Secretary of Labor for final determination.

TECHNICAL PROVISIONS

C.14. SUBMITTALS.

Bidders. All prospective bidders shall include with their offer a brief description of the means of performance, safety measures to be implemented to insure conformance with OSHA Standards and methods/procedures to be used to accomplish the work.

The Contractor shall submit the following after contract award and prior to a preconstruction meeting:

1. A detailed work plan and progress schedule showing the order in which work is to be performed and the dates on which the Contractor contemplates starting and completing the salient features of the work including acquiring materials, plant and equipment. The schedule shall be in the form of a progress chart of suitable scale to indicate approximately the percentage of work scheduled by any given date during the period.

2. A schedule of values to be used by the Corporation when making progress payments.

3. A detailed project-specific health and safety plan to describe how all aspects of the work will be accomplished in accordance with OSHA Standards. This plan shall include methods and materials to protect the recess openings while work is suspended, and to prevent dropping objects into the openings during the work.

4. Materials submittals: Manufacturer’s data, cut sheets, shop drawings, and all other applicable/significant data for all materials to be used, including but not restricted to those named in C.15. f below.

C.15. MATERIALS AND METHODS.

a. General: The deep shaft-like recesses in the lock wall deck that require new gratings are culvert valve bulkhead recesses. These recesses allow large steel closure structures (bulkheads) to be placed into the lock filling/emptying culvert valves upstream and downstream of the culvert valves to allow the culvert valve to be dewatered. The bulkhead recess extends 80 feet deep into the concrete wall monolith in order to reach the culvert. The new AASHTO H-20 gratings to be installed are deeper than the existing, thus the existing frame cannot be used. A new frame comprised of larger and deeper angles is necessary to seat the deeper and stronger grating. This will require a deeper and wider grating seat recess in the concrete around the top edge of the bulkhead recess opening.

b. Existing Frames. The existing frames are 1¼” angles anchored into the concrete as shown on the reference drawings. Contractor shall carefully remove the existing gratings and frames from the openings. The two Eisenhower Lock downstream-most bulkhead recesses, as shown on the contract drawings, contain steel beams that were previously placed across the recess to support an isolated load greater than the grating capacity. These beams were installed in additional “beam” pockets that were cut into the original concrete on each side of the recess, to seat the beams. These beams shall be removed and the beam pockets concreted in to match the deck and recess walls.

c. Grating Seat Recess: The concrete at the recess opening edge shall be saw cut deeper for the new frame 4” angles and the existing 1¼” steel angle frames shall be completely removed. The perimeter cut on the deck shall be slightly larger than the outer frame dimensions as shown on the drawings and slightly deeper than the angle section, to allow room for ½” to 1” of non-shrink grout behind/under the frame steel. The cuts shall be straight, true and even. The saw cuts may encounter the anchors for the existing frames, as shown in the reference drawings. These shall be cut as they are encountered. At the two bulkhead recesses downstream of the downstream culvert valves at Eisenhower Lock, remove the steel beams, clean out the beam pockets, apply a bonding agent (for conventional poured concrete) and then fill the pocket space with concrete to match the original lock wall concrete profile that

IFB # 6923G5B0005 Page 11 of 38 existed before the pockets were cut in the opening edges. If the steel beams have anchor bolts, these shall be cut as necessary to remove the beam. New concrete shall have a minimum 28-day compressive strength of 4,500 psi. The Contractor is responsible for obtaining third party services laboratory testing services to verify placed concrete has achieved the minimum compressive strength. The Contractor shall submit the results of laboratory testing services to the COTR.

d. New Frames: New frames shall be made up of 4” galvanized steel angle stock as shown on the drawings, and installed centered on the existing deep recess “shaft” opening. The frame dimensions shall be such that the inside length and width, as measured from the inside surfaces of the flanges are 1 inch wider and longer than the grating panel so that there is nominally ½ inch clearance all around the panel in place. All welding shall be done in accordance with the AWS Structural Welding Code D1.1, latest edition. Use low hydrogen E70XX procedures in accordance with this Code. The new frames, being of larger angle stock, will require the seat recesses in the top of the concrete opening to be cut deeper and wider into the concrete to provide more room for the 4” angle. As there are slight variations in the bulkhead recess opening “shaft” dimensions, some slightly smaller shafts may end up with a small protrusion of concrete into the recess beyond the inner edge of the angle. This is acceptable if the full width of the angle lower flange is seated on the concrete. No. 4, grade 60 or equivalent by 12” long x 12” o.c.

spaced dowels shall be used to anchor the frame angles. A construction adhesive such as HILTI ICE, HY 150, or equivalent, installed in accordance with the manufacturer’s instructions, shall be used to anchor the dowels into the existing lock wall concrete. The dowels are required to be longer in the “wing” notch areas for the downstream recesses at downstream Eisenhower Lock, as shown on the drawings. The additional dowel length shall be sufficient to allow for 12” embedment in the original lock wall concrete. The additional length will depend on the actual size of the “wing” notches, however, it is estimated at about 12”. A layer of non-shrink grout ½” to 1” thick shall be used to bed the frame angles, for an even and tight bearing against the original concrete.

e. Grating: The basis of design is the Interstate Grating "Heavy-Duty" AASHTO H-20 rated 22-W-4 product, 3½" deep with 3/8" bearing bars spaced 1-3/8" o.c., ASTM A123 hot-dip galvanized carbon steel. If another grating product is used, it shall have a 3½” depth and a minimum H20 rating with ASTM A123 hot-dip galvanized protective coating for the steel. The grating panel sizes shall be 1” less in width and length than the frame opening to allow a ½” space all around the panel when it is centered in the frame.

f. Materials. The following materials will be required for this grating replacement project:

Grating Panels. The new grating panels, shall be steel 3 ½” deep, AASHTO H-20 rated, and hot-dip galvanized per ASTM A123. One panel per recess location shall be provided.

Frame. The frame shall be L4x4x1/2” A36 or better structural steel, hot-dip galvanized per ASTM A123.

Field touch up of welds and damaged coating areas shall be with an approved cold-galvanizing material.

Dowels. No. 4, grade 60 steel reinforcing bar.

Construction Adhesive. Adhesive to anchor the dowels shall be HILTI ICE or HY 150, or equal in strength.

Non-Shrink Grout. Five-Star® or equivalent non-shrink cementitious grout. The non-shrink grout shall have a minimum compressive strength of 4,500 psi.
