About this file

This Justification and Approval (J&A) document supports a noncompetitive modification to an existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Quality Turbocharger Components LLC (Contract No. 6913G623D300004). The modification will increase the contract ceiling from an unspecified amount to $7,500,000 to provide full technical support for 72 conventional Army locomotives, expanding on existing support for 29 modern GenSet locomotives across 28 locations nationwide.

The urgent modification is driven by the Army's loss of in-house locomotive support capabilities, with the next federally mandated safety inspections due in May 2025. Quality Turbocharger Components LLC was selected due to its existing knowledge of the locomotive fleet, current troubleshooting experience, and ability to perform inspections and repairs efficiently across multiple locations. The contract will cover yearly safety inspections, emergency repairs, and technical support for conventional locomotives, with work anticipated to begin in May 2025 and be added to the existing contract's CLIN 0200.

JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION

PART I - TECHNICAL SUPPORTING DATA

Recommend that negotiations be conducted with Quality Turbocharger Components LLC on a noncompetitive basis to increase the total value of Indefinite Delivery/Indefinite Quantity (IDIQ) Contract No. 6913G623D300004 by The contract award value is $ This action would increase the overall contract value to $7,500,000.00. The supporting data for this recommendation are as follows:

A. Description of Supplies/Services – Contract 6913G623D300004 provides technical support for the entire Army locomotive fleet of 101 locomotives; specifically, to repair and perform federally mandated safety inspections on 29 modern Army GenSet locomotives at ten (10) locations and to perform troubleshooting support on 72 conventional diesel-electric locomotives at 23 locations. The Government seeks to acquire additional services by increasing full technical support to the 72 conventional locomotives.

Full technical support for these conventional locomotives will add yearly safety inspections and emergency repair and site-visits similar to services provided on the 29 GenSet locomotives.

Task orders issued to date under this contract total $ with an available remaining ceiling of In order to support this additional work for providing full technical support to include yearly inspections, and emergency repairs to the 72 conventional locomotives, a modification to increase the scope of work and contract ceiling is required.

B. Market Research –Due to the immediate need to increase the operational capability rate of the Army’s conventional locomotive fleet, and that the Army recently lost its in-house support, there are no alternative immediate solutions that would allow timely technical support for federally mandated safety inspections and emergency repair. There is insufficient time to plan, solicit and award a new contract as the conventional locomotives are going down and being taken out of service with a negative impact to the Army’s needs. It is in the Government’s best interests to modify the existing contract with Quality Turbocharger Components LLC for the additional needed work for the 72 conventional locomotives within this contract to continue to keep these locomotives operational and support the immediate needs of the Army to meet its mission. Therefore, no market research was performed in accordance with FAR Part 10.

C. Background - The Volpe Center awarded IDIQ contract no. 6913G623D300004 with a twelve-month base period and 4 twelve-month options to Quality Turbocharger Components LLC on August 8, 2023. If all options are exercised then the master contract will expire on August 7, 2027. The Government has exercised option 1, CLIN 0200 for periodic inspections, emergency repairs and troubleshooting through August 7, 2025.

In October 2024, the Army advised that the US Army Defense Generator and Non-tactical Rail Equipment Center (DGRC) (which was then providing the yearly inspections, emergency repairs and site visits for the 72 conventional locomotives) would be unable to provide new support beyond the first quarter of Fiscal Year 2025. Due to this change, the Army now has only limited support on these locomotives. There are non-operational locomotives that require repairs. The next federally mandated safety inspections are due in May 2025. Without locomotive technical support and support for performing these safety inspections, the number of non-operational locomotives will continue to increase.

The work that is required is extremely high priority as the operational capability rate of the conventional locomotives is trending downward with increasing numbers of locomotives being removed from service due to mechanical and safety issues. Without this addition in scope for support to the Army conventional locomotives, the risk of not meeting mission requirements will remain high and continue to grow. Therefore, this new support is anticipated to begin May 2025 and will be added to CLIN 0200.

D. Circumstances Requiring the Use of Other Than Full and Open (F&O) Competition.

Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements -

The Army locomotive fleet consists of two types of locomotives. There are 29 modern ultra-low emitting GenSet locomotives and 72 older conventional diesel-electric locomotives (see below Table 1). Five of the ten GenSet locomotive locations also include conventional locomotives.

28 Locations 29 GenSet Locomotives *72 Conventional Locomotives 101 total locomotives

* The locations bolded and italicized, Quality Turbocharger Components LLC has provided support (full technical-Genset) or troubleshooting-Conventional) as noted in Section D, paragraph 2.

Quality Turbocharge Component LLC was awarded on a competitive basis the above-referenced contract to support the Army locomotives because it was found to be the responsible and responsive offeror for providing the technical support required to maintain modern locomotive technology as well as to support the conventional locomotives. Quality Turbocharger Components LLC has recently increased its capacity to support conventional locomotives by increasing the number of available staff to provide specialized field support due to the increase in troubleshooting required within the current task orders. Supporting these older Army conventional locomotives requires experience for performing troubleshooting efficiently due to the non-existing technical diagrams and schematics. This work requires correcting faults, performing repairs and identifying parts and components that need replacement or are close to failure. The additional technical work required in the contract modification will take place at five of the existing ten locations where technical work is currently being performed on the GenSet locomotives. This will reduce travel and time costs as the technical work and safety inspections can be performed on all locomotives while on-site at these locations as opposed to making multiple trips for each type of locomotive without incurring unreasonable costs or travel-related delays. This will also be a cost savings benefit for the Government based on the number of people required to travel to perform the work, the travel associated costs, and the time required traveling to and from the destinations. There are no new locations for this added work as shown in Table 1.

Not only does Quality Turbocharger Components LLC have extensive knowledge of both types of Army locomotives, by supporting the locomotives under Contract 6913G623D300004 with troubleshooting, technical support, performing safety inspections, and participating in recurring locomotive status meetings, it is familiar with existing issues and understands the current condition of the locomotives. With ongoing support and meetings, Quality Turbocharger Components LLC has already traveled to and performed work at 14 of the 28 overall locations. Note: The contract covers all 28 locations though only the GenSets receive full technical support, and troubleshooting support are provided on the conventional locomotives. Travel and support to the remaining locations is convenient since locomotive technicians supporting these efforts employed by Quality Turbocharger Components LLC are located at numerous locations in the United States including local support for Tooele, Barstow, Leonard Wood and Red River, which are areas that have not been supported as of yet.

In addition, Quality Turbocharger Components LLC has access and clearance to the Army Rail Installation sites through this contract, for providing troubleshooting to the conventional locomotives listed in Table 1.

This access avoids security delays to allow timely safety inspections on the 72 conventional locomotives while supporting this continuation effort.

Steps to Foster Competition (or Consideration) – The Government has an ongoing need for performing federally mandated safety inspections and repair of modern ultra-low emitting GenSet and conventional locomotives. Due to the time sensitive nature of this requirement for additional support against contract 6913G623D300004, the Government considered alternatives (e.g., bridge effort, new procurement and other scheduled contract vehicles). However, the Government did not take steps to foster competition due to immediate need to meet mission requirements. The most efficient path forward to obtain support for meeting the federally mandated safety inspection deadlines, to begin increasing the number of operating locomotives for the Army to meet mission requirements, and to satisfy agency requirements, is to modify existing Contract 6913G623D300004.

F. TECHNICAL OFFICE CERTIFICATION: – The requirement set forth is initiated to satisfy a recognized Government need. As applicable, the plans, specifications, and statement of work are limited to state the minimum needs of the Government. I certify that the above information which serves as the basis for the justification for other than full and open competition is accurate and complete to the best of my knowledge and belief.
