Consulting Services for Federal Motor Carrier Safety Administration Analysis of Class 3 Trucks

Statement of Work (Amended)

Introduction/Background In support of the Federal Motor Carrier Safety Administration’s (FMCSA’s) safety mission, the Volpe Center has provided longstanding analytical and technical expertise to the Agency’s Motor Carrier Safety Applied Statistics and Analysis Program. This expertise has included data dissemination; data quality improvement; and program effectiveness and analytical studies.

As part of its program effectiveness and analytical studies work, the Volpe Center has been tasked with conducting an analysis of industry trends driving the increased use of Class 3 trucks and the increase in Class 3 truck crashes. (Class 3 trucks are those with a Gross Vehicle Weight Rating (GVWR) of 10,001 to 14,000 lbs. and include box trucks, delivery trucks, and heavy-duty pickups.)

The Volpe Center has also been tasked with exploring alternatives to FMCSA’s current methodology for measuring the effectiveness of the Agency’s roadside inspection program, the Roadside Intervention Effectiveness Model (RIEM).
