RFQ No. 6913G625Q300043
U.S. Department of Transportation
Volpe National Transportation Systems Center Soil Boring Advancement Support
Frog, Switch & Manufacturing Company, Carlisle, PA
STATEMENT OF WORK
1.0 INTRODUCTION
Under an Interagency Agreement, the U.S. Department of Transportation John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the U.S. Environmental Protection Agency (EPA) Targeted Brownfields Assessments (TBA) program. As part of this effort, a Phase II Environmental Site Assessment (ESA), including soil boring advancement, will be conducted at the former Frog, Switch & Manufacturing Company (the Site) located at 600 East High Street, Carlisle, PA. This contract will provide assistance with the soil borings and related tasks as part of the Phase II ESA.
2.0 BACKGROUND
The objective of this Phase II ESA investigation is to determine if the historical industrial activities and the storage of petroleum and hazardous materials at the Site have impacted soil.
The property known as Frog, Switch & Manufacturing Company (the Site) totals approximately 31 acres and is located at 600 East High Street in Carlisle, Pennsylvania. Carlisle is a borough in Cumberland County. The Site is approximately 1 mile west of the intersection of Interstate 81 and Pennsylvania Route 641. The Site is relatively flat and slopes slightly to the west. Runoff is presumed to flow to the west across the Site towards Letort Spring Run. Previous groundwater monitoring indicated that, in the southwest corner of the Site, groundwater flow was to the north-northwest. Groundwater flow in other areas of the Site may vary due to the presence of sinkholes or karst features. The Natural Resources Conservation Service Web Soil Survey shows that the Site is primarily underlain by Udorthents-Urban land complex, which indicates a potential for the presence of fill material. Eastern portions of the Site, including the conditionally closed landfill, are underlain by Hagerstown silt loams. The Site location and parcel boundaries are shown in Attachment 1.
3.0 TASKS TO BE PERFORMED
The contractor will be responsible for the soil boring advancement portion of the Phase II ESA investigation. The contractor will follow applicable Volpe Standard Operating Procedures (SOPs, see Attachment 2). A schedule for these tasks is provided in Section 4.
The Contractor must be a Pennsylvania licensed driller and shall conduct all work in accordance with Federal, State and local requirements. Where inconsistencies exist, the Contractor shall follow the most stringent requirement.
3.1 Work Plan
The Contractor shall submit a simplified draft Work Plan within 10 business days after attending a kickoff meeting with the Volpe Center representatives that addresses the project requirements below.
The Work Plan shall detail the technical approach and schedule for conducting all activities as required and described below. To assist with preparation of the Work Plan, the contractor shall thoroughly review any Government-furnished information provided to them.
In addition the work plan shall also identify any required permits needed to perform the work and the contractor shall be responsible for obtaining those permits as required. Copies of the permits shall be attached to the work plan as an appendix. If no permits are required, the Work Plan shall cite the justification for this.
Additional components of the Work Plan are the Site Safety and Health Plan, which shall include personnel health and safety precautions to be followed. The work plan shall also include a Risk Management Plan that identifies major risks and hazards on each site and discusses ways to minimize these risks.
An outline summarizing the required content of the work plan is shown below:
1.) Technical Approach
a. Methods and procedures, including equipment, methods, and materials to be used, for activities described below 2.) Site Safety Health Plan 3.) Risk Management Plan
a. Identification of major risks
b. Risk mitigation plan
4.) Appendix
a. Copies of any state or local permits required to perform activates described herein or other supplemental information The Contractor should expect a 5 business day Volpe Center review period between submission of the Draft Work Plan and receipt of Volpe Center comments. The Volpe Center and the Contractor shall meet to discuss any comments and changes, if necessary. The Contractor shall make the changes and submit a Final Work Plan within 5 business days of the receipt of comments.
3.2 Soil Boring Advancement
Prior to this work a geophysical survey will be completed by a Volpe subcontractor. The geophysical surveyor shall mark any buried utilities that are observed. Additionally, Call-Before- You-Dig services will be notified by Volpe. The presence of buried structures may require the sampling locations proposed in this plan to be modified.
The Contractor shall advance approximately 23 soil borings with 2-inch cores to a depth of 15 feet bgs or 10 feet below the water table (whichever is deeper) unless refusal is encountered at a shallower depth. According to the Phase I ESA report, groundwater has been encountered at approximately 20 to 26 feet below grade in parts of the site. If refusal that is not believed to be bedrock is encountered, a second attempt will be made to advance the boring at an offset location.
Borings shall be located as described in Attachment 2 but are subject to change based on Site conditions and access. Boring are located on a variety of ground coverings, including bare soil, asphalt, concrete slabs, and concrete flooring (building interior borings are subject to drill rig access). The Contractor shall be prepared to drill through these materials to the required depths.
As soil borings are advanced, the Contractor shall lay soil out for logging, volatile screening, and sampling by Volpe personnel.
3.2.1 Additional Days of Soil Boring
In the event that circumstances beyond the contractor’s control necessitate extension of the drilling period beyond that required by the Contractor Work Plan schedule, and such circumstances are determined, at the sole discretion of the Technical POC and the Contracting Officer, not to be the fault of the contractor, up to five (5) additional days of drilling are hereby established as additional Contract Line Item Numbers (CLINs). These additional drilling days must be prescheduled and expressly authorized in writing by the Technical POC prior to the commencement of any such work.
Any authorized additional days that are not utilized shall be removed from the Statement of Work (SOW) and Purchase Order by bilateral modification.
3.3 Demobilization
Following sample collection, completed borings shall be backfilled by the Contractor to surface grade using drill cuttings (unless grossly contaminated) and additional clean sand as needed.
Borings through concrete floors or caps shall be patched/sealed by the Contractor with similar material than what was removed to mitigate the intrusion of potential soil vapors. Once all borings have been completed, equipment shall be removed from the site. The Contractor is responsible security for staged equipment, if applicable.
3.4 Site Close-out
The Contractor shall provide copies (digital scanned or physical carbon copies) of boring construction logs at the completion of drilling.
4.0 DELIVERABLES
The Contractor shall prepare the following required deliverables in the quantities described in Table 1 below:
Table 1 - Deliverable Schedule and Details Deliverable Name Format # Copies Date Due/ Recipient
Draft Work Plan Electronic 1 10 business days after kickoff meeting with Volpe; send to technical point of contact (TPOC) and alt POC
