Instructions for items other than those that are self-explanatory, are as follows:
Item 1 (Contract ID Code). Insert the contract type identification code that appears in the title block of the contract being modified.

For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.
For a supplemental agreement, the effective date shall be the date agreed to by the contracting parties.
For a modification issued as an initial or confirming notice of termination for the convenience of the Government, the effective date and the modification number of the confirming notice shall be the same as the effective date and modification number of the initial notice.
For a modification converting a termination for default to a termination for the convenience of the Government, the effective date shall be the same as the effective date of the termination for default.

a. The following questions and answers were received as of 7/30/2021:
Question #1: The SIR Attachment+B-1+Pricing+Schedule+protected+7-21-21 tab “Years 1-5” provides the level of effort (Est Hrs) for each of the labor categories for years 1 through 5. Many of the hours are for part time individuals. In order to determine, from a staffing approach, the number of people needed to accomplish the SOW tasks, could the Government please define what the number of productive hours is being used for this effort – 1,920 or 1,880.
Additionally, are Offerors permitted to adjust the number of hours to reflect our technical solution; or, is it a requirement to bid the exact number of hours in Attachment B1?
Answer to Question #1: One full time equivalent (FTE) position is equivalent to 1880 hours/per year. The hours in the pricing schedule are locked, therefore, no adjustments are authorized.
Question #2: The Screening Information Request (SIR) anticipated requirements chart, page 71 For the “Common Support Services – Weather (CSS-Wx)” requirement / Row, the Labor Category and LoE text does not seem to exactly line up. Please clarify.
e.g., is the Systems Engineer I shown at 0.50 FTE, Systems Engineer II at 1.00 FTE, etc.?
Answer to Question #2: SIR Section L.5.2.1 chart has been updated to correct the misaligned rows. Please see updated chart at Section L.5.2.1.
Question #3: Attachment B-1, Pricing Schedule, identifies the Meteorologist Level 1 as a key position, with 5720 hours in year 1. The transition tasks described in L.5.2.1 show (0.5FTE+0.5FTE) Meteorologist Level 1 as a key position, and an additional 0.25 FTE non-key Meteorologist Level 1.
Instructions to offerors include one key resume in Factor 2. Can we assume that only one Meteorologist Level 1 is key, and provide one certified resume for same?
Answer to Question #3: Only one (1) Meteorologist position is a Key Personnel position and one certified resume for the same is required to be submitted. Please see SIR Section L.5.2.2.c) iii) for details on certification requirements.
The chart in Section L.5.2.1 illustrates the Meteorologist I (Key Personnel position) as .75 FTE in CSS- Wx and .25 FTE in NWP, which equals 1 FTE.
Question #4: Various fields of the SIR, including item 3 on page 73, require a certified resume for the one key position. Can we assume that “the proposed individual’s statement attesting to the veracity of the information provided in the resume, signature, and date” is sufficient to meet the certification requirement?
Answer to Question #4: Yes. Reference is made to SIR Section L.5.2.2.c).
Question #5: Per the PWS, all Meteorologists are expected to have a Bachelor’s Degree in Meteorology.
Many of our Meteorologists (as well as senior Meteorologists throughout industry, Government, and academia) have earned graduate and undergraduate degrees in Meteorology, Climatology, Atmospheric Science, or Earth Science.
The American Meteorological Society defines a meteorologist as “a person with specialized education which "… usually includes a bachelor's or higher degree …. Many meteorologists have degrees in physics, chemistry, mathematics, and other fields. The broader term ‘atmospheric science’ often is used to describe the combination of meteorology and other branches of physical science that are involved in studying the atmosphere. “
Will the Government change the Meteorologist degree requirement to “Bachelor’s and/or graduate degree in Meteorology, Climatology, Atmospheric Science, or Earth Science?”
Answer to Question #5: SIR Attachment C-1, AWTESS Statement of Work, Section 10.0, Meteorologist, Degree Requirements (from an accredited college or university) has been updated to include “Bachelor’s Degree in Meteorology, Climatology, Atmospheric Science or Earth Science.” The SOW is now dated 8/2/21.
Question #6: Will the Government confirm our assumption that the result of this procurement will be a Single-Award IDIQ to the successful offeror?
Answer to Question #6: Yes. A single award will result from this SIR. Please see Section M.1, 3rd paragraph. (The Government intends to select one contractor and issue a single award for this acquisition.)
Question #7: Would the Government consider granting a 14-day extension to the proposal due date, so Industry may develop and submit comprehensive and competitive offers in support of this acquisition?
Answer to Question #7: The submission of proposals is extended and due no later than 2:00 p.m.
(Eastern Time) on August 30, 2021. SIR Section L.1.b. is updated to reflect this update.
Question #8: Will the Government confirm that the Place of Performance for this contract is on-site at the William J. Hughes Technical Center and that no remote, virtual, or telework will be required, for any reason, in the performance of this contract? (Other than possible travel to sites listed in F.2.)
Answer to Question #8: The place of performance for this contract is onsite at the FAA William J. Hughes Technical Center (WJHTC) (reference Section F.2). It is noted that maximum telework support is currently authorized due to the COVID-19 pandemic. This situation is not the norm, and it has not yet been determined when full time support will resume onsite. However, the FAA expects performance to resume onsite at the FAA WJHTC once COVID-19 concerns subside.
Question #9: Will the Government confirm that no employees filling labor categories listed in the SOW require Security Clearances as a requirement of employment?
Answer to Question #9: No. Security clearances are a requirement for labor category positions.
Question #10: We respectfully request the Government’s guidance on work location flexibility for the Meteorologist I key position. Given the current COVID 19 remote workplace restrictions would it be acceptable for the person proposed for the Meteorologist I key position to work remotely and travel to WJHTC on TDY as necessary?
Answer to Question #10: All positions, including the Meteorologist I key position is to perform on-site at the WJHTC. See Answer to Question #8.
b. The proposal receipt date is extended to no later than 2:00 p.m. (Eastern Time) on August 30, 2021.
