Amendment 2 Questions and Answers

RFQ 6913G623Q300029

March 22, 2023

1. Task 2.1: Are there aircraft intended for conversion from AEDT to NOISEFILE and if so, how many?

ALL aircraft in the AEDT database; however, task 2.1 is just about the process, task 2.2 is about the implementation.

2. Task 2.2: How many aircraft are needed to be converted from NOISEFILE to AEDT?

Would you want costs on a per-aircraft basis?

Task 2.2 is about converting from AEDT to NOISEFILE, not converting from NOISEFILE to AEDT. All AEDT aircraft are to be converted to NOISEFILE.

3. Task 4: Which two papers are intended for the literature review?

To be determined at a later date, the offeror should be able to develop a cost estimate based on typical technical paper length in the area of aircraft noise modeling.

4. Task 5: What is the AFCEC/AFRL feedback or the scope of updating draft T-7 spheres?

Draft spheres have been created; however, these need to be corrected to account for time synchronization issues.

5. Task 6: What are the identified bugs to be fixed in AAM?

As bugs are identified they should be fixed. This is an ongoing process. A backlog will be created. Only bugs that can be fixed within the POP should be addressed.

6. Task 7: What level or type of technical support does Volpe require?

As technical support questions come in, some may require a detailed knowledge of portions of NoiseMAP or military noise modeling

Could you please elaborate? The table in Section 9 mentions a “review of materials”.

Refers to any training materials that Volpe develops in house

7. Task 8: What compiler errors have been encountered wrt MRNMAP?

There are various errors that come up during compile time. None of these hinder actual compilation, so the effort should be minimal.

Is the track/avoidance conflict the problem that MRNMAP does not account for avoidance areas properly?

It is related to MRNMAPs handling of the avoidance areas.

Are the “software developers” Volpe staff?

This would be the developers of BaseOPs as they control the UI.

What about fixing other MRNMAP errors? MRNMAP has had a longstanding error being only able to run one route or MOA at a time.

Other modifications are not part of this task.

8. With the requirements not fully defined, would Volpe entertain a Time & Materials (T&M) cost pricing, vice a Firm Fixed Price (FFP) arrangement?

A Firm Fixed Price (FFP) award is anticipated. Market research indicates that this is reasonable.

9. We are not able to fully respond to the RFQ in the allotted 8-day timeframe and would respectfully request a 15-day extension from the receipt of answers to our questions.

The quote due date remains March 24, 2023 by 3:00 PM Eastern Standard Time.
