About this file

This document is an amendment to solicitation number 6913G623Q300061 from the Department of Transportation for the purchase of heavy-duty railway flatcars. The amendment provides answers to technical questions from offerors. For flatcars requiring more than six axles, trucks may be designed for 55,000 pounds per axle. Manufacturing of the flatcars must take place in the United States to the maximum extent possible in order to avoid a waiver to the Buy American Act, which would delay the procurement. The award is for the purchase of the flatcar(s) and the Government requires ownership of the drawings.

6913G623Q300061 Amendment 03 Continuation Sheet

Please see below questions submitted, with Government responses in bold.

1. Just to add some context for your technician team around the possibility of the DOT accepting alternate design loads, in the Flatcar bid it is read:

• Section 1 GENERAL: "The gross load on rail shall not exceed 65,750 pounds per axle."

• Section 2 160-TON, HEAVY-DUTY CHAIN-TIEDOWN FLATCAR: 2.1

DIMENSIONS: Paragraph 10: "Gross Rail Load: Not to exceed 65,750 pounds per axle when carrying two 80-ton heavy tracked vehicles (i.e., M1 Abrams tanks).

• Section 3 GENERAL SPECIFICATION: 3.1 Trucks: Paragraph 1: "The trucks and truck components shall be suitable for a gross rail load (GRL) of 65,750 pounds per axle"

• Section 3 GENERAL SPECIFICATION: 3.1 Trucks: Paragraph 6: "Center bowl diameter to be sized for the greater of 394,500 pounds gross rail load or total loaded railcar weight (at maximum load) as determined by design."

The 3 axle trucks have this axle load of 65750 per axle. The suitable trucks for "more than 6" axles are not designed for 65750 per axle, but less at 55000 per axle. The alternative next size up is designed for 71500 per axle, however this bowl design is for 286,000 pound GRL. The only truck that meets the above specification is the 3 axle truck that is presently represented.

The combination of maximum axle load and the center bowl design specified in Section 3 do not allow for usage of alternate truck designs.

For more than six axles per car, trucks may be designed for 55,000 lbs. per axle.

2. Specifically, where do the Railway Flatcars need to be made ? Where does manufacturing need to take place?

The Government prefers US-made components and manufacturing but understands if it’s more cost effective to manufacture outside the US. However, since it requires a waiver to the Buy American Act, it is the Government’s strong preference to not get a waiver, due to the delay to the procurement timeline.

3. Is this award for a purchase or lease?

The award is for the purchase of the flatcar(s). Additionally, the Government requires ownership of the drawings.
