The selected contractor will participate in kickoff and biweekly meetings, provide subject matter expertise in developing and evaluating three proposed alternative modeling methodologies, and review project deliverables. The period of performance is from award date through July 21, 2024. One kickoff meeting must be held within a week of award, and biweekly status meetings will be held virtually. Up to eight ad hoc meetings may also be required. Deliverables will be submitted electronically in Microsoft Office format. The solicitation was issued by the Department of Transportation Immediate Office of the Secretary of Transportation as request for quotation number 6913G624Q300008 for an alternatives analysis of the agency's model for measuring the effectiveness of roadside inspections.

U.S. Department of Transportation

Volpe National Transportation Systems Center Consulting Services for Roadside Intervention Effectiveness Model (RIEM) Alternatives Analysis

Statement of Work (SOW)

Introduction/Background In support of the Federal Motor Carrier Safety Administration’s (FMCSA’s) safety mission, the Volpe Center has provided longstanding analytical and technical expertise to the Agency’s Motor Carrier Safety Applied Statistics and Analysis Program. This expertise has included data dissemination; data quality improvement; and program effectiveness and analytical studies.

As part of its program effectiveness and analytical studies work, the Volpe Center has also been tasked with exploring alternatives to FMCSA’s current methodology for measuring the effectiveness of the Agency’s roadside inspection program, the Roadside Intervention Effectiveness Model (RIEM).

Scope of Work The current RIEM model estimates benefits associated with correcting driver and vehicle violations cited during Roadside Inspections and Traffic Enforcement inspections. The model estimates incremental crash risk for groups of violations by comparing violations found in post-crash inspections to those found in non-post-crash inspections. The Volpe Center has identified the following three potential alternative approaches for the RIEM and requires subject matter expert support for evaluation and implementation:

• Enhanced CIEM: Statistical estimation of carrier-level crashes avoided using a version of FMCSA’s Carrier Intervention Effectiveness Model (CIEM) tailored to isolate benefits from roadside and traffic enforcement inspections.

• Enhanced CIEM-Compliance: Statistical estimation of carrier-level improvements in compliance, also using a version of the CIEM but focusing on compliance rather than carrier crash incidence.

• New A-B Model: A statistical model estimating crashes prevented based on comparing changes in carrier crash rates for carriers with low and high inspection rates, over time.

The contractor will:

• Participate in a kick-off meeting with the Volpe Center project team.

• Participate in biweekly meetings with the Volpe Center project team.

• Participate in ad hoc meetings with the Volpe Center project team and/or FMCSA as needed.

• Provide support to the Volpe team for developing alternative model methodologies.

• Provide support to the Volpe team for reviewing and evaluating model results.

• Review project deliverables as needed.

Period of Performance (POP) The period of performance starts the date of the award and ends July 21, 2024.
