QUESTION AND ANSWERS

1. Are there any incumbents currently providing these services? If yes, are there any pain points or challenges with the present contract vendors?

Answer: This is a new requirement.

2. Can the agency please confirm the total budget allocated for this contract?

Answer: This solicitation is being competed on SAM.Gov and is open to all small businesses. As a result, Contractors should submit their best and final quote by the date and time specified in the solicitation.

3. Can the agency please clarify if there are any specific submission instructions or guidelines?

Answer: As stated in the solicitation, all quotes must be emailed to porterd@usmma.edu and are due back no later than August 1, 2024 @ 9:00 a.m. EST.

4. Can the agency please confirm if we only need to submit the resume and pricing of the candidate?

Answer: Resumes are required along with the quote.

5. Is there any specific format for the pricing of the candidate, or do we only need to provide the hourly rate of the candidate?

Answer: There is no specific format for pricing other than the cost per hour and the total for the period of performance.

Can the agency clarify the requirement mentioned in the RFQ under the general requirements section, "Personnel in the employ of the Contractor shall, in the operation of motor vehicles, possess a valid State driver's license and registration, and current insurance certificate." Do we need to provide our firm's insurance certificate or the personal motor vehicle insurance certificate ?

Answer: You do not need to submit an insurance certificate. However, the candidate that you select should have a valid driver’s license, registration and insurance if driving on the Academy grounds.

6. The Solicitation states that this is a Firm Fixed Price purchase order, and it also states that only the Actual Hours Worked will be paid. Does this mean that the FFP should be an hourly rate?

Answer: Price should be based on an hourly rate mailto:porterd@usmma.edu

Solicitation 6923G224Q000013/AMENDMENT 0001 PAGE 4 OF 4

7. Also, as an FFP, how often am I able to invoice the government for this work and what is the expected turnaround time for payment after an invoice has been received? For example, if I am able to invoice monthly (for a month's work), should I expect NET 30 payment terms or sooner?

Answer: Once the award has been issued, the Contractor can either invoice bi-weekly or on a monthly basis. Payment Terms are Net 30 (Agency goal is to pay proper invoices for small business entities within 15 days or less).

8. Lastly, aside from everything stated in the SOW, are there any other activities, such as an orientation, or a security meeting, that would require in-person attendance prior to work commencement and that would not be part of the billable hours?

Answer: There are no activities or orientation requirements before the award begins. However, the Contractor employee performing under the Contract must undergo a background clearance. As such, the Contractor employee would be required to visit the Academy’s Human Resources (HR) Office to fill out paperwork to begin the background check and HR will let them know what else is needed to complete the process. This would not be part of the billable hours.
