Key requirements include using EPA and New York state-licensed lead abatement specialists, implementing wet removal methods, using HEPA vacuums, establishing negative pressure enclosures, applying EPA-approved lead encapsulant, and completing the entire project within 4 days of contract award. The contractor must follow all federal, state, and local regulations for lead abatement, provide comprehensive documentation, and ensure proper waste disposal.
