QUESTIONS AND ANSWERS

QUESTION ANSWER

Pg 12 of the SOW - states that it is the Contractor’s obligation to provide written notification in the Bid Package of conflicts with the spec or dwgs. On other previous contracts, MarAd has stated that any qualifications to, or caveats submitted with, a Bid Package may disqualify a Contractor’s bid. Please clarify.

The intent of this section is to allow this question and answer dialogue prior to the submission of the Contractors final pricing. This and the acknowledgement by all bidders that they have reviewed all amendments in the bid package.

Pg 14, Schedule Requirements - states that the Contractor does not have to submit a Gantt or CPM Schedule until after award. Pg 29, Progress meetings and Pg 29, SOW states the CPM is required with the offer. Please clarify.

The Contractor need not submit as part of their bid package the complete Gantt or CPM schedule, this will be required prior to the start of any work, and shall clearly demonstrate that the contractor has the resources and technical ability to complete the intent of the SOW.

Pg 20, CPM Schedule - requires the Time-Scaled Logic Diagram, Network Report, and the Schedule Report to be submitted by the Contractor. Please verify that these are required after the award.

Yes, they will be required after award.

Pg 20 requires the Gantt Chart must be in MS Project format. Pg 29, Progress Meetings state Microsoft Project 2010 or equal. The Offeror uses Turbo Project.

Please clarify the requirement.

The GOV’t used MS Project, if the Contractor uses a different program in shall have the ability to export ALL information into MS Project. The shall include all sub tasks, resources, special tools, Subcontractors, and etc.

Pg 22, Contractor’s Obligation - states that all power, water, lighting are to the Contractor’s account. Please verify that the Academy will be providing no services including lighting during this contract.

Water and 120v/1p/60hz power will be available from the ship, all other power shall be provided by the Contractor.

Pg 30, Coating Guideline SOW – requires the Contractor to warrantee the coating system for 5 years from defects of material or workmanship. The Contractor

The warrantee is for defects of material or workmanship and shall be in accordance with the manufactures warrantee, the determination shall be IAW with SPCC

Amend 0002 has no control over the planned maintenance performed, or the use of, the cargo blocks to be rebuilt. What is the criteria for determining that the paint system or its application has failed?

standard used in the application and the manufactures application instructions.

Pg 31, Safe for Entry - requires the Contractor to submit OSHA Form 73. Is that after award?

Yes, Form OSHA 73, “Designation of Competent Person.” Shall be provided after award.

Pg 34, Staging – will the Contractor be able to place an articulating manlift on the cargo hatch, properly protected with dunnage to distribute the load, as done previously?

Yes, but the Contractor may need to remove the man-lift when not in use. The contractor will need to ensure that any equipment meet and is qualified for the proposed use.

Pg 36, Abstract – states the intent of the inspection is to include components of the cargo gear for the 5 year inspection.

Section B 201 has line items for the runners and the blocks, but not for the winches. Are the winches part of this contract?

The Contractor should bid to complete the intent. All other information is provided to give the contractor the best information available to perform the intent. MarAd is intending to contract a specialist who by virtue of their experiences and qualifications has the ability to perform the intent of this SOW.

The Contractor should bid with the intent of providing all services required to complete a 5 year ABS cargo gear inspection.

Pg 37, SOW – states that a credit may be given if a wire rope is inspected, tested, and determined to be reusable. What test will be performed on the existing wire rope, by who, and when will that test be accomplished, as the specification states that removal of the wire ropes is the very first step? The pricing does not have a line item for initial testing of all the wire ropes (and respective blocks) prior to their removal. Is pull testing of the existing wire ropes after removal to be included in the Contractor’s pricing for each wire’s line item? Is the intent of the credit, and therefore the individual wire

Initial test and recommendations shall be completed by the Contractor and provided to the Contracting Officer, COR and ABS. If any recommendations on the actual inspections required are accepted by the Contracting Officer any credits due shall be negotiated using an earned value based on the actual level of effort the contractor has expended.

Pg 37, Tagging – are the tags to be permanent tags on each component, and if so, what type and grade of material is desired, and how does MarAd want them affixed?

The tags shall be made from a non-ferrous material and affixed by a method acceptable to the COR.

Pg 37, Heel Pins – historically, these pins are extremely difficult to remove and may require days of the large crane service and heating of the housing. Is the intent that the Offeror has to price the effort accordingly, and that a CFR will not be allowed for work “above and beyond the norm” for these pins?

The Contractor needs to bid the intent of the SOW, if a specific contractor has historical data that implies a specific risk they should bid accordingly. A Deliver Order will not be issued to perform an item that is clearly part of the intent of this

SOW.

Pg 39, Block Credit - states that a credit may be given if a block is inspected, tested, and determined to be reusable.

What test will be performed on the blocks, by who, and when will that inspection/test be accomplished? The pricing does not have a line item for initial testing of all the blocks prior to their removal from the ship. The concern here is at what point do you want the price to reflect a creditable cost, prior to removal, or after removal but before disassembly? Since the entire effort related to a block is one line item cost, then the credit should take place prior to any effort to remove it. Please clarify the credit application.

Pg 39, Cargo Boom Weight Test – will the Government provide their weights for the testing?

The Ship has 3-ea of Water Weights 5-ton weights for use by the contractor (when not in use by the ship) the Contractor is responsible for all other weights. The Contractor is not guaranteed the weights will be available at the time the requested, but will be

Pg 40, Aft Crane – what is a Certification Inspection for this crane?

Certification shall be by the OEM for the service installed, ABS will issue a statement of fact bases on the work conducted in this SOW.

Pg 40, Hyd Hoses – what material should be used for the new hydraulic hose fittings, and should they be wrapped with Denso Tape upon installation and inspection?

All hoses shall be replaced in like kind as approved by the OEM.

Pg 40, Aft Crane Weight Test – what is the test weight required since the wire ropes are to be replaced?

The Aft Crane Weight Test shall be IAW the ABS requirements (the crane be tested to its full capacity. At 125%, that would be 50,000#)

Pg 38, Supplemental Manhours – Work items 203 and 204 discuss 120 manhours of Supplemental Labor. Section B states

60. Please clarify.

The Contractor shall bid 250 man-hours of Supplemental Labor, IAW the SOW

Gen’l – When reaving the new wire rope onto the cargo wire blocks, should the Contractor reave the wire IAW the drawings provided, or with the manner in which the wires are currently reaved?

The wires shall be reaved in the manner in which the wires are currently reaved.

Gen’l – will the Contractor be allowed to have a trailer and Storage Box on the pier, and utilize the pier electricity connections nearby for power?

Yes

Gen’l – will the Contractor be required to provide an individual sheet denoting the pertinent measurements and findings on each block?
