BAA 692M15-20-R-00004
White Paper Call 008
Data Analysis of Previous Airport Technology Research and Development Branch (ATR) Paint Projects
February 15, 2022
This Call (008) for white papers is being issued in accordance with FAA Broad Agency Announcement (BAA) 692M15-20-R-00004, which was posted on FAACO.com on December 05, 2019 and last updated on sam.gov on February 15, 2022. Respondents must refer to the document entitled 692M15-20-R-00004 Rev R10, Amendment 009 (February 15, 2022) in conjunction with this Call to prepare and submit their white paper. All instructions set forth in the 692M15- 20-R-00004 Rev R10, Amendment 009 solicitation document apply to the Call. This Call provides supplemental information and specific criteria to the Government requirements. Information included herein applies to this Call only.
The FAA has an immediate requirement in support of research Topic Number: ARAS0011 Data Analysis of Previous Airport Technology Research and Development Branch (ATR) Paint Projects as described below. White papers submitted under this call are due by close of business on March 17, 2022. White papers received after that date will be considered under the BAA Topic related to this Call, however, selection of the technologies may already be complete for the specifics of this Call.
Topic Number: ARAS0011:
Data Analysis of Previous Airport Technology Research and Development Branch (ATR) Paint Projects
Technical POC: Wesley Major; Wesley.Major@faa.gov Copy: 9-ACT-AAQ-600-BAA@faa.gov
Background:
The Federal Aviation Administration (FAA) maintains multiple Advisory Circulars (AC) related to airport markings. One important piece of guidance material is found in Runway and Taxiway Marking Specifications (Item P-620) published in AC 150/5370-10H, Standards for Specifying Construction of Airports, that includes numerous approved paint marking and glass bead materials. The FAA has been conducting paint related research and has published finding in multiple publically available reports.
Section 146 of the FAA Reauthorization Act of 2018, requires an assessment of Type III and Type I glass beads at multiple airports. Specific requirements contained in Section 146 are below.
(1) an independent, third-party study to assess the durability of Type III and Type I glass beads applied to critical markings over a 2-year period at not fewer than 2 primary airports in varying weather conditions to measure the retro-reflectivity levels of such markings on a quarterly basis; and
(2) a study at 2 other airports carried out by applying Type III glass beads on half of the centerline and Type I glass beads to the other half and providing for assessments from pilots through surveys administered by a third party as to the visibility and performance of the Type III glass beads as compared to the Type I glass beads over a 1-year period.
The FAA ATR has completed multi-year research efforts that have examined paint type, bead type (retro reflectivity), friction, and pilot feedback. Data from the following publically available research reports will be used for analysis to address requirements outlined by Section 146. Additionally, data from yet to be published Phase 2 and Phase 3 of Cyrus et al. (2016) will also be provided. Data types and collection methods are explained in each report listed below.

Data collection in the above reports were conducted at the FAA William J. Hughes Technical Center, Newark International Airport (EWR), Atlantic City International Airport (ACY), Phoenix International Airport (PHX), Fort Lauderdale-Hollywood International Airport (FLL), Pittsburg International Airport (PIT), and Savannah/Hilton Head International Airport (SAV).
Purpose:
The purpose of this project is for an independent, third party to perform quantitative and qualitative data analyses on previously collected FAA airfield paint marking data. An assessment of Type III and Type 1 glass bead durability, visibility, and performance is required to specifically address the intent of the Section 146.
Requirements:
The FAA would like white papers to address the specific areas listed below along with related experience with retro reflectivity of paint markings. Submittals are not limited to these requirements:
Assess the FAA’s data collection means and methods with respect to data quality and completeness with relevance to industry standards such as ACs, ASTM, and any other applicable standards.
Propose a process to select and perform descriptive and statistical analysis on previously collected FAA airfield paint marking data. Analysis will explore trends, anomalies, and possible correlations between variables. Both qualitative and quantitative analysis are required. Reponses shall include details on the types of statistical analyses proposed with reasons why the analyses were chosen. Proposers shall also consider additional analyses if warranted.
Provide a comparative performance, durability, and life-cycle analysis of Type I vs Type III glass beads across various paint types. The evaluation must consider the differences in material/equipment used, cost, and maintenance.
Assess the relevance and completeness of previous field studies conducted by the FAA to meet the two proposed additional field studies under Section 146. Identify information gaps, if any exist, and provide recommendations for any future studies to meet Section 146 requirements.
Period of Performance/Rough Order of Magnitude:
The Period of Performance (PoP) for projects under this topic is anticipated not to exceed 12 months. Projects of longer duration will NOT be considered. The Rough Order of Magnitude (ROM) will be determined based on the projects proposed. ROM for this research is expected not to exceed $325,000.00.
