About this file

This is a Statement of Work for the renovation of the hot water system serving the Cleveland and Rogers barracks at the U.S. Merchant Marine Academy in Kings Point, New York, planned for FY 2025.

The project requires a qualified contractor to replace three Lochinvar hot water storage tanks (model RGA0257) and two Lochinvar PowerFin water heaters (model PFN1501) with new EnergyStar-certified equipment that matches or exceeds the existing performance specifications of 1,545 gallons per hour at 100°F rise. Electric heat pump water heaters are preferred, but high-efficiency natural gas units are acceptable as an alternative. The work includes installing a new 36" 90-minute fire door, pipe insulation, and isolation valves. The project must be completed within 180 calendar days after Notice to Proceed, with work performed during normal business hours (0700-1630 Monday-Friday). Installation is ideally scheduled for the USMMA Spring Break in early March to minimize impact on students. As the facility is listed on the National Register of Historic Places, all work must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties.

We are looking to replace three hot water storage tanks and two water heaters. The fire door will be replaced after the water heaters and storage tanks are installed. This project will have to be scheduled during a time when the student presence is low.

Otherwise, high-efficiency natural gas water heaters should be installed. Regardless of the type, the water heater units must be EnergyStar-certified, per the specifications at this link. Install three (3) storage tanks with equivalent storage as the existing tanks

(existing tanks are Lochinvar storage tanks model #RGA0257).
