Request for Proposal No. 6913G623R200003 Amendment no. 0001
1. Amendment no. 0001 is hereby issued to answer ques ons in response to the request for proposal announcement as described below:
a) Ques on 1: From my experience working with GenSet Locomo ves and conven onal locomo ves, Gensets have unique requirements due to their unique design. The GenSet manufacturers, NRE, Knoxville Locomo ve Works, LEAF/RailServe have a reputa on in the private rail industry as being "one off" type units and charging a high premium to come on site and make repairs. In my years of repairing GenSets, I have found long lead mes for parts and sparse technical help available from all 3 manufacturers. Also, the long lead me for parts causes the Gensets to be out of service much longer than conven onal locomo ves. Conven onal locomo ves are cheaper and more repair friendly than their GenSet counterparts. It is much easier to find parts and repair technicians at affordable prices. Has it been considered that the GenSet locomo ve maintenance and inspec ons should be offered separately and not under the same contract?
Government’s response: Yes, it has been considered but the maintenance and inspec ons for the Genset locomo ves will be required as part of the scope of this requirement. Please note that the preponderance of the work is to provide support to the genset locomo ves as described in the
SOW.
b) Ques on 2: Is the 5 million cap for the en rety of the contract? Or is it 5 million cap per fiscal year?
Government’s response: The maximum contract value shall not exceed $5million for the total contract effort that consists of the base plus three (3) op ons.
c) Ques on 3: Per the RFP, there are 2 complete CCB26 airbrake valve kits provided for the first base year. Is this correct?
Government’s response: Per the RFP, the contractor shall provide and install parts and material iden fied inTable-1. The requirement is for two complete CCB26 airbrake module kits to be provided in the base year to allow for rota on of reu lized material. To clarify, the first two complete airbrake module kits are not provided by the Government. A er the ini al two airbrake module assemblies are replaced, all following airbrake module replacements shall be re-u lized material.
d) Ques on 4: Is there a filter list for the conven onal locomo ves? I ask this because due to supply constraints and a wide variety of air filter configura ons, the prices are variable from locomo ve to locomo ve (huge). Also, most of the air filters used in the industry today, are made in China.
Is this an issue?
Government’s response: ANS. No, there is no requirement to change filters on this task.
e) Can subcontractors be used to facilitate the conven onal locomo ves due to the large geographic area throughout the USA? Subcontractors can provide quality and quick repair/maintenance mes and have lower expenses due to being located closer to the locomo ves.
Request for Proposal No. 6913G623R200003 Amendment no. 0001
Government’s response: To clarify there is no repair/maintenance requirement on the conven onal locomo ves. The use of subcontractors shall be iden fied in a subcontrac ng plan in accordance with 52.219-9 Small Business Subcontrac ng Plan.
f) We have a digital 92 day form that we use for our business. Would it be permissible to digi ze the provided 92 day form in order to be paperless and more efficient with form distribu on to required staff?
Government’s response: There is no requirement to provide a 92-day inspec on form. However, paper inspec on forms are required to be completed and placed in the cab of each locomo ve following the comple on of each required periodic and annual inspec on.
g) How are brake shoes covered? Like the air filters, each locomo ve, GenSets included, have different technical requirements that require different brake shoes. Again, this provides for variable prices for shoes. For example, some locomo ves have 8 shoes total, others require 16 total. Has there ever been a parts audit for the brake shoes for the government locomo ve fleet?
Government’s response: Providing locomo ve brake shoes is not a requirement in this RFP.
h) Wheel truing is a large part of rail maintenance, and assuming the US Government adheres to the AAR safety standards concerning locomo ve wheel wear and thickness, I no ced wheel truing has not been covered in the RFP. Given the number of locomo ves, I can guarantee there are probably a number of locomo ves in need of a complete wheel set changeout or truing to bring them back into spec.
Government’s response: If a locomo ve wheel becomes out of tolerance, this work will be covered in Task-6, Emergency, On-Site Support.
2) All other terms and condi ons of this solicita on remains unchanged.
