The following questions were submitted:
1. Solicitation Document; Wage Determination section;
Q - Can the government assign a Occupation Code from the SCA Directory of Occupations for the
Electronic Equipment Installation position? (The Laborer position has properly referenced occupation code)
A - Please refer to the wage determination.
2. Statement of Work Document; Work Item:3 Supplemental Material
“Contractor shall provide an allowance for up to $8,000 in Supplemental material charges. There shall be no burden on these charges for either subcontracted costs or material charges.”
Revise Statement of Work Item 3 into read:
“The Government shall provide an allowance for up to $8,000.00 in Supplemental Material charges.
There shall be no burden on these charges for either subcontracted costs or material charges. If
Supplemental Material is required, it will be allocated by the COR via Delivery Orders. Supplemental material, if authorized, will be allocated by the COR via Delivery Orders.”
Q - Is the restriction on applying burdens to the $8,000 figure for bid submission evaluation purposes only? Or will the government not allow for burdens on supplemental material charges upon award? Our company’s accounting structure calls for the application of G&A on all material as approved by DCAA. Not applying this burden to materials purchased would not be in alignment with our approved accounting practices.
A - Please see the revised SOW and Vendor price sheet.
3. Pricing Document - Does the government want only 1 Labor Hour Rate? Or should separate labor hour rates be provided for each Trade Category?
A - Please see the revised SOW and Vendor price sheet.
4. Pricing Document - Should contractors bid only the two labor categories listed in the Solicitation
(question 1)?
A - Please see the revised Vendor price sheet.
Revise Statement of Work (SOW) Item 2 into read:
“Contractor shall furnish a composite labor price quote for 150 man-hours of supplemental labor.
This shall be a fully burdened labor rate, and is applicable seven days a week (i.e. no overtime, penalty time or other escalations will apply). These hours will only be allocated for industrial labor. Supervision, management, QA, and other such labor is considered part of the rate burden. Supplemental hours, if authorized, will be allocated by the COR via Delivery Orders.”
