About this file

This document is a Request for Information (RFI) questionnaire issued by the United States Merchant Marine Academy (USMMA), a component of the U.S. Department of Transportation, seeking information from potential contractors regarding contingent adjunct faculty services.

The RFI (Notice No. 6923G2-26-RFI-0001, Procurement Request No. MMAPR530026000010) is classified under NAICS Code 561320 (Temporary Help Services) and PSC U001 (Education/Training: Lectures). Responses are due by 2:00 PM Eastern Time on Friday, September 4, 2026, and must be submitted via email to FelizC@usmma.edu. The questionnaire seeks industry input on contracting solutions for recruiting adjunct faculty from two distinct candidate pools: actively sailing Merchant Marine officers and faculty in traditional academic disciplines (humanities, mathematics, sciences, and engineering). Key topics addressed include socio-economic/small business status, the viability of consolidating multiple academic disciplines under a single BPA/IDIQ versus multiple awards, recruitment management capabilities, term-by-term sourcing on USMMA's trimester system, background check and vetting timelines, candidate credential submission processes, and relevant past performance from the previous five years. Respondents must also identify risks, limitations, and other considerations relevant to the procurement. A draft Performance Work Statement (PWS) is referenced as an attachment containing detailed academic discipline requirements, though it is not included in this document. The RFI explicitly states that standard brochures, marketing materials, or paraphrasing of the notice are insufficient; responses must demonstrate substantive understanding and capability.
