2.1.3. The Contractor shall provide 3 copies of all inspections, maintenance and testing records to the COR on the appropriate NFPA forms.

3. Perform Annual Inspection, Maintenance & Testing of The Fireboy-Xintex Elite RSM Fire Detection System:

3.1. Intent & Description: It is the intent of this line item for the Contractor to provide all labor and materials necessary to accomplish the annual inspection, maintenance and testing of the Fire Detection system. Contractor shall be responsible to demonstrate the satisfactory operation of this system to the attending USCG inspector.

3.1.1. The Contractor shall test each of the sensors, as identified on the vessel fire plan, for proper operation.

3.1.2 The Contractor shall inspect and clean the internals of the indicator panel.

3.1.3 The Contractor shall provide 3 copies of all inspections, maintenance and testing records to the COR on the appropriate NFPA forms.

4 General Alarm Systems:

4.1 Intent & Description: It is the intent of this line item for the Contractor to provide all labor and materials necessary to accomplish the annual inspection, maintenance and testing of the General Alarm Systems to include the testing of all fire alarm stations, bells and pulls.

4.1.2 Contractor shall be responsible to demonstrate the satisfactory operation of this system to the attending USCG inspector.

5 Inspect and Service SCBAs

5.1 Intent & Description: It is the intent of this item for a Contractor, certified by MSA in the maintenance and repair of the MSA Firehawk model SCBAS, to inspect and service, two SCBAs in accordance with the requirements of 49 CFR 180.205, the NFPA and the original equipment manufacturer (MSA). That servicing shall include, at a minimum, the following: Annual service, cleaning, flow test and bench test of SCBAs.

Hydrostatic test of needed cylinders.

Perform VIP inspection of two cylinders The cylinders and packs shall be made available to the Contractor for pick up on the pier. The Contractor shall transport the SCBAs to his facility for testing and repairs, and return them pier-side upon the completion of all work.

The Contractor shall provide the COR with a Condition Report and repair quote for any needed repairs or replacements required beyond normal servicing.

6 Fire Stations

6.1 Intent & Description: It is the intent of this line item for the Contractor to provide all labor and materials necessary to accomplish all required inspections, maintenance and testing of the ten fire stations. At a minimum, this testing will include the hydro testing the fire hoses, the testing of all nozzles, piping, valves and cut offs.

7 The Contractor shall provide 3 copies of all inspections, maintenance and testing records to the COR on the appropriate NFPA forms.

6 PERFORMANCE CRITERIA/DELIVERABLES:

The standard working hours are dayshift only Monday thru Friday between the hours of 0800 to 1600 excluding holidays. For safety reasons, any contractor wishing to perform work outside of these hours is to make arrangements with the Shore Staff in advance.

Any growth work that is accomplished without written approval from the Contracting Officer’s Representative (COR) is done so at the Contractor’s risk.

Any deficiencies found during the duration of this item are to be documented in electronic format and submitted to the COR in a timely manner.

Upon completion of this job a full report is to be issued and emailed to the Port Engineer in electronic format documenting the work that was accomplished on this item.

7 NOTES:

This work shall begin on a mutually agreed date between MARAD, the Contractor and the TS Freedom Star’s Chief Engineer. Questions are to be addressed to the vessel’s

COR.

ITEM 07 LIFE RAFT ANNUAL SERVICE AND RECERTIFICATION

The Intent of this work scope is to accomplish annual ABS / USCG servicing service and recertification of four (4) VIKING Model 25DK+ life rafts.

5 STATEMENT OF WORK:

The Contractor is to provide labor and materials to remove from vessel, pick up and transport the life rafts to a USCG approved life raft inspection/repair facility.

The Contractor is to conduct all annual tests and inspections required by USCG CFR 160.051-6 and SOLAS 96 regulations. This shall include the upper/lower pressure test, stretch test, inner / outer light test, NAP test, and floor strength test.

The Contractor is to use the provided list for each vessel to quote those items that would be required given the information provided.

For bidding purposes the Contractor is to provide unit pricing for new 2-year disposable hydrostatic releases. The Contractor is to replace hydrostatic releases that are either due or damaged which will be subject to additional costs and a change order.

The Contractor is to plan for renewal of all bands, clips, and annual container straps in his quoted inspection price.

The Contractor is to provide unit pricing for the 5-year testing inclusive of cylinder hydro, refilling and cutting disc.

Contractor to include in the bid the cost of replacing all annually required items including but not limited to, food, water, cement, batteries and sea cells. Any additional replacements (other than those listed above) shall be completed through a modification to the purchase order.

Upon completion of the certification the life rafts are to be delivered to the vessel and installed onboard. All certificates are to be delivered prior to installation of the life rafts and hydrostatic releases.

The Contractor is to provide a written list to the port engineer of all items requiring replacement which are not included in this quote and will be done under a change order.

6 PERFORMANCE CRITERIA/DELIVERABLES:

Upon completion of this job a full report is to be issued and emailed to the COR in electronic format documenting the work that was accomplished on this item.

7 NOTES:

The contractor is to complete item as soon as possible as this is a readiness issue.

Deviation from this schedule is allowable only with written consent from vessel COR.

ITEM 8 THERMOGRAPHY AND VIBRATION SURVEYS

It is the intent of this SOW to perform a vibration and infrared survey on numerous equipment in accordance with the American Bureau of Shipping (ABS) “Guide For Surveys Based On Preventive Maintenance Techniques (2003)”.

3 ITEM LOCATION

The majority of this SOW shall be performed aboard the Training Ship Freedom Star, located at the Seafarer’s Harry Lundeberg School of Seamanship, 45353 St.

George’s Ave., Piney Point, MD 20674. The remaining scope of work, which requires measurements on the main engine and shafting, shall be performed with the ship underway. This underway period shall occur around Piney Point, MD and will have a drop off on the date of departure or the next day, to be determined by the technician.

The Contractor shall be disembarked by boat in the area of Tall Timbers Marina and provided transportation back to the school.

5 STATEMENT OF WORK:

CLIN 0001 - Gather Vibration Data: An ABS certified vibration analysis contractor is to gather both overall and spectral (FFT) vibration velocity measurements in three orthogonal planes at each accessible bearing of the thirty-nine (39) equipment listed in the table below. The number of measurements taken, their frequency ranges (as determined by their high and low pass filter settings), and the resolution of those measurements shall be such as to make it possible to identify any existing faults in that equipment. In addition to the vibration velocity measurements, HFD (high frequency detection, measured in g’s acceleration) shall be taken at each accessible bearing.

Ultrasonic measurements shall also be taken in the area of each bearing and coupling.

An Engineering Officer shall be appointed by the Chief Engineer to start/stop various equipment for the technician gathering the data.

CLIN 0002 – Gather Infrared Measurements: An ABS certified infrared technician shall scan the internals (buss bar and circuit breaker connections) of the main switchboard, auxiliary switchboard, emergency switchboard and all motor controllers of the equipment listed above in CLIN 0002 for the purpose of identifying temperature anomalies (electrical faults) in that equipment. When necessary, amperage readings shall also be taken to help identify phase imbalances and/or overload conditions.

Serious faults shall be brought to the attention of the Chief Engineer as soon as possible.

An Engineering Officer shall be appointed by the Chief Engineer to start/stop various equipment for the technician gathering the data.

6 PERFORMANCE CRITERIA/DELIVERABLES:

Perform Analysis of Vibration and Infrared Data and Produce Report: An ISO certified vibration analyst shall analyze the data gathered in CLIN 0001 for the existence of any equipment faults. Those faults, and the recommended actions to remedy them, must be clearly stated in a printed report. An ISO certified infrared technician shall analyze the data gathered in CLIN 0002 for the existence of any equipment faults.

Those faults, and the recommended actions to remedy them, must be clearly stated in a printed report which includes photos of the faults.

Notification from the Contractor shall be expected as soon as possible on machinery which is exhibiting serious vibration or thermal concerns. The complete report shall be delivered no later than 4 weeks after the final readings are taken.

These two reports (both vibration and infrared) shall be produced in triplicate in both printed and CD format and delivered to the attention of Tim McGeein, 7737 Hampton Blvd, Building 19, Suite 300, Norfolk, VA 23505-1204.

ITEM 9 SUPPLEMENTAL LABOR

Contractor shall furnish a unit price quote for 125 man-hours of supplemental labor. This shall be a fully burdened labor rate, and is applicable seven days a week (i.e.

no overtime, penalty time or other escalations will apply). These hours will only be allocated for industrial labor. Supervision, management, QA, and other such labor is considered part of the rate burden. Supplemental hours, if authorized, will be allocated by the COR via Delivery Orders.

ITEM 10 SUPPLEMENTAL MATERIAL

Contractor shall provide an allowance for up to $5,000.00 in Supplemental Material charges. There shall be no burden on these charges for either subcontracted costs or material charges. If Supplemental Material is required, it will be allocated by the COTR via Delivery Orders.
