6923G522R1080A0002 RFI(s) Response

Concrete Diffuser Replacement - Snell Lock

No. Question/ RFI Answer 1 Will there be a site walk scheduled prior to the

9/26/22 Phase I submittal? If not, who should we contact in order to arrange a site visit?

No, a site visit is not required at this time. The current due date is for Phase I

– Request for Qualifications. The Government has provided drawings, specifications and attachments for the offeror to review. This is sufficient information for the offeror to respond to the Phase I requirement.

2 It appears that the solicitation requires a bid bond but we do not see a percentage for the bond. Can you provide the required bid bond percentage?

FAR Clause 52.228-1 – Bid Guarantee has been incorporated. Please see attached.

3. Block #10 of the SF1442 indicates proposals are to be submitted via email only, while Block #13 indicates hard copies are required. Please clarify how proposals are to be submitted.

Proposals shall be submitted via email only to: purchasing@dot.gov

4. Block #10 indicates a Bid Bond (SF24) is required, but I did not see a dollar amount or percentage required – please advise.

See response to #2

5. Solicitation, Offer and Award Form block 10 indicates that proposals will be submitted by e‐ mail only. Block 13.A indicates that an original and one copy will be delivered to 180 Andrews Street, Massena. Will this bid be turned in electronically (e‐mail) or is a paper copy delivered to Massena required?

See response to #3

6. Solicitation, Offer and Award Form block 13.D and Part I Section B Instructions to Offerors note 4 both indicate that bid prices will be valid for 90 days. If a contract is not awarded by mid‐ November, the winning bidder will not have the necessary time to design, procure and fabricate materials prior to the January lock dewatering.

The Overall Project Schedule in Part I, C.1 shows the Award date as TBD. What is the intended evaluation period and/or when will the offeror be notified of award?

It is the Government’s intent to award within 90 calendar days of the proposal validity period.

7. Part I Section B note 3 asks for a detailed cost breakdown (L, M, OH & P) of the three basic requirements. Is there a specific form or format associated with the breakdown? It is not clear what you are looking for (i.e. do you want three

The offeror shall submit supporting documentation which clearly defines the breakdown of costs. Example- the offeror’s submission should be a separate document (pdf or Excel) which itemizes the cost for labor and material total labor lines, three total material lines, three total OH lines, three total profit lines?).

per line item. The offer shall itemize the cost for overhead, profit and bond on the total amount.

8. Part I Section B note 3 asks for a detailed cost breakdown (L, M, OH & P) of the three basic requirements. Is there a specific form or format associated with the breakdown? It is not clear what you are looking for (i.e. do you want three total labor lines, three total material lines, three total OH lines, three total profit lines?).

See response to #7

9. Section M 3.(a) paragraph one calls for the offeror to provide no more than two relevant past performance projects and paragraph three calls for no more than three past performance projects. Can you clarify if there is a difference between the two requirements or whether an offeror is to submit two or three past performance projects?

The offeror is required to submit at least two(2) but no more than three (3) relevant past performance projects.

10. Section K (a)(2) states that the small business standard is $39,500,00 which is also stated in section 10 of the Solicitation, Offer and Award.

Section 10 of the Solicitation, Offer and Award also states that the acquisition is Full and Open.

Please confirm that there are no size standards associated with this solicitation.

Amendment #A0001 dated 20 September 2022 updated the requirement to “Full and Open”. This requirement is being solicited under NAICS 237990. The SBA size standard is $39.5M.

11. Section K.2 Statement of Plant does not seem to apply to the scope of work. K.2 references Part I C which has a section C.6 Plant which also does not seem to apply to this scope of work. Is the offeror expected to fill out Section K.2? If yes, please clarify what information is required.

The offeror is expected to fill out section K.2. The offeror should include any Plant they anticipate utilizing to complete this project. Plant refers to equipment and machinery used during the project.

Examples would be cranes, excavators, and pumps.

12. Will the temporary bridge at the west end of the Snell Lock be in place both seasons? What is the weight limit for that structure?

GLS anticipates deploying the Bailey bridge for each season. The bridge is capable of taking H20 loads which allows most of GLS’s heavy equipment to traverse the bridge. The contractor shall propose what equipment they would like to traverse the bridge with beforehand.

13. Where will concrete spoils be disposed of?

Section C.8.a states “The Contractor may spoil concrete pieces removed during the demolition, unused fresh concrete and concrete truck washout on GLS property on the north side of Eisenhower and Snell Locks in areas designated by the COR.” Snell Locks should be removed from this section. All concrete spoils should be disposed of at Eisenhower Lock. The drawing “Site Map Indicating Concrete Spoil Area” shows general location of the disposal site.

Reinforcing bar shall not be protruding the surface at the spoil site.

14. Is the trash rack to the dewatering pit removable?

The trash rack shown in drawing 327‐C‐ 36‐4 is removable. If the trash rack is removed for the job it shall be securely reinstalled by the contractor prior to completion of each seasons work.

15. Clarification about the miter gate sill valve

The drawing 327‐C‐20‐25 shows the valve for the drain line that goes through the downstream miter gate sill. This valve will be open to allow water that accumulates upstream of the sill to drain during the winter shutdown.

16. How will the South side of Snell be accessed? The South side of Snell can be accessed by entering through the Maintenance Base gate at 251 Fregoe Road. The second right turn after entering the gate which goes between our storage buildings has a wider turning radius for vehicles that require it.
